Regular Meeting
April 21, 2022 – 6:00 p.m.

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Minerva Bediako at 6:05 pm. Members present included: John
Treadwell, Esther Bellah, Christina Null, and Steve Shank. Board members Michael Schwerin, Lily
Courtney and Minerva Bediako, were absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non -
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three (3) minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.
No citizens were present to address the board.
DISCUSSION ITEMS
1. Discussion regarding the 2022 Bluegrass on Ballard Event
Board Discussion
PAC Ehrlich reported she had received 80 vendor applications and 16 food vendor applications for the
event. She reminded members it would take place on June 25, 2022.
2. Discussion and update regarding the Fire Station #4 Public Art Project
Board/Staff Discussion
PAC Ehrlich reported the event for the art dedication and Fire Station #4 would take place on May 13,
2022 at 1:00 pm. She explained that the artist from New York would be in attendance to speak about his
experience during the recovery phase of 911. She asked that every board member attend and support this

project. The artist has completed one tower and will be completing the other and moving them for
installation on the 9th of May.
3. Discussion regarding the Wylie Municipal Complex Walking Trails Art Project
Board Discussion
PAC Ehrlich reported she had presented to the board a budget and timeline for the entry art for the Municipal
Walking Trails. She stated that the board would discuss further during the business portion of the meeting.
She asked who would want to serve on the selection panel for the entry piece. Board member Steve Shank
stated that he believed board member Courtney and he were interested in serving on the selection
committee.
Ehrlich stated she would have the Parks Board include the selection of one of their members on their April
agenda. She reminded the board to think of artists and community members they would like to see serve on
the committee to be presented at the April meeting.
REGULAR AGENDA
1. Consider and act upon the minutes from February 17, 2022. (C Ehrlich, Public
Arts Advisory Board Coordinator)
Board Action
A motion was made by board member Treadwell, seconded by board member Null to approve the Public
Arts Advisory Board minutes from March 17, 2022 as presented. A vote was taken and the motion passed
4-0 with board members Courtney, Schwerin, and Bediako absent.
2. Consider and act upon, the Call for Artists, including the proposed budget and
timeline for the Municipal Walking Trails Entry Art Project (C. Ehrlich, Public Arts
Advisory Board Coordinator)
Board Discussion
PAC Ehrlich reported that she had prepared the Call for Artists which is in the board packet and a copy of
the timeline and budget. She asked the board to consider approval. Once approved, it would be posted on
call for entry (Café) for 4 weeks.
Board Action
A motion was made by board member Bellah, seconded by board member Treadwell to approve the timeline
and budget for the first art piece to be placed on the Municipal Complex Walking Trails for an entry piece.
A vote was taken and the motion passed 4-0 with board members Courtney, Schwerin, and Bediako absent.

Board Action
A motion was made by board member Treadwell, seconded by board member Null to adjourn the meeting
at 6:40 p.m. A vote was taken and the motion carried 4-0 with board members Courtney, Schwerin, and
Bediako absent.
