WHEREAS, The City Council of the City of Wylie, has detennined a need to have a consolidated fees and charges
ordinance for the City of Wylie, Texas; and,
WHEREAS, The City of Wylie does not have such a consolidated fees and charges ordinance; and,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS, THAT:
The following fees and charges are adopted by the City Council of the City of Wylie, Texas for the City and outside the
City limits where applicable.
SECTION 1.00 WATER AND SEWER RATES AND FEES.
~ 1.01 Water and sewer service deposit.
Each water customer shall make a deposit to the City of Wylie for water service and sewerage service in accordance
with the following schedule:
(a) Residential customers:

(3) An additional charge of $4.00 pcr occupicd unit, with occupancy being dctcnnined as ofthc tilth day of the

(d) The monthly water charge for any customcrs (rcsidential, commercial, apartment, mobile home park, or other
multi-unit dwelling not individually metered) located outside the corporate limits of the City of Wylie, Texas, shall be at the
rate of 115 percent ofthc rate charged customers inside the corporate limits of the city.
(c) Any bulk wat~'f customer who dcsires to withdraw water from a hydrant or other source, not metered and charged
dircctly to them, shall fill out a water application lonn and sign the form in the same manncr as a regular metered customer.
Bulk water ratc chargcs arc to be chargcd in 25-gallon incrcments at the same rates as the commercial customers.
~ 1.03 Sewage collection and treatment rates.
(a) The following monthly sewage collection and treatment rates shall apply to all residential customcrs of the City
ofWylic, Texas:

(c) A sewcrfee of$18.00 shall be charged lor cach apartment unit, multiplc-family unit, or mobile homc space and
special areas such as washateria, swimming pools, etc., where the apartment, multiple-family development or mobile home
park is on a master meter for watcr consumption with the City of Wylic.
(d) In addition to the charges listed above lor scwagc collcction and treatmcnt scrvicc, a flat ratc pass-tlrrough charge
shall bc applied monthly to each customer account in ordcr to recover the projected annual incrcase in costs related to dcbt
service requirements for expansion of the city's wastewater treatmcnt plant, as follows:
(1) For residcntial customers thc fee shall be $2.00 for thc fIrst 1,999 gallons and $5.00 for all amounts
thereafter for maximum of$5.00 per month.
(2) For commercial customers the tee shall be $7.50 per month.
(3) For apartments and mobile home parks, and other multi-unit dwcllings the fcc shall be $5.00 pcr month
per occupied unit, with occupancy being detennined as of thc ftfth of the month preceding the billing.

