02-21-2023 (Planning & Zoning) Minutes Wylie Commission Minutes February 21, 2023—6:00 PM CITY OF Council Chambers- 300 Country Club Road,Building#100,Wylie,Texas 75098 WYLIE CALL TO ORDER Chair Bryan Rogers called the meeting to order at 6:OOP . Commissioners present: Chair Bryan Rogers, Vice Chair Joshua Butler, Commissioner Jacques Loraine III, Commissioner Harold Gouge,and Commissioner James Byrne. Staff present were: Community Services Director Jasen Haskins, Senior Planner Kevin Molina, and Secretary Lillian Baker. Commissioners Absent: Commissioner Keith Scruggs and Commissioner Jennifer Grieser INVOCATION C Commissioner Gouge gave the Invocation and Commissioner Loraine lot the Pledge of Allegiance. CNON-AGENDA ITEMS Any member of the public may address the Commission regarding an item that is not listed on the Agenda.Members of the public must fill out a form prior to the meeting in order to speak. Commission requests that comments be limited to three minutes for an individual, six minutes for a group.In addition, the Commission is not allowed to converse, deliberate or take action on any matter presented during citizen participation. CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the Commission and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A. Consider, and act upon,the approval of the February 7,2023 Minutes. . Consider, and act upon a recommendation to City Council regarding a Final Plat for Emerald Vista Phase 2, establishing 76 single family residential lots and three open space lots on 24.3 acres, generally located at the northeast corner of S Ballard Avenue and Pleasant Valley Road. BOARDACTION A motion was made by Commissioner Gouge and seconded by Vice Chair Butler,to approve the Consent Agenda as presented. A vote was taken and the motion passed 4-0. SESSIONWORK S1. Hold a work session to discuss potential amendments to the Zoning Ordinance regarding uses for smoke shops, smoking establishments,breweries,wineries, distilleries and other related alcohol requirements. STAFF COMMENTS Page11 Director Haskins suggested that the Work Session be tabled until more Co fission members were in attendance. BOARD ACTION A motion was made by Commissioner Loraine to table the Work Session and seconded by Commissioner Gouge. A vote was taken and the motion was passed 4-0.
