CALL TO ORDER
Announce the presence of a Quorum.
Mayor Eric Hogue called the meeting to order at 8:00 a.m. City Secretary Carole Ehrlich took roll
call with the following City Council members present: Mayor pro tem Rick White, Councilwoman
Diane Culver, Councilman Bennie Jones, Councilman Nathan Scott, Councilman Keith Stephens,
and Councilman Todd Wntters.
Staff present were: City Manager, Mindy Manson, Battalion Chief Brent Parker, and City
Secretary, Carole Ehrlich.
INVOCATION & PLEDGE OF ALLEGIANCE
Councilman Wintters gave the invocation and Councilman Stephens led the Pledge of Allegiance.
WORK SESSION
• Discussion regarding strategic planning and goal setting. (City Council)
City Manager Mindy Manson addressed council stating that it had been some time since the
council looked at a mission statement and vision for the city, including a strategic plan to meet
council goals. She explained that Battalion Chief Brent Parker had experience in forming strategic
plans and she had asked him to join the discussion.
Battalion Chief Parker addressed council stating that in order to begin the process of a strategic
plan, the council needed to create a mission statement and a vision for the City and then
implement strategic planning to accomplish their goals.
Council discussed honoring the past, embracing the present and planning the future to be part of
the mission statement. Council discussed a vision, defining the ideals in the mission statement by

taking into account the heritage, home town character, and opportunities for growth the city
embraced. Discussion of core values included discussion of integrity, stewardship and respect;
noting that the community deserved nothing less.
Council discussed strategic goals, with emphasis on: health, safety and wellbeing; a community
focused government; economic growth; infrastructure; a good workforce; a culture that promotes
the arts, music and literature; financial health, and planning management as important items to
include in the overall plan.
City Manager Manson suggested she send the discussion items to staff to further define the
avenues available currently and future endeavors that would lead to the goals and objectives
discussed during the work session.
RECONVENE INTO REGULAR SESSION
Mayor Hogue reconvened into open session at 11:00 a. m.
ADJOURNMENT
A motion was made by Councilwoman Culver, seconded by Councilman Jones to adjourn the
meeting at 11:00 a.m. A vote was taken and the motion passed 7-0.
