AN ORDINANCE OF THE CITY OF WYLIE, TEXAS AMENDING
ORDINANCE NO. 2005-41 (FY 2005-2006~NUAL BUDGET) AND
APPROVING AN APPROPRIATION 0 UNDS FOR COURT
APPOINTED SPECIAL ADVOCATES, 5 OUNTY CHILDREN'S

WHEREAS, th~~~ iI as further i ti~~~termined that the
appropriations are n ~ ~ a result of ~ ~~a~~olume of abused and
neglected children and . laced indivi~ I d Collin County; and
WHEREAS, the City ~~ ~er investigated and determined that
such appropriations s~uorr~~~ public purpose; and
WHEREAS, the ~~ncil has further investigated and determined that
these appropriations wi nefit the Court Appointed Special Advocates ("CASA "),
the Collin County Children's Advocacy Center ("CCCAC ") and CITY House, each
of which provide, among other things, assistance, support and/or services to the
abused and neglected children and displaced individuals of Wylie and Collin County;
and
WHEREAS, the City Council will, among other things and in accordance with
applicable law, enter into a contract with each of these entities for the purpose of,
among other things, declaring the public purpose for the use of the funds and
setting forth the terms which will provide Wylie with sufficient control over the
performance of the contract to insure that, among other things, the public purpose
for which the funds are being appropriated is carried out for the benefit of Wylie
and its residents; and
WHEREAS, the City Council has further investigated and determined that it
will be beneficial and advantageous to the citizens of Wylie to amend the FY 2005-2006
Annual Budget adopted by Ordinance No. 2005-41 for the purpose of providing for an
appropriation for, among other things, assistance, support and/or services to benefit

abused and neglected children and displaced individuals of Wylie and Collin County as
set forth below.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WYLIE, TEXAS:

SECTION 3: The City shall~' ctPt ~ each not-for-profit organization
listed in Section 2 above, i (in aid document the eligibility criteria;
restrictions on the use of . u accountability provisions that are a part of
Attachment "A" of . a e . 05-52 entitled "A Policy Regarding Funding

SECTION 4: S Inqs/ Repealinq Clause. All provisions of any ordinance in
conflict with this Ordinance are hereby repealed; but such repeal shall not abate any
pending prosecution for violation of the repealed Ordinance, nor shall the repeal prevent
prosecution from being commenced for any violation if occurring prior to the repeal of
the Ordinance. Any remaining portions of conflicting ordinances shall remain in full
force and effect.
SECTION 5: Severabilitv. Should any section, subsection, sentence, clause or
phrase of this Ordinance be declared unconstitutional or invalid by a court of competent
jurisdiction, it is expressly provided that any and all remaining portions of this Ordinance
shall remain in full force and effect. Wylie hereby declares that it would have passed this
Ordinance, and each section, subsection, sentence, clause, or phrase thereof
irrespective of the fact that anyone or more sections, subsections, sentences, clauses,
or phrases be declared unconstitutional or invalid.
SECTION 6: Effective Date. This Ordinance shall become effective immediately
upon its passage.
