CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Minerva Bediako at 6:00 pm. Members present included: John
Treadwell, Steve Shank, Michael Schwerin, and Esther Bellah. Board members Lily Courtney and
Christina Null were absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non-
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.
No citizens were present to address the board.
DISCUSSION ITEMS
1. Discussion and overview of the 2021 Wylie Arts Festival
Board Discussion
PAC Ehrlich reported revenue from the 2021 Wylie Arts Festival of$25,410.50. She noted the survey
participants had very good comments regarding the event. She asked the board if there was anything they
wished to change or alter for the 2022 event.
• Board members asked for the following changes:
• Booth numbers be issued by email so vendors know their number prior to unloading.
• Block of back parking area during unloading so vendors don't stay parked near the event center
instead of in the vendor parking.

• Include no parking caution signs near this area.
• Provide caution jackets for all volunteers outside.
• Check with Collin College again to see if their facilities are available for the 2022 event. PAC
Ehrlich stated she would check into those areas for the 2022 event scheduled December 3, 2022.
2. Discussion and update regarding the Public Art Project for Fire Station#4
Board Discussion
PAC Ehrlich reported the construction company and architects are working on the final design for artist
Terrance Martin. Once completed construction on the base and outer areas of the design can begin. She
stated that she had made the artist aware that the fire department would like the project to be completed
by the time of the ribbon cutting for the new building,late March early April, 2022.
3. Discussion regarding new art for the Wylie Complex Walking Trails (C Ehrlich, Public Arts
Advisory Board Coordinator)
Board Discussion
PAC Ehrlich addressed the board stating that in past discussions with the board,the theme for the Wylie
Municipal Walking Trails was to be a history of the Blackland Prairies. This theme was to include plant
life that naturally grow in the region, animals that lived in the prairies, and the Cato Tribe that spent much
time hunting and camping in the area.
Ehrlich explained that if this was still the theme the board wished to suggest to the Parks and Recreation
Board, she would take it to them at their next meeting on February 14, 2022. Ehrlich also asked the board
if they wished to start with either one entry piece to the walking trails behind city hall or choosing two
smaller pieces to begin the trail. She explained this would be a ten year project to complete the trails.
Direction from the board was to take the theme previously discussed to the Parks Board and start the
multiyear project with an entry piece that might include some of the history of the Blackland Prairie.

1. Consider and act upon the minutes from November 23, 2021. (C Ehrlich, Public

Board Action
A motion was made by board member Schwerin, seconded by board member Shank to approve the Public
Arts Advisory Board minutes from January 20,2022 as presented. A vote was taken and the motion passed
5-0 with board members Courtney and Null absent.

Board Action
A motion was made by board member Treadwell, seconded by board member Schwerin to adjourn the
meeting at 6:32 p.m. A vote was taken and the motion carried 6-0 with board member Shank absent.

Recommendation
Motion to approve a change in the material by using stainless steel in lieu of aluminum for the twin towers for
Fire Station#4 Art Project
Discussion
Terrance Martin has contacted the City to ask for a possible change in materials for the Fire Station#4 art project.
He checked with his supplier and due to shortages in aluminum and the associated cost, he wishes to use stainless
steel for the twin towers. The look of the towers and the design would be the same. The only difference is weight
with the stainless steel weighing more.
Stainless steel is very durable and requires the same maintenance as aluminum.
