Monday,April 27,2009—6:30 pm

CALL TO ORDER
Announce the presence of a Quorum.
Chairman Anne Hiney called the meeting to order at 6:33 p.m.
Board Members present: Chairman Anne Hiney, Co-Chair Dan Chesnut, Benny Jones, Brandi Lafleur and Donna
Larson. Absent were: Joy Cortinas and David Willey.
Staff members present: Parks & Recreation Superintendent Bill Nelson, Parks & Recreation Assistant
Superintendent Robert Diaz and Parks Secretary Charlotte Rice.
CITIZEN COMMENTS ON NON-AGENDA ITEMS
Residents may address Council regarding an item that is not listed on the Agenda.Residents must provide their name and address. Council requests that comments be
limited to three(3)minutes.In addition,Council is not allowed to converse,deliberate or take action on any matter presented during citizen participation.
Jerry Hougen of 109 Martin Drive, Wylie TX 75098. He expressed an interest in seeing a park constructed in his
neighborhood in the Twin Lakes area. Parks & Recreation Superintendent Bill Nelson promised to call Mr.
Hougen to discuss the matter.
BUSINESS ITEMS
1. Consider and act upon approving the Minutes from March 23, 2009.
Board Action:
Board Member Jones motioned to pass the March 23, 2009 minutes and Board Member Larson seconded. A
vote was taken and passed 5-0.
2. Consider and act upon approving the proposed smoking ordinance.
Board Action:
Board Member Chesnut motioned to pass the proposed smoking ordinance and Board Member Larson
seconded. A vote was taken and passed 5-0.
DISCUSSION ITEMS
3. Update on parks pavilion/gazebo fees, as per discussion with Council.
Board Discussion:
Parks& Recreation Assistant Superintendent Robert Diaz presented the Board with results from the City
Council meeting's April 14, 2009 work session, by which the pavilion fees were reviewed. The original fee
structure was considered by Council to be too steep and it was recommended that the fees start lower and
eventually be raised at a later date. The consensus was that Assistant City Manager Jeff Butters would re-
work only the parks pavilion fees, by which he took the original figures and halved them. The Board was
presented with the new fee structures that will be presented to Council. None of the other proposed fees were
changed.
4. Update on Olde City Park memorial and ceremonial ground-breaking event.
Board Discussion:
The Veterans' Memorial is still in progression and to date, volunteers have sold 84 out of 240 bricks to help
raise money for the monument; however, they would like to conduct a ceremonial groundbreaking event to
coincide with Memorial Day 2009. It is their hope that not only would a ceremony provide awareness of the
project, but that it might conjure enough interest to increase the current level of donations for the piece. They
anticipate approximately 50-100 spectators to attend.
5. Update on Founders Park.
Board Discussion:
On April 21, 2009 staff met with Half&Associates regarding concession-stand restrooms, material swatches
for buildings, augmenting the sidewalk/trails to be moved slightly away from the trees at the edge of the park
and moved a bit closer to the west side of the soccer field. In addition, it was imparted that historical
narratives in the form of concrete markings be installed along the trail, illustrating tidbits of Wylie's history and
facts in an artistic manner. Also, directional signage would be procured to help citizens easily find fields and
amenities. Board Member Larson asked what the anticipated construction date would be and it was
determined by Half&Associates that their tentative timeline was to begin the bidding in August 2009 and
start construction in October. The rate of completion would be approximately 8-10 months.
ADJOURNMENT
A motion was made by Board Member Jones to adjourn and Board Member Larson seconded the motion;
consensus of the Board was to adjourn. The Board adjourned at 7:11 p.m.