(c) The monthly water and sewcr rate charge for rcsidential and commcrcial customcrs located outsidc the corporate
limits of the City of Wylie, Texas, shall be at the rate of 115 perccnt of thc rate charged customers inside the corporate limits
of the city, including sewer pass-tlrrough fecs.
(1) All rcferences to gallons and cousumption in this section shall mean watcr usage, which shall be used to determine
the sewcr ratcs hercin imposed.
~ 1.04 Returned check charge.
Each and cvcry chcck or bank draft, uscd as payment to the city for services, which is rcturncd for insufficient funds,
shall have a charge of $20.00 assesscd against the account.
~ 1.05 Utility account establishment charge.
Each timc a customcr changcs his place of occupancy and rcquest,> watcr scrvice or a changc in billing addrcss or a ncw
account is cstablishcd, a charge of $5.00 shall be madc.
~ 1.06 Past due account penalty; restoration charges.
(a) The charges torwatcr and/or sewer scrvice shall be billed and collcctcd monthly as a utility charge payable to the
City ofWylic. All chargcs not paid within 16 days from the date that the bill is rendered shall be delinquent, except when
thc 16th day falls on Saturday, Sunday, or a legal holiday under which condition such bill shall be due by 5:00 p.m. Central
Time, on thc nex1 working day following such Saturday, Sunday, or legal holiday.
(b) All payments madc altcr the 16th day will bcar a late chargc or penalty 01'$1.00 or tivc percent, whichcver is
larger, on such monthly charge.
(c) A customcr's utility service may be discounccted ir a bill has not been paid or a defcrrcd payment agreement
entered into within 26 days from the date of issuance of a bill and if proper notice has becn given. Proper notice shall consist
of a separatc mailing or hand dclivery at least tcn days prior to a statcd date of disconncction, with thc words "tenniuation
noticc" or similar language prominently displayed on the notice. The information included in the notice shall be provided
in English and Spanish as necessary to adequately inform the customer. Attached to or on the face of thc termination notice
shall appear a statemcnt notifYing the customer that if they arc in need of assistancc with payment of their bill, they may be
eligiblc tor altcrnative paymcnt programs, such as dcfclTcd paymcnt plans, and to contact the water dcpartment ofthc City
of ,Wylic for morc information. If mailed, the cu,totI day may not fall on a holiday or weckcnd, but will bc on the next
working day aftcr thc tcnth day. Scrvicc may not be discontinued for non-paymcnt of a residential account if a pcrmanent
occupant of the residence will bccomc seriously ill as a rcsult of discontinued service. If a customcr seeks to avoid
t~'fll1ination on this basis, thc customer must havc the attcnding physician call or contact the water dcpartmcnt within 16 days
of thc issuance of thc bill. A written statcmcnt must be rcceived by the watcr departmcnt from thc physician within 26 days
ofthc issuance of the bill. The limit on termination shall last 63 days from the issuance ofthc bill or a lcsser period if agrecd
by thc parties. The customer who makcs such rcqucst shall cnter into a dcferred payment plan to accomplish payment of
the bill.
(d) If it is nccessary to tenninate water service for nonpayment, a charge of $30.00 shall bc paid prior to rcstoration
of the service if the servicc is restorcd between the hours of 8:00 a.m. and 5:00 p.m., Central Time, on wcekdays. At other
timcs, thc restoration charge shall bc $45.00.
(e) Ifwater and sewer servicc arc temrinatcd by customer requcst, the chargc for rcstoring the scrvicc shall be $10.00
which will be addcd to the ncxt month's bill.
~ 1.07 Temporary connection charge.
A fee of $20.00 shall be paid in advance for temporary water service to a utility customer tor activitics such as cleaning,
plumbing checks, remodeling and so tOl1b. This service will be tor tlrree working days, excluding the date the fec is paid.
~ 1.08 Special service connection fee.
Upon reccipt of an application for service and paymcnt of all requircd dcposits. connection of utility servicc shall bc
madc by thc city. If rcqucstcd by UlC customcr, and if thc applicatiolllUld dcposit arc rcccivcd prior 10 12:00 noon, all

reasonablc efforts will be made to counect service by the end of the same working day. If the application and deposit are
receivcd after 12:00 noon, and upon payment in advance of a $25.00 special service connection fee, scrvice will be
connected by thc end of the same working day. Otherwise, all reasonable efforts will be made to councct scrviee by the end
of the following day.
~ 1.09 Special meter reading charge.
A special meter rcading charge of$IO.OO shall be charged on the existing water bill when rcquested by a customcr if
the reading is dctermined to be correct. No reading chargc will be made if it is detennined the original reading was not
corrcct.
~ 1.10 Water and sewer tap fees.
Thc following represent the charges the City of Wylie shall requirc to bc paid for tapping a water main and sanitary
sewcr for service and the ex1cnsion of that service to the property line. All water and scwer scrvice lines on private property
arc the responsibility of the individual property owner under the current Uniform Plumbing Codc adoptcd by the city council
of the City of Wylie.
(a) Water taps. Thc tapping fee for singlc unit rcsidcnces and commercial counections with thc city watcr distribution

(d) Sewer taps. The tapping fee for single sanitary scwcr for multifamily dwcllings, mobile home parks, office
buildings, etc., shall be $20.00 per living unit or separate place of business plus the cost of materials and labor.
(c ) Water and sewer connection inspection fees. The fcc for inspccting devcloper made water and scwer taps shall
be $25.00 per connection made.
~ 1.11 Resetting meter charge.
The chargc for rcsetting a water meter at the rcquest of the customcr shall bc the rate shown in section I.IO(a)
hereinabove.
~ 1.12 Pro rata water and sewer charges.
(a) The city may extend water and sanitary sewer mains in the strects, alleys and utility easements in the City of Wylie
in order to permit connections for those persons desiring water and sewer service. The individual, corporation or partnership
requesting the service shall pay the city an amount equal to the cost of all matcrials, labor, equipment and other costs to
provide thc requested extension. At any time additional counections are made to the water and/or sewer mains, the city shall
collect from the individual counccting to the main(s) an amount cqual to the proportional amount of footage of the
counectors land abutting the sewcr and repay thc same to the original requestors of service or dcsignated rccipients.

