CALL TO ORDER
Announce the presence of a Quorum.
Mayor Eric Hogue called the meeting to order at 6:05 p.m. City Secretary Carole Ehrlich took
roll call with the following City Council members present: Mayor Eric Hogue, Mayor pro tern
Keith Stephens, Councilman Nathan Scott, Councilman Bennie Jones, and Councilman David
Dahl. Councilman Todd Wintters and Councilman William Whitney Ill were absent.
Staff present were: City Manager, Mindy Manson; Assistant Fire Chief, Brandon Blythe; Police
Chief, John Duscio; City Engineer, Chris Hoisted; Planning Director, Renae' 011ie; Finance
Director Linda Bantz; WEDC Executive Director, Sam Satterwhite; City Secretary, Carole
Ehrlich; Public Information Officer, Craig Kelly; and various support staff.
INVOCATION & PLEDGE OF ALLEGIANCE
Councilman David Dahl gave the invocation and Councilman Bennie Jones led the Pledge of
Allegiance.

Mayor Hogue and City Manager Mindy Manson presented Robert Diaz, Parks and Recreation
Superintendent, with a gift of appreciation for his 15 years of service to the City of Wylie. Diaz's
family members were in attendance for the presentation.

Mayor Hogue read a proclamation designating the week of November 3-7, 2014 as Municipal
Court Week. Lisa Davis, Municipal Court Supervisor, and Alexa Foster, Deputy Court Clerk,
accepted the award.

Mayor Hogue read a proclamation designating November 7, 2014 as Arbor Day in the City of
Wylie. Shohn Rodgers, Parks Manager, accepted the proclamation.
• Presentation — Proclamation designating the last week in October as "National Magic
Week." (Mayor Eric Hogue)
Mayor Hogue read a proclamation designating the last week in October as "National Magic
Week." Accepting the award were members of the Society of American Magicians Dal Sanders,
former president, and Frank Seltzer, president; and Mike Squires, former president of the Dallas
Magic Clubs. The recipients gave a short magic presentation.
In addition to the City of Wylie Proclamation, Mayor Hogue presented a proclamation from the
Office of Texas State Representative, Jodie Laubenberg; a flag that had flown over the Texas
Capitol in honor of the designation; and a proclamation from the Office of the Governor, Rick
Perry.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Council regarding an item that is not listed on the Agenda. Residents must provide
their name and address. Council requests that comments be limited to three (3) minutes. In addition,
Council is not allowed to converse, deliberate or take action on any matter presented during citizen
participation.
Bobby Heath, Jr., representing the Wylie Downtown Merchants Association, addressed council
inviting Wylie residents to the Boo on Ballard scheduled for Thursday, October 30th from 6:00 —
8:00 p.m. in Historic Downtown Wylie.
CONSENT AGENDA
A. Consider,and act upon,approval of the Minutes of the October 14,2014,Regular Meeting of

B. Consider, and act upon, Ordinance No. 2014-36 of the City of Wylie, Texas amending
Ordinance No. 2014-30 (2014-2015 Budget) and approving an appropriation of funds in the
amount of$50,700.00 from the 4B Parks Fund for Wylie Keeps Recycling! and approving a
deposit of $46,700.00 from the North Texas Central Council of Governments Solid Waste
Implementation Grant Project and a deposit of$4,000.00 from Community Waste Disposal
(CWD) as revenues into 4B Parks Fund: Providing for a repealing, savings and severability

Council Action
A motion was made by Councilman Scott, seconded by Councilman Jones to approve the
October 28, 2014 Consent Agenda as presented. A vote was taken and the motion passed 5-0
with Councilman Whitney and Councilman Wintters absent.
REGULAR AGENDA
1. Hold a Public Hearing and consider, and act upon, amendments to Article 3 (Residential
Standards),Article 5(Use Regulations)of the City of Wylie Zoning Ordinance No.2001-48,as
it relates to Low-Density Residential Districts. (R 011ie, Planning and Zoning Director)
Staff Comments
Planning Director 011ie addressed Council stating that a stated goal of the Comprehensive Land Use Plan
is to maintain and build upon Wylie's unique small town sense of community and identity. Therefore the
subject amendment is offered in an effort to implement the 2012 Comprehensive Master Plan
OBJECTIVE 3.00: Protect land that will integrate with the agricultural flavor and rural character of Wylie.
These areas should contain single-family dwellings on a minimum of 1 acre lots.
Council Discussion
Mayor pro tern Stephens asked if the City definition of livestock includes hogs. 011ie replied yes it did;
however, the definition for this ordinance defines animals as"equine"which would not allow hogs, pigs, or
poultry. Councilman Dahl asked if he was correct in assuming this would allow other developments to
apply for the same Low-Density Residential Zoning in the future. 011ie replied it would.
Public Hearing
Mayor Hogue opened the public hearing on amendments to the Comprehensive Zoning Ordinance at
6:55 p.m. asking anyone present wishing to address council to come forward.
Kathy Skinner residing at 1751 McMillan addressed Council speaking in favor of the zoning change.
With no other citizens wishing to address Council, Mayor Hogue closed the public hearing at 7:00 p.m.

