CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Minerva Bediako at 6:05 pm. Members present included: John
Treadwell,Michael Schwerin,Esther Bellah and Steve Shank. Board members Lily Courtney and Christina
Null,were absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non-
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.

DISCUSSION ITEMS
1. Discussion regarding the 2022 Bluegrass on Ballard Event
Board Discussion
PAC Ehrlich reported she had received 60 vendor applications and 16 food vendor applications for the
event. She reminded members it would take place on June 25, 2022.
2. Discussion regarding the Wylie Municipal Complex Walking Trails Art Project
Board Discussion
PAC Ehrlich reported she was presenting to the board a budget and timeline for the entry art for the
Municipal Walking Trails. She stated that the board would discuss further during the business portion of
the meeting.
She asked who would want to serve on the selection committee for the entry piece once a call for artists is
approved and submissions are finalized. Board member Steve Shank stated that he believed board member
Courtney and he were interested in serving on the selection committee.

Ehrlich stated she would have the Parks Board include the selection of one of their members on their April
agenda. She reminded the board to think of artists they would like to see serve on the committee to be
presented at the April meeting.

Board Action
A motion was made by board member Treadwell, seconded by board member Schwerin to approve the
Public Arts Advisory Board minutes from February 17,2022 as presented. A vote was taken and the motion
passed 5-0 with board members Courtney and Null absent.
2. Consider and act upon,the proposed budget and timeline for the Municipal Walking
Trails Entry Art Project(C. Ehrlich, Public Arts Advisory Board Coordinator)
Board Discussion
PAC Ehrlich reported that she had presented the proposed timeline to the board. She asked the board to
review and make a motion on the timeline.
Ehrlich explained that this art project would be paid for by festival funds. She stated that she would have
the Call for Artists completed and presented at the April meeting.
Board Action
A motion was made by board member Schwerin,seconded by board member Shank to approve the timeline
and budget for the first art piece to be placed on the Municipal Complex Walking Trails for an entry piece.
A vote was taken and the motion passed 5-0 with board members Courtney and Null absent.

meeting at 6:28 p.m. A vote was taken and the motion carried 5-0 with board members Courtney and Null

Description of Public Art Project
The Public Arts Advisory Board of the City of Wylie, Texas seeks to commission an original art
work functionally, philosophically, and artistically integrated with the space for the Entry to the
Municipal Complex Walking Trails. The walking trails are located in a portion of the Texas
Blackland Prairie region. The Blackland Prairie region extends from Sherman to New Braunfels,
Texas.
The Municipal Walking Trails are expansive and currently encompass tree miles. There are plans
to extend the trails into additional areas and add a dog park and splash park for children.
Placement of the proposed entry piece will be behind City Hall.

Themes include creativity, resilience, hope and remembrance through sculptures of the Native
American Tribes that hunted the area; animals that have existed in the area and the beautiful
prairie grasses and plants that were native to the region. This will be a multi-year project with
sculptures scattered throughout the trails.
The initial piece will be for the entrance and should reflect a synopsis of the history visitors will
see throughout their walk.
Art Space
• Art should complement the existing art and conform to the open spaces of the area
• Artist responsibilities include fabrication of the art (labor and materials), base
construction, lighting and oversight of installation
• Art should be creative but conceptually accessible to the viewer
• Art will be, in part an example of what is to come as a visitor walks the trails
• The theme for this project is, "History of the Blackland Prairie"
• Art should take into consideration children as well as adults frequenting the trails
• Lighting should be (energy efficient preferred), and should be a very significant
element of the art/space
• Art work must be durable and require minimal maintenance

Art Site Blue
Budget—The budget for this project is $85,000. The fee includes: artist's fee, travel during
fabrication and installation, Texas Certified Engineering Plans, materials, base construction,
fabrication, transportation, documentation, insurance, permit fees (waived), and lighting.
Artists must be able to work within the listed timeline for completion of the project
Selection Process - The Art Selection Panel will include 1-2 community members, 1-2
professional artists or experienced art coordinators, a representative from the Parks and
Recreations Board and a representative from the Public Arts Advisory Board. Submissions of
qualifications will be reviewed by city staff. The Art Selection Panel will narrow the field to 2-3
finalists for the project. The finalists will be invited for a site visit, dialogue with the community,
and if they wish, a period of time spent with staff.They will then be asked to develop a conceptual
approach (Maquette) for the artwork and make a presentation in person of their proposal, for
which they will be given an honorarium of$500.
The Art Selection Panel will rank the finalists for recommendation to the Public Art Advisory
Board, Staff and to the Wylie City Council. Upon approval, the artist will be awarded a contract.