(b) Existing mains adjaccnt to propcrty othcr than subdivisions.
Wh~'fc an area, lot or tract ofland abuts any existing watcr or sanitary sewcr main, and whcn such water or sanitary
scwcr main spans thc completc frontagc of thc arca, lot or tract of land, thc lollowing chargcs, known as pro rata
shall bc made against the owner of the area, lot or tract of land secking a counection to the watcr or sanitary sewer
main. Thc chargc shall be 50 pcrccnt of thc total cost lor the installation of thc water or sanitary scwer main at the
timc the main was constructed, as detcrmincd by the city engincer, based upon the greater amount dctennined by
the front toot method and the acreage method. The cost assessment is to be detcrmined from existing cost rccords
maintained by thc city with thc total cost (construction, cnginccring and inspcction) distributed for thc totallcngth
ofthc projcct on a linear footage basis and the total scrvice area on an acrcage basis. Front foot cost is defmed as
the total cost of the project dividcd by thc totallcngth of the main cxtension (i.e. $100,000.00 divided by 1,000
L.F. = $1O.00/L.F.). Acrcage cost is dc1incd as thc total cost ofthc projcct dividcd by thc servicc arca of the main
cx1ension (i.e. $100,000.00 divided by 100 acreage). In no instance shall the front foot cost be lcss than $7.50 per
front foot nor shall thc acrcagc cost bc lcss than $500.00 pcr acrc.
~ 1.13 Development/subdivision water charges.
All developers or subdivider who are tying into thc watcr and s;;:wer systcm of the City of Wylie shall pay an initial tee
equivalent to the gallon capacity ofthcir water system distribution lincs multiplied by a factor oftlrree at the prevailing ratc
per 1,000 gallons of the lowest rate per 1,000 currently in effect at the time actual usage occurs. The fmal determination of
the amount of gallons to bc charged shall be detennined by the city engineer. Any water used subsequent to the initial
loading and flushing of the installed lines shall be accomplished by the developcr or subdivider securing a meter attachment
to a fIre hydrant. This fce shall bc duc and payable prior to approval of the tinal plat.
~ 1.14 Charge for replacing meter box.
Thc cost tor replacemcut of any pl:rstie water mcter box is $55.00.
~ 1.15 Charge for replacing sewer clean out caps.
Thc cost tor replaccmcnt ofpropcrty line scwer clcau out caps is $5.00.
~ 1.16 Meter testing fee.
When any utility customcr is of thc opinion that a watcr metcr is rcgistcring incorrectly, thc customer may makc a
request to thc city tor tcsting of thc mctcr. A field t,?st will bc provided lor the customcr's meter without chargc once cvery
two ycars. If thc eustomcr dcsircs a calibration and certification tcst, thcn at the time such rcqucst is madc, thc customer shall
make a $20.00 deposit with thc city. If thc test shows that the meter is registering consumption in excess of actual flow by
more than two percent, the meter shall bc replaced with an accurate one at the expense of the city, and the $20.00 deposit
shall bc returned to thc customer. If the test shows that thc meter is rcgistcring consumption at less than actual flow or in
excess of actual flow by two percent or less, the $20.00 deposit shall be rctained by the city to defer the cost of such test.
SECTION 2.00 CONSTRUCTION PERMITS AND FEES.
~ 2.01 Project permits.
(a) For the purposes of this section a project fee shall mean a permit that encompasses all phases and subphases of
construction of a ncw structure (including singlc-family, multifamily, commercial and industrial installations), and is
inclusivc of all building, plumbing, mcchanical and elcctrical installations that are usual and customary to new building
ercction; but shall not includc signage, tences, irrigation systems, fIre sprinklers or othcr installations not customary and
usual to typical ncw structure construction. A project permit for reconstruction and/or extensive rcmodel or add-on may be
issued only with the prior approval of the building official.
(b) A non-refundable application processing fee of $50.00 per project shall be paid at the timc of submittal.
(c) In addition to the application processing fcc the following permit fees shall bc imposed:

(d) A dctennination of value or valuation under an)l provision of this section shall be madc by the building official.
The value to be used in computing the permit tees shall be the total value of all construction work for which the permit is
issucd as well as all finish work, painting, roofmg, elcctrical, plumbing, heating, air conditioning, elcvators, fIre
extinguishing systems and any othcr pcrmanent equipmcnt.