Council Action
A motion was made by Councilman Dahl, seconded by Mayor pro tern Stephens to approve the

Staff Comments

In an effort to inform property owners within the subject area, a letter was mailed to all property owners as
shown by current tax records of Collin County Appraisal District (CCAD). The letter outlined the intent of
staff and asked for input of each owner, and specifically asked:
I do( ), I do not( ), have livestock on my property.
I am ( ), I am not( ), interested in agricultural use for my property.
Of the 20 owners in the subject area, 2 responded that they do not currently have livestock, but would like
agricultural uses on their property. One property owner responded that they do not currently have
livestock and does not wish to have agricultural uses on their property. Two property owners responded
that they do currently have livestock on their property and would like to continue agricultural uses on their
property.
011ie reported notifications were sent to forty-three (43) property owners within the 200' notification buffer,
as required by State Law, with two written response forms received favoring the request, and two
opposing the request. 011ie explained that primary concerns received from owners in the subject area
were the type of animals allowed, the number, and offensive smells. The Planning and Zoning
Commission voted 6-0 to recommend approval.
Public Hearing
Mayor Hogue opened the public hearing on amendments to the Comprehensive Zoning Ordinance at
6:55 p.m. asking anyone present wishing to address Council to come forward.
No citizens were present to address Council during the public hearing.
With no other citizens wishing to address Council, Mayor Hogue closed the public hearing at 7:00 p.m.
Council Action

taken and the motion passed 5-0 with Councilman Whitney and Councilman Wintters absent.
3. Hold a Public Hearing and consider,and act upon,a change in zoning from Townhouse (TH)
to Planned Development(PD-TH).Proposed single-family attached dwellings on separate lots,
generally located at the southeast corner of Westgate Way and Fleming Street. (ZC 2014-08)

Executive Summary
Planning Director 011ie addressed Council stating the applicant is requesting to change the zoning on the
subject property to allow for some flexibility in the development standards within the Townhouse District.
The subject property totals approximately 10 acres in size and shall be developed in accordance with the
planned development conditions to create a residential development of single family-attached dwelling of
varied densities.
011ie explained the PD specifies varied lot sizes with the minimum lot size allowed being 2,300 s.f. with
dwelling sizes ranging from a minimum of 1,400 s.f. to 2,250 s.f., with no more than 20% of the units
being less than 1,500 s.f; maximum number of lots not to exceed 105 lots. 41% of the units will be rear-
entry, with 59% being front entry. Primary changes are in lot size, dwelling size, and setbacks. Of note,
the proposal request side yard setbacks of five feet for corner lots as opposed to 15 feet, and a 15' rear
yard in lieu of 25. The front yard setback remains the same at 20'.
Enhanced architectural standards include:
1. Balconies on the 2nd floor of all townhomes that have a rear entry garage.
2. Upgraded cedar door for all front entry garages.
3. No more than 20% of the units shall contain less than 1,500 s.f. (min. allowed by current zoning is
1,200 s.f.).
Fees will be paid in lieu of park dedication and will be applied based on current parkland fees as of
August 2014. Notification/Responses: Fifty-Six (56) notifications were mailed with no responses returned
favoring the request and one response opposing the request. Planning and zoning voted 6-0 for
approval.
Applicant Discussion
Debbie Harris-Nail, applicant (Friendship Properties), addressed Council stating that she wanted to clarify
that all driveways would be constructed at standard size. Mayor Hogue asked if the developer had
constructed townhomes in other areas. Ms. Nail replied that the company had completed projects in
Stonebridge Ranch and Coronado Village, both located in McKinney. She noted they were selling the
townhomes as quickly as they were being constructed.
Councilman Scott asked if the properties would be owner occupied or rentals. Ms. Nail replied that the
units would be for individual property sales. Scott asked what the price point would be. Nail replied they
would be in the$200,000 range.
Public Hearing
Mayor Hogue opened the public hearing on amendments to the Comprehensive Zoning Ordinance at
7:12 p.m. asking anyone present wishing to address Council to come forward.

