CALL TO ORDER
Announce the presence of a Quorum.
Chair Linda Jourdan called the meeting to order at 7:05 p.m. and stated that a
quorum was present. Board Members present were; Vice-Chair Marilyn Herrera,
Board Member Bill Baumbach, Board Member David Dahl, and Board Member
Karyn McGinnis. Board Member Jeff Ellis was absent.
Staff members present were: Planning Director, Renae 011ie, Assistant Planner
Jasen Haskins, and Administrative Assistant Mary Bradley.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes of the August 25,
2008 Meeting.
A motion was made by Board Member Baumbach, and seconded by Vice-Chair
Herrera, to approve the Minutes from the August 25, 2008 Meeting with
amendments to the motion on page 3 for ZBA Case 2008-07, that the wording
should be covered opened porch, and delete covered not screened porch.
Motion carried 5 — 0.
PUBLIC HEARINGS
1. Hold a public hearing to consider and act upon a request by Bryant
Perry for a Variance to Section 5.2.C.2c parking regulations of the
Zoning Ordinance to reduce the required Church/House of Worship
required parking by 9 spaces (ZBA 2008-08).

Mr. Haskins stated that the applicant is Wylie Church of Christ, located at the
north east corner of Ballard and Pirate Drive at 901 south Ballard. A Site Plan
was approved by Planning and Zoning on September 2, 2008, with the stipulation
that the applicant apply for a variance for parking regulations.
The applicant desires to construct an addition, including a 400-seat sanctuary.
The Zoning Ordinance requires 100 parking spaces based upon the seating
capabilities for a church/house of worship. The applicant proposes 91 parking
spaces, requesting a reduction for the nine parking spaces.
The Wylie Independent School District (WISD) is to the south of the property. An
informal letter was submitted as an informal parking agreement, between the
applicant and the WISD. However, the correspondence is not legally acceptable
as required by Section 7.3.F.2.a.6 of the Zoning Ordinance.
Comment forms were mailed to thirty property owners within 200 feet of this
request, and one form was received in favor.
Chairman Jourdan opened the Public Hearing.
Mr. Kevin Moore, 102 N. Shiloh Road, Suite 302, Garland, Texas, representing
the engineer/architect for the subject property, stated that the steel building for
the new sanctuary was already purchased and is sitting on the parking lot of the
existing church facility. The size of the sanctuary is locked. The reason why the
steel building was purchased in advanced was due to the price of steel
increasing.
Board Member Baumbach suggested alternative with the least amount of
hardship on the neighborhood, on the Zoning Ordinance, and on the church
would be to reduce the number of seats within the sanctuary. Mr. Moore stated
that reducing the number of pews would be a possibility.
Mr. Bryant Perry, 7817 Creekwood Drive, Rowlett, Texas, represented the
Deacon of the Wylie Church of Christ, stated that currently there are 200
members, with a projection of 400 members, once the expansion is completed.
Chairman Jourdan closed the Public Hearing.
A motion was made by Board Member Dahl, and seconded by Board Member
McGinnis, to deny variance request without prejudice, with alternative available
within the scope of the Ordinance. The variance denied 3 - 2.

ADJOURNMENT
A motion was made by Board Member Baumbach, and seconded by Board
Member Dahl, all Board Members were in consensus, and the meeting adjourned
at 7:30p.m.