~ 2.05 Subdivision development inspection fee.
A subdivision fee shall be chargcd each subdivision for inspection in the amount of one percent of the city's cstimatcs
of the costs of the public works utilities and streets of new construction which are to be dedicated to the City ofWylic. Such
items shall include, but not be limited to, examples such as, street paving, storm drainage, water and sewcr mains and other
items designated for conveyance to the city after completion of improvements tlrrough the process of public dedication.
These fces shall be paid prior to the start of construction.
SECTION 3.00 IMPACT FEES.
Whenever any such water meter or sewer tap is installed, in addition to thc above and foregoing water meter installation
or sewer tap charge, there is also imposed an impact fee for all future water and sewerage connections to the city water and
sewerage system, in order to defray the impact burden thereof on said water and scweragc system of producing, treating,
distributing, transmitting or collecting such water and sewerage. Thc impact charge imposcd shall be calculated on the basis
of cquivalent residential units, as outlined below.
(a) DcfInitions. For the purpose of this section, the following words shall havc thc meaning indicated unless their
contcxt clearly requires otherwise.
Living unit equivalent (LUE). A unit that consumcs thc amount of watcr or discharges thc amount of
wastcwater that a standard low density (3.2 D. U. pcr aerc) residcntial unit would (1.00 LUE per counection).
(b) For the purpose of calculating impact chargcs, the following guidelines apply:
(1) Each single-family residence served by thc city through a single service and/or mastcr councetion shall be
considered an LUE.
(2) Thc number ofLUE corresponding to a given commcrcial, industrial, multifamily, mobile homc, hospital,
nursing homc or extended care facility or othcr establishment, shall bc detennined on the basis of anticipated
aunual average daily flow.
(c) Forcach LUE to bc served by thc watcr system thcrc shall be a watcr inlpact fcc of $700.00. For cach LUE to be
scrvcd by thc sewerage system, therc shall be a sewcrage impact tee of $1 ,412.
(d) Indcvclopments or lots platted prior to March 19,1997, thcse impact tees shall bc duc and payable not latcr than,
or at the time of, the issuance of a building permit, water and/or scwer tap requcsts, or the request for the
provisions for watcr or sewcr scrvice and the actual councction to the existing !>]'stcm according to Scction (i).
Devclopmcnts platted altcr March 19, 1997 will pay impact fccs dcsignatcd in Scction (c) abovc. Thcsc lees may
bc paid on individual construction projects or by developmcnt or phascs of development. In the case of
cxtraordinary increased watcr usc or sewcr production as dctcnnined by II rcvicw of thc city's consumption rceords,
such calculations shall be referred to as subsequent impact tees and shall be duc and payablc 30 days after written
notification is received from thc City of Wylie that said fees are due and an cxplanation provided to the affected
customer.
(e) Therc shall be at least one primary water meter at each site to measure thc flow of watcr, which is delivered to such
site that is being serviced by the municipal water system in this city; provided, howcver, if additional metcrs are
installed at any such site at the request of thc pcrson, flflll or corporation whosc water corresponds with such sitc
and if such additional meters arc installcd to mcasurc thc flow of water at said sitc for irrigational or swimming
pool purposes, only one impact tee, bascd on the total flow from all meters shall be charged but such person, flflll