With no other citizens wishing to address Council, Mayor Hogue closed the public hearing at 7:13 p.m.
Council Action
A motion was made by Councilman Dahl, seconded by Councilman Jones to approve a change
in zoning from Townhouse (TH) to Planned Development (PD-TH). Proposed single-family
attached dwellings on separate lots, generally located at the southeast corner of Westgate Way
and Fleming Street (ZC 2014-08). A vote was taken and the motion passed 5-0 with
Councilman Whitney and Councilman Wintters absent.
4. Hold a Public Hearing and consider, and act upon, amending regulations to Zoning
Ordinance No. 2009-24, Article 6, Section 6.3 as it relates to district boundaries and design
standards within the Downtown Historic District. (R 011ie, Planning and Zoning Director)
Staff Comments
Planning Director 011ie addressed Council stating that the Wylie City Council has declared as a matter of
ordinance that the preservation, protection, and use of landmarks and historic districts is a public
necessity because they have special character or a special historic, architectural, aesthetic, or cultural
interest and value and thus serve as visible reminders of the history and heritage of the City of Wylie.
At its July 31, 2014 meeting, the Historic Review Commission directed staff to move forward with drafting
an ordinance to expand the boundaries of the Downtown Historic District to include properties west of the
railroad. The district wilt encompass properties along Cottonbelt from Elliot to Brown, including properties
north of Brown Street on Keefer.
However, the HRC was unable to hold the public hearing due to lack of a quorum. Therefore, the Council
should open the public hearing allowing anyone to speak for or against this request and then table the
request until January 13, 2015. Once the scheduled meeting had been officially canceled and the
Commissioners left, staff visited with those citizens in attendance and allowed them to ask questions. It
was a very productive impromptu meeting and allowed feedback from staff and the public that will be
presented to the HRC at its November 13th meeting.
Public Hearing
Mayor Hogue opened the public hearing on amendments to the Comprehensive Zoning Ordinance
regarding regulations to Article 6, Section 6.3 at 7:16 p.m. asking anyone present wishing to address
Council to come forward.
One citizen spoke, not in favor or against but for clarification of the changes the proposed ordinance
would have on his property.
With no other citizens wishing to address Council, Mayor Hogue stated he would continue the public
hearing in the event the item was tabled by Council.
Council Action
A motion was made by Mayor pro tern Stephens, seconded by Councilman Scott to table until
January 13, 2015 and continue the public hearing for consideration of amending regulations to
Zoning Ordinance No. 2009-24, Article 6, Section 6.3 as it relates to district boundaries and

design standards within the Downtown Historic District (ZC 2014-06). A vote was taken and the
motion passed 5-0 with Councilman Whitney and Councilman Wintters absent.
5. Consider,and act upon,Ordinance No.2014-37 electing for the City of Wylie to make current
service and prior service contributions to the City's account in the benefit accumulation fund
of the Texas Municipal Retirement System at the actuarially determined rate of total
employee compensation. (L. Bantz, Finance Director)
Staff Comments
Finance Director Bantz addressed Council stating that staff had received notification from TMRS that
before the end of 2014 the City needed to approve an ordinance removing the City's statutory maximum
contribution rate limit of 13.5%. For 2015 the City's required phase-in contribution rate is 14.07% (which
we budgeted for in our approved FY14-15 Budget) and the full contribution rate is 14.87%.
Council Action
A motion was made by Mayor pro tern Stephens, seconded by Councilman Jones to approve
Ordinance No. 2014-37 electing for the City of Wylie to make current service and prior service

City Secretary Ehrlich read the captions to Ordinance No.'s 2014-36 and 2014-37 into the
official record.
WORK SESSION
• Update and Presentation on the redesign of www.WvlieTexas.2ov. (C. Kelly, Public
Information Officer)
Public information Officer Craig Kelly addressed Council stating that he was very excited to a
graphic mockup, a graphic of the redesign of WylieTexas.gov. He reported believe it or not, it
had been exactly six years since the website had been refreshed. The first redesign was
complete at a cost of$7,000; much lower than the normal $60,000 to $120,000 firms pay for a
web design. He noted that once again the City was able to redesign the site for approximately
$7,000 including design, coding, and implementation.
Kelly explained some of the reasons for the redesign which included:
-even though the design has been very effective, it is outdated.
-the coding, the nuts and bolts, behind the design are outdated causing issues in some
browsers.
-it was an action item on the Cooksey Communication Plan.
-and most importantly, it creates a new design that is web responsive, meaning a user can view

the site on any device---a laptop, desktop, tablet, or phone without going to another site or using
an app.
Kelly explained the redesign was started several months ago by first assembling an internal
team of stakeholders from throughout the organization. This team met several times and the
direction and ideas were then given to an independent, professional designer, who specializes
in web design focusing on functionality and usability. The design was then reviewed by
community members and professional stakeholders.
The final enabled, responsive site will automatically fill any size screen with the design or
variation of the design depending on screen size. Kelly explained that following this meeting,
the web provider, Revize, will begin the process of enabling and bringing to life the new
design. There may still be some tweaks and variations to the design dependent upon coding
and functionality.
Mayor Hogue asked how long it would take to go live with the new site. Kelly replied that once
all departments had updated specific pages, the site would go live in approximately three to four
months.
Councilman Jones asked that the streaming video for Council meetings be accessible from the
home page.
ADJOURNMENT
With no further business before the Wylie City Council, a motion was made Councilman Jones,
seconded by Councilman Dahl to adjourn the meeting at 7:50 p.m. A vote was taken and the
motion passed 5-0 with Councilman Whitney and Councilman Wintters absent.
