03-22-2023 (Public Arts Advisory) Agenda Packet Wylie Public Arts Advisory Board Regular Meeting March 22,2023 —6:00 PM Council Chambers - 300 Country Club Road,Building#100,Wylie, Texas 75098 CITY CALL TO ORDER COMMENTS ON NON-AGENDA ITEMS Any member of the public may address Board regarding an item that is not listed on the Agenda. Members of the public must fill out a form prior to the meeting in order to speak.Board requests that comments be limited to three minutes for an individual, six minutes for a group.In addition,Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. DISCUSSION ITEMS DS 1. Discussion regarding Wylie Public Art Banners and promotional items. DS2. Update regarding the Municipal Trails "Revery" art project. DS3. Discussion regarding a Call for Artist for the Blackland Prairie Walking Trails FY 2023-2024. The board will discuss additional pieces of art for the multi-year Blackland Prairie Walking Trails. The call for artists and other processes would be completed in 2023 with installation beginning in 2024. DS4. Discussion and update regarding the 2023 Bluegrass on Ballard. DS5. Discussion regarding art on city owned electrical boxes to give scholarships to art students at Collin Community College,Wylie campus. The art would be designed by the art students at Quad C, Wylie campus and would have a panel to choose the winners. Each winner would receive a scholarship and would be responsible for painting the design on the electrical box. The college instructor and other classmates would assist. The board would start with large signal boxes along the main thoroughfares. Attached are just a few examples of art used for electrical boxes. The board would need to have a theme for each art box. They will also attend a community input meeting to hear from citizens regarding the art. Minutes January 19, 2023 Public Arts Advisory Board Page 1 Public Arts Advisory Board Minutes Regular Meeting January 19, 2023 Wylie Municipal Complex – Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order by Chair Steve Shank at 6:08 pm. Members present included: Joseph Murdock, Esther Bellah, Minerva Bediako, and Anita Jones. Board members Christina Null and Board member John Treadwell were absent. PAAB Coordinator Carole Ehrlich was also in attendance. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non - agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present to address the board. DISCUSSION ITEMS All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A Discussion and planning regarding the 2022 Wylie Arts Festival. (C. Ehrlich, Public Arts Advisory Board Coordinator) Board Discussion PAC Ehrlich addressed the board stating that the City had received 80 responses from the vendor survey sent to all vendors. She explained that the majority of the responses were very positive and the majority will be applying next year for the event. 9 03/22/2023 Item 1. Minutes January 19, 2023 Public Arts Advisory Board Page 2 Board member Jones suggested next year the board have a children’s game to use Otocast on their phones to locate all the art in Wylie with the winner receiving a prize. Board me mbers were in favor of the suggestion. The board discussed the event and overall agreed that it was a very successful event. PAC Ehrlich went over the financials that showed just under $27,000 raised. This funding will be used for additional art for the City. B Discussion and input regarding the purchase of Wylie Public Art banners and associated promotional items Board Discussion Chair Shank shared some photos of a proposed PAAB tent with banners of existing art. He explained the cost associated with the entire set up being around $1,800. The board asked if research could be done to see if there was a more sustainable tent that would not increase the cost very much. Chair Shank told the board he would look into it and bring back costs at the next meeting. C Update regarding the Walking Trails art piece “Revery” Board Discussion PAC Ehrlich reported she had been in contact with artist Katy Antill and her husband Keith. They are in the process of working with a Texas Certified Engineer to make final plans for the base structure and have them certified. The installation was moved to September due to the heat in August. REGULAR AGENDA 1. Consider and act upon the minutes from November 19, 2022 PAAB Meeting (C. Ehrlich, Public Arts Advisory Board Coordinator/Secretary) Board Action A motion was made by board member Bellah seconded by board member Jones to approve the minutes of November 19, 2022 as presented.