or corporation shall bc rcquired to pay a scparate water mcter charge for cach such mcter in accordance with the
fce schedule hereinabove set forth.
(t) Water mcter iustallation rates and chargcs as provided hcrcin shall bc rcinlposcd in the cvent of thc discontinuancc
of the water account where such water mcter is located and where the water meter has been removed from the
premises. Howcver, an impact fec shall be imposed once only, at thc time of thc initial counection onto thc watcr
and scwerage system ofthc city, subject to the following qualifications:
(1) An additional water impact fee in the amount of $700.00 and an additional sewcragc impact fee in the amount
of$I,4l2 shall be imposcd against any commercial, industrial, hotcl, motel, multifamily dwelling complex,
mobile home park, travel trailer or rccreational vehiclc park, hospital, nursing home, extcnded care facility,
protessional otlicc facility, clinic or similar cstablishmcnt wherc thc samc arc expanded or othcrwisc
incrcased in capacity so that the numbcr ofLUE's therein are incrcased beyond the immediately preexisting
LUE capacitythereot: as determined by thc LUE defmition that is sct forth in ~ 3.00(a)(1) hcreinabove, and
in accordance with the calculation procedure that is stipulatcd in ~ 3.00(b)(2).
(2) Such additional fees shall be rcfcrrcd to as subscqucnt impact lecs, and shall bc paid prior to thc issuancc of
a building permit/sewerage connection pcrmit for any additions to thc sizc and capacity of such building(s),
dcvclopmcnt, park or complcx.
(3) Subscquent impact fees shall be imposed whcther or not a new or replacement water mctcr is installed duc
to such expansion, capacity or addition; provided, howcver, in thc evcnt that thc customcr shall request thc
rcplaccment of a water metcr which shall increase thc sizc of thc mctcr which measurcs thc flow of watcr into
any such building(s), developmcnt, park or complex, the cost of such additional or replaccmcnt watcr meter
shall bc in accordance with thc cost schcdule that is set lorth in this scction.
(g) All funds received from thc impact tee tor all future water and scweragc councctions, as aforesaid, and all charges
thus inlposed, hcrctoforc, shall bc dcposited into thc watcr and scwer systcm impact fund and shall bc expcnded
from that fund only for the purpose of providing for major improvements, debt scrvice, cxpansion, cmcrgcncy
repairs and cxtcnding or constructing ncw additions or rcplacemcnts to thc watcr and sewcr system of this city
which arc rcquircd and nccded bccausc of thc impact upon said watcr and scwcr system duc to such additional
conncctions or any othcr lawlul purposc,authorizcd by statc statutc or city Chartcr.
(h) Any person, finn or corporation that is !>ubjcct to thc asscssmcnt of a watcr and scwcr impact lec may rcqucst that
thc city consider the award of credits toward the impact fee tor improvements, land or etc. which the person, tirm
or corporation dcdicates to thc city without chargc, lor the purposes of improving thc ovcrall watcr distribution
and treatment system and/or the sewcrage collcction and treatmcnt system. In such cases, the pcrson, flflll or
corporation shall submit for consideration, such proposal in advance of the approval for the prcliminary plat and
such dedication for credit of impact fees shall have an agrced upon value which is ncgotiatcd by the person, flflll
or corporation and thc city staff in advancc. Following preliminary agreement between the parties, such proposal
will bc submitted to the city council of the City of Wylie for their approval, amendment or rejcction.
(i) An impact fee 01'$600.00 pcr service unit or LUE lor watcr supply, trcatmcnt and distribution facility is hercby
imposcd in accordancc with the LUE lor watcr set out in Tablc 10, Exhibit B, and an impact fec of $500.00 per
scrvice unit or LUE of new devclopmcnt for wastcwatcr collcction and treatment facilitics is hcrcby imposed in
accordance with the LUE for wastewater set out in T ablc 18, Exhibit B. These exhibits are on file in the office of
thc city sccretary. The amount of cach impact fcc duc shall be detennined by multiplying the numbcr ofLUE
generated by the new development by the impact fec due pcr LUE. If a new dcvelopment's water or wastewater
uses will exceed the LUE's set out in Exhibit B by more than tcn percent consumption or flow, the city engineer
shall calculate the amount of impact fces for caeh category based on actual usc.
SECTION 4.00 SPECIAL DISTRICT FEES.
In addition to all other fees, thc city council may dcsignatc by ordinancc, certain spccial districts. Thcse districts shall

be formed in order to collect pro rata tees to offset the cost of capital improvements to the water and sewer system that
benefit only a particular section of the city.

SECTION 6.00 PERIMETER STREETS FEE IN LIEU OF CONSTRUCTION.
As referenced in the City of Wylie Subdivision Regulations, developers may in certain approved circumstances make
a payment to the City of Wylie of funds in an appropriate amount to providc for the cost of construction of the required
perimeter streets in association with their development. The fee for such payment in lieu of construction shall be as follows:
(a) Six-inch thick requircd street construction (regular and collcctor strects):

SECTION 7.00 MAINTENANCE BONDS.
The maintenance bonds required by Wylic's subdivision ordinance to cover the cost of any repairs that may be rcquircd
during the one-ycar warranty period to public works improvemcnts and facilitics dedicatcd to the City of Wylie at the time
of fmal plat acceptance shall be in the amount of 100 percent of the total value of all improvemcnts dedicated and shall be
delivercd to the City of Wylie prior to the council's consideration oftinal acccptancc.
SECTION 8.00 ZONING AND PLATTING FEES. '
(a) Zoning Fccs. The following fecs shall be paid at the timc application for rczoning is madc:

(b) Site Plan Fees. The tollowing fees shall be paid at the time of submission of a site plan in accordance with the
zoning ordinance:
The Sitc Plan review fee shall be $75.00, plus $10.00 per acre or any part of an acre.
(c) Plat Fees. Thc tollowing fees shall be paid at the time of submission of plats in accordance with the subdivision
ordinance:
(1) The land study tee shall be $50.00.
(2) The preliminary plat fee shall be $125.00, plus $2.00 per lot in the subdivision or $5.00 per acre or any part
of an acrc, whichever is greater.
(3) The fmal platfee shall be $150.00, plus $3.00 pcr lot in the subdivision or $7.00 per acre or any part of an
acre, whichever is greater.
(4) Thc replat fee shall be $125.00, plus $2.00 per lot in the subdivision or $5.00 per acre or any part of an acre,
whichever is grcater.
(5) The amended plat fcc shall be $50.00.
SECTION 9.00 GARBAGE, TRASH AND BRUSH FEES.

