Ordinance 1992-13 ORDINANCE NO. ?:l~/!J- AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, PROVIDING FOR THE CONTROL AND REGULATION OF TRAFFIC FLOW AT CERTAIN STREET INTERSECTIONS WITHIN THE CITY, BY DESIGNATING SOME AS STOP INTERSECTIONS AND DESIGNATING CERTAIN OTHER INTERSECTIONS AS OPEN INTERSECTIONS: PROVIDING FOR THE ERECTION OR REMOVAL OF SIGNS IN ACCORDANCE WITH AND AS APPROPRIATE TO SUCH DESIGNATIONS: REPEALING ALL CONFLICTING ORDINANCES: CONTAINING A SEVERABILITY CLAUSE: AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City traffic engineer has the power and duty to determine appropriate regulations for traffic control within the City as necessary for regulation of traffic, and to recommend placement of signs and signals to accomplish such regulation: and, WHEREAS, the city traffic engineer has determined upon inspection and inquiry that the intersections hereinafter specified should be regulated and signed in accordance with the designations as herein provided: and, WHEREAS, the City Council has determined in its legislative capacity that the traffic in, through, and at the intersections hereinafter specified should be regulated and controlled in accordance with the recommendations of the city traffic engineer and signs posted in accordance therewith: NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF WYLIE, TEXAS, as follows: SECTION I That traffic at the following named intersections within the City shall be controlled and regulated as follows: a. The traffic travelling either direction on Oak street shall not be required to stop or yield at the intersection of Third Street or Fourth Street, but shall have the right of way at such intersections. Any existing stop or Yield signs to the contrary shall be removed. b. The traffic travelling either direction on third and fourth shall be required to stop at the intersections where either street intersects with Oak, Masters or Butler Streets and stop signs shall be erected at such intersections indicating the requirement to stop and any signs to the contrary shall be removed. c. The traffic travelling either direction on Masters Street ORDINANCE NO ?~ -1.!3 PAGE TWO shall not be required to stop or Yield at the intersections with First street or Second street or Third Street, but shall have the right of way at such intersections. Any existing stop or Yield signs to the contrary shall be removed. d. The traffic travelling either direction on Butler Street shall not be required to stop or Yield at the intersections with First street or Second street or Third street or Fourth Street, but shall have the right of way at such intersections Any existing stop or Yield signs to the contrary shall be removed. e. The traffic travelling either direction on First Street or Second street shall be required to stop at the intersection where either street intersects with Masters street or Butler street. stop signs shall be erected at such intersections indicating the requirement to stop, and any signs to the contrary shall be removed. f. The traffic travelling Westbound on Masters street shall be required to stop at the intersection with Ballard street, and a stop sign shall be erected at such intersection indicating such required stop. SECTION II That the traffic control regulations as herein established and set out shall not be enforceable until signs giving notice of such regulations are posted upon or at the said intersections in accordance with the Uniform Manual on Traffic Control Devices as promulgated by the state Department of Highways and Public Transportation of the state of Texas, and the City Manager or his duly authorized representative is authorized and directed to cause to be erected such appropriate signs. SECTION III That all other ordinances of the City in conflict with the provisions of this ordinance be, and the same hereby are, repealed and all other ordinances of the city not in conflict with the provisions hereof shall remain in full force and effect. SECTION IV Should any paragraph, sentence, sub-division, clause, phrase or section of this ordinance be adjudged or held to be unconstitutional, illegal or invalid the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part or parts as declared to be invalid, illegal, or unconstitutional.
