Ordinance 1998-19 ORDINANCE No.~/9 AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, ESTABLISHING A COMPREHENSIVE PLAN UPDATE STEERING COMMITTEE; PROVIDING FOR THE SCOPE AND AUTHORITY OF THE COMMITTEE; AND PROVIDING FOR THE APPOINTMENT OF THE MEMBERS WHEREAS, the City Council for the City of Wylie believes that the Comprehensive Plan is a necessary tool in guiding decisions and effectively managing the growth and development of the city; and WHEREAS, the City Council recognizes that in order for the Comprehensive Plan to reflect the community's goals and objectives, it must be reviewed and updated; and WHEREAS, the City Council believes that as a matter of sound policy a Comprehensive Plan Update Steering Committee should be appointed to oversee the Comprehensive Plan Update to ensure that the document is responsive to, and meets the needs of a rapidly growing community; and WHEREAS, the City Council believes that the citizen members of the committee should be representative of the entire community; NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Wylie, Texas that: SECTION 1. Membership - The City Council may appoint sixteen (16) members. City Council shall appoint a chair and vice-chair to lead this committee. The consulting firm of Wallace, Roberts & Todd shall meet with the committee and the Planning Director shall serve as the staff liaison. ') SECTION 2. Meetings - The Comprehensive Plan Update Steering Committee shall meet, at a minimum, according to the schedule established by Wallace Roberts & Todd. All meetings shall be conducted in accordance with the Texas Open Meetings Act. SECTION 3. Authority - The Comprehensive Plan Update Steering Committee shall be a recommending body with no budget or administrative authority. Ordinance NO~ /1 Page 2 SECTION 4. Charge - The Comprehensive Plan Update Steering Committee is charged with the following: (a) discuss and consider the update to the Comprehensive Plan (b) oversee the review process (c) attend public worksessions as advocates of the process and the product (d) make recommendations, by a majority vote, to the City Council for adoption of the Comprehensive Plan update (e) the City Council reserves the right to amend or deny any recommendations made by the committee SECTION 5. This Ordinance shall take effect immediately upon its publication and passage by the City Council of the City of Wylie.