SECTION 15.00 PARKLAND DEDICATION FEES.
(a) The city may, from time to time, decide to purchase land for parks in or near the area of actual or potential
dcvclopmcnt. If thc city does purchase parkland in a park zonc, subsequcnt parkland dedications for that zone shall be in
cash only, and calculated to reimburse thc city's act:ual cost of acquisition and devclopment of such land for parks. The fce
amount shall be equal to the sum of (1) the avcrage price pcr acrc of such land, and (2) the actual cost of adjacent streets
and onsite utilitics, or an cstimate of such actual cost provided by thc city enginccr. Once thc city has bcen reimbursed
entirely for all such parkland within a park zone, this scction shall cease to apply, and the other subsections of this section
shall again be applicable.
(b) To thc extent that paragraph (a) hereinabovc is not applicable, thc dedication requirement shall be met by a payment
in licu ofland at a per acre price set from time to time by resolution by the city council, sufficient to acquire land and provide
for adjacent streets and utilities for a ncighborhood park to serve the park zone in which such dcvelopment is located. Unless
changed by thc city council, such per acre price shall be computed on the basis of $225.00 per dwelling unit. Cash payments
may be used only tor acquisition or improvemcnt of a ncighborhood park located within the same zonc as the development.
SECTION 16.00 ALARM SYSTEM FEES AND CHARGES.
~ 16.01 Commercial permit fee.
The commercial alarm system permit fee shall be in thc amount of $20.00 per year.
~ 16.02 Residential permit fee.
The residential alarm pennit tee shall be $20.00 per year.
~ 16.03 Service charge on false alarms.
(a) If after five false burglar alarms in the 12-month period immediately prcceding any false burglar alarm, the pennit
holder shall be assessed a service fee of$50.00 for such false alarm.

holder shall be assessed a service fee of$100.00 for such false alarm.
(c) If after two false medical assistance alarms in the l2-1110nth pcriod irurncdiatcly prcccding any false medical
assistance alarm, thc pcnnit holdcr shall bc asscssed a scrvicc fee of $50.00 lor such falsc alarm.
(d) If after two tiUse emcrgency assistance alarms in the 12-month period irurncdiately prcccding any false cmcrgency
assistancc alarm, the pcrmit holder shall be assessed a sellVice fee of$50.00 for such false alarm.
~ 16,(14 Charge for direct alarm systems for financial institutions.
A signallinc directly to the Wylie police departmcnt for the purpose of reporting burglaries and robberies shall be
limitcd to fmancial institutions and an annual, non-refundable fec of$20.00 for each indicator installcd shall bc charged.
SECTION 17.00 ANIMAL FEES AND CHARGES.
~ 17.01 Registration permit fee.
For each spayed or neutered canine or felinc the rcgistration pcnnit shall be $2.00 per year. Proof of spay or ncutering
shall rest with the owncr of said animal, and for non-spayed or non-ncutered canines or fclines thc rcgistration pennit shall
bc $5.00.
~ 17.02 Fee for lost permit tag.
If a permit tag issued under this section is lost or stolen, it may be rcplaced by payment of a fee of $1.00 and
prescntation of the registration pennit.
~ 17.03 Impoundment and adoption fees.
The owner, keeper or harborer of any animal impounded under this section may rcdeem same within tlrree days by
payment of this impounding fee and boarding fee as follows:

SECTION 19.00 EXCAVATION PERMIT FEES.
Fees for pennits to open or excavate any strcct within the city shall bc as follows:
(1) Paved streets: Concrete $2.00; asphalt $1.00 per linear toot of paving cut for a standard trench, with a minimum
chargc of$5.00 per trench.
(2) Dirt or gravcl streets: Fifty cents per linear foot of street cut, measured from the property line for a standard trench,
with a minimum chargc of $5.00 per trcneh. If the excavation involves both paving and dirt or gravel shoulder,
the total cost of the pcnnit will be figured by adding the cost of cutting the pavement and the cost of cutting the dirt
or gravel shouldcr.
SECTION 20.00 RENTAL FOR THE BART PEDDICORD COMMUNITY CENTER.

