CALL TO ORDER
Announce the presence of a Quorum.
Members present: Grace Morrison, Shirley Burnett, Lucy Shriver, Junaid Najamuddin, Eric
LeJeune, Courtney Gober, Brett Bim, Rachel Orozco (Board Liaison)
CITIZENS COMMENTS ON NON-AGENDA ITEMS
�., Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and
address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse,
deliberate or take action on any matter presented during citizen participation.
PRESENTATION
ACTION ITEMS
1. The Library Board Minutes of Monday October 13, 2008 were approved.
2. Meeting Room Policy was approved by the Library Board. Rachel felt that the meeting
room policy was too vague; however, Mindy Manson, City Manager, agreed with the
City Attorney. The library has had few instances where a meeting room application
was not clearly defined. The Library Board reviewed the time limits carefully so that
there were no contradictions. A new meeting room policy will need to be adopted for
the new building. The application will request that the applicant give twenty-four hours
notice if a meeting is cancelled.
3. Shirley Burnett explained the holiday dinner to the new member Brett. Shirley
reviewed the menu. Seventeen will attend the holiday dinner. The holiday dinner was
approved.

DISCUSSION ITEMS
Rachel explained that the work session is tomorrow night after the Council meeting. They will
talk about construction costs, but will not make decisions until December. They are presenting
interiors of the building to Mayor and Council.
STAFF REPORTS
Rachel reviewed the Library Board Report. She reviewed grants that have been submitted.

Rachel explained that "Red Flags" are items that are important and have not been resolved
or have been resolved, but that the City Manager might need to know about it. All the
library red flags are computer related. There are only two IT people for the entire city.
They are looking at possibly getting an outside contractor for technology for the library.
Rachel explained that all technology is purchased and goes through the city IT department.
The library will have new computers. The library will also have a big screen T.V. for
display. The library will also have cameras for safety. Rachel was asked about wireless.
The equipment has already been purchased. The library has been asking for it for a year.
Rachel explained that the library has computers that have been down for a year. Rachel
said that she tries to emphasize how many people walk in the door. The Library Board
members asked if the library would have its own IT person in the new library. The city
brought in a consultant to study the whole technology needs of the city. The consultants
told the city that they needed five IT employees for the new municipal complex.
