RESOLUTION NO. 2022-11(R) L A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS, TO AUTHORIZE THE SOLE SOURCE PURCHASE OF ESRI SMALL MUNICIPAL AND COUNTY GOVERNMENT ENTERPRISE SOFTWARE UNDER A SINGLE THREE (3) YEAR TERM FROM ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI, INC.) IN THE AMOUNT OF $179,103.00. WHEREAS,The City of Wylie Information Technology Division has identified a need to purchase ESRI Small Municipal and County Government Enterprise Software; and WHEREAS, this software is utilized by the GIS Department to digitize a wide range of City documents, information, maps and other documents for use both internally and by our citizens; and WHEREAS, authorization of this Resolution will establish a single three (3) year term in the amount of$179,103.00,payable in three(3)annual payments of$59,701.00; and WHEREAS,the purchase of ESRI Small Municipal and County Government Enterprise Software from Environmental Systems Research Institute, Inc. (ESRI, Inc.) is exempt from competitive bidding pursuant to Section 252.022.a.7 of the Local Government Code. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE,TEXAS: Section I. The City Council hereby approves the purchase of ESRI Small Municipal and County Government Enterprise Software under a single three(3)year term from Environmental Systems Research Institute, Inc. (ESRI, Inc.). Section II. The City Council hereby finds and determines that the purchase of ESRI Small Municipal and County Government Enterprise Software under a single three (3) year term from Environmental Systems Research Institute, Inc. (ESRI, Inc.) is available from only one source because of patents, copyrights, secret processes or natural monopolies and is exempt from competitive bidding pursuant to Section 252.022(a.7.A) of the Local Government Code. Section III. The City Council hereby authorizes the Interim City Manager or his designee to execute any and all documents in connection with the above expenditure. Section IV. This Resolution shall become effective immediately upon its passage.