SECTION 21.00 MANUFACTURED HOME LICENSE AND PERMIT FEES.
~ 21.01 Manufactured home permit fee.
. All applications shall be accompanied by the. dcposits of a tee of $300.00, plus $50.00 for each manufacturcd home
space.
~ 21.02 Manufactured home park annual inspection fee.
Ten dollars per occupied space is payablc by thc licensce or his or her agent.
~ 21.03 Manufactured home park license fee.
All original license applications and license transfers shall be accompanied by a fce of $500.00.
SECTION 22.00 SIDEWALK AND DRIVEWAY APPROACH PERMIT FEES.
Any person desiring a permit required by this section shall at the time offtling an application therefore, pay a fee of
$35.00.
SECTION 23.00 WASTEWATER PRETREATMENT PERMIT FEE.
An annual fee of$l 00.00 per calendar year shall be paid by all persons, firms or entitics required to pay such fee under
the city's prctreatment ordinance, as amendcd.
SECTION 24.00 CARNIVAL LICENSE FEES.
As a condition and requirement of the licensing of any carnival to show in thc city, the applicant for such license shall
pay a liccnsc fec in the sum of$250.00.

SECTION 25.00 COIN-OPERATED MACHINE TAX.
There is hereby levied an annual occupation tax of $7 .50 for each and cvcry coin-operated machine as dcfmed herein.
SECTION 26.00 DANCE HALL LICENSE FEES.
Thc license fee to be charged and collected for any licensc to operate a Dance hall within the city shall be $100.00.
SECTION 27.00 POOL HALL LICENSE FEES.
Thc license fee to be charged and collccted for any license to operate a pool hall within the city shall be $100.00.
SECTION 28.00 GARAGE SALE PERMIT FEES.
The fce for a garage sale pennit shall be $5.00.
SECTION 29.00 WRECKER SERVICE FEES.

SECTION 30.00 MASSAGE ESTABLISHMENT AND SERVICE FEES.
~ 30.01 Massage establishment permit fee.
Any person desiring to obtain a license or permit to operate a massage establishment shall make application to the chief
of police and pay a non-refimdable application fee of $75.00, which said fee shall be used to defray, in part, the costs of the
investigation and report.
~ 30.02 Fee for sale, transfer or change of name.
A fee of$200.00 shall be payable for each such application involving the sale, transfer of any interest in, or the name
change of an cxisting massagc cstablishment.

SECTION 31.00 JUNKY ARD AND SALVAGE YARD LICENSE FEES.
Before any licensc is issucd under the provisions of this section, the applicant shall pay an annual fee of $250.00.
SECTION 32.00 ANNUAL TAX ON AUCTIONEERS.
An annual tax of $15.00 is hcrcby lcvied against evcry auctioncer selling anything of value for profit within the
corporate limits of the City of Wylie, Tcxas.
SECTION 33.00 FOOD SERVICE ESTABLISHMENT FOOD STORE PERMIT FEES.
A pennit fee of$150.00 shall accompany each application, and the pennit so issued shall thereafter bc renewed by
pa)lllent of an additional annual fee of $150.00 and meeting any and all other Code provisions applicable to said business.
SECTION 34.00 GARAGE KEEPER'S ABANDONED VEHICLE REPORT FEE.
A fce of $5.00 shall accompany the report of the garagc kecper to thc police dcpartmcnt.
SECTION 35.00 SERVICE FEE FOR SERVING WARRANTS OF ARRESTS.
The special expcnsc for serving a warrant of arrest shall be in the amount of$25.00.
SECTION 36.00 SPECIAL EXPENSE FEE FOR DISMISSING OFFENSES FOR DEFENSIVE DRIVING
COURSE ATTENDANCE.
The municipal court shall also collect a special expcnsc of $10.00 for serviccs performed in cases in which the
defendant is discharged by virtue of having attended, subsequent to the date of the alleged ofl:ensc, a dcfensive driving course
in compliance with the provisions ofV.T.C.A., Transportation Codc ~ 543.101 et seq. This special expensc shall apply only
to offenses committed after September 1, 1987.
SECTION 37.00 VEHICLE IMPOUNDING l!'EES.
An impounding fee of$5.00 and a storage fee of $0.50 per day is hereby assessed against, and shall be collected from,
the owner or driver of any vehicle impounded by virtue of the provisions of this section beforc the release of any such
vehicle.
SECTION 38.00 WASTE HAULING PERMIT FEES.
Waste hauling permits shall be issued by the city upon proper application and paymcnt of a $10.00 pennit fee. All such
pennits shall be valid for one year.
SECTION 39.00 WASTEWATER DISCHARGE PERMIT APPLICATION FEE.
Major industrial/commercial uscrs required to obtain a wastewater discharge permit shall complete and fIle with the
director, an application in the form prescribed by the city. A permit fee of $25.00 shall accompany the application. New
major industrial/commercial users shall apply at least 90 days prior to connccting to the sewage system. In support of the
application, thc major industrial/commercial user shall submit the information requested by the application form.
SECTION 40.00 Charges For Mowing and Removing Brush and Unsightly Matter.
The ex-pCllSC incurred by the City of Wylie, pursuant to the corrccting of conditions as set torth in this section, shall be
charged to and become a licn on the platted real estate or lot or lots upon which such expcnse is incurred. Such chargcs to
be levied shall bc as follows:
(a) ^ chargc of $37.50, plus thc city's cost pcr hour of mowing on pcr lot basis t{)r cach cutting of said wccds and

brush shall be levied, assesscd and collccted against such property each time such cutting of said weeds shall be
performed where the area does not exceed 44,000 square feet. On tracts and lots of land exceeding 44,000 square
feet, an additional charge of$37.50 shall be levied, assessed and collected for cach additional 44,000 squarc feet
or thc major portion thereof. In the event that there are obstructions such as rocks, trecs, shrubs, bushes,
cxcavations, foundations of demolished structures or othcr impedimcnts, an additional charge can be levied,
assessed and collected from such premises for the actual cost rcsulting from the additional expenses incurred
therefrom.
(b) In the cvent that it becomes necessary tor the City of Wylie, Texas, to go upon property and do or cause to be done
the work nccessary to scek compliance with scction 54-114 of the Codc of Ordinances, the actual expenses
incurred shall be charged, levied, assessed and collected against such propcrty.
SECTION 41.00 CHARGES AND FEES FOR USAGE OF ATHLETIC FIELDS
~ 41.01Athletic field reservation usage fee.
A fec of $2.00 per person, per sport season, for individuals, organizations or groups will be charged for the usc of
reservcd athletic fields. This fec shall bc paid to the City of Wylie Parks and Recreation Department by the responsible
individual, organization or group within 30 days after the start of gamc play. If field usage fees are not paid within 30 days
of the start of game play, an additional charge often perccnt of the original balance due will also be levied. If the original
balance due plus thc ten percent additional chargc is not paid within 45 days of the start of gamc play, ficld usc privileges
are subject to being denied until all monies due are paid in full. Those using fields on a onc-time basis shall pay ficld usage
fees bcfore tield use.
~ 41.02 Use of athletic fields for tournaments.

payablc before scheduled tournament begins. All monies paid will not be refundablc unless a field or fields arc not playable
due to weather conditions, wct ficld conditions or tor ncccssary maintcnance. If a field or tields arc not playable due to said
conditions, a refund or credit will be given. The City of Wylie Parks and Rccreation Departmcnt will be the fmal authority
as to athletic field use.
~ 41.03 Athletic field light usage fee.
A fee of$4.00 per hour per field will be charged lor rescrvation in which lights arc utilized. Rcscrvation sessions vary
tlrrough thc course of a calendar ycar to coincide with sunsct. The City of Wylie Parks and Recreation Dcpartmcnt shall
determinc the reservation scssions.
~ 41.04 Athletic field marking/chalk usage fees.
All fees tOr athletic marking/chalk usage on any athletic field(s) (except baseball/softball tournament use) will be split
50/50 between the City of Wylie Parks and Recreation Department and those reserving a field(s). The 1996 fce for standard
field marking is as follows:

~ 272.001, obtain an appraisal to establish fair market value. Thc city is then not allowcd to convey, sell or exchange that
land and those intercsts for less than the fair market value of thc land or interest.
SECTION 43.00 SEXUALLY ORIENTED BUSINESS.
The annual fec for a sexually oricnted business liccnse shall be $500.00.
SECTION 44.00 MUNICIPAL COURT BUILDING SECURITY FEE.
The amount of the municipal court building security fee shall bc $3.00.
SECTION 45.00 PENALTY.
Any person violating the provisions of this fee schedulc, or any part hereof, commits an unlawful act and shall be
subjectto the gcueral penalty provisions of the Wylie City Code as set forth in section 1-9, therein, as the same now exists
or is hercafter amended and shall not be allowed the pemut, privilcge or licensc to which the fec pertains.
