Public Arts Advisory Board l rar OF Minutes Regular Meeting March 22, 2023 —6:00 p.m. Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order by Vice Chair Esther Bellah at 6:10 pm. Members present included: John Treadwell,Esther Bellah,Anita Jones and Minerva Bediako. Board members Christina Null, Steve Shank, and Joseph Murdock were absent. PAAB Coordinator Carole Ehrlich was also in attendance. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non- agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present to address the board. DISCUSSION ITEMS 1. Discussion regarding Wylie Public Art Banners and promotional items The consensus of the board was to table the item until the next regular meeting when Chair Shank would be present to present the project. 2. Update regarding the Municipal Trails entry art,"Revery" PAC Ehrlich gave a short report stating that she had been in contact with the artist and all paperwork for engineering, site plan and design had been approved by city staff. She is now working with the fabricator of the skeleton shell that will hold the mosaic designs. Once that is completed, she will meet with a local contractor on site to discuss the base construction for the art piece. Discussion regarding a Call for Artists for the Blackland Prairie Municipal Walking Trails Board Discussion PAC Ehrlich reviewed the budget and timeline for two new pieces of art along the Municipal Walking Trails. She explained these would be sculptures depicting the early Caddo tribe settlers along this portion of the Blackland Prairie. She reported that each of the two sculptures would be at a cost of$40,000. The funds would come from events funds. She stated that if this review was agreeable with the board,she would bring a Call for Artist to the next meeting so the process could begin with a call scheduled for April 24, 2023 with completion of the projects in September of 2024. Consensus of the board was to move forward with consideration of a Call for Artists. 4. Discussion regarding the 2023 Bluegrass on Ballard Events Board Discussion PAC Ehrlich reported she had received 71 vendor applications for the event. She reminded members it would take place on June 30, 2023. 5. Discussion regarding art on city owned electrical signal boxes to give scholarships to art students at Collin County Community College,Wylie campus Board Discussion PAC Ehrlich displayed some of the ideas for art on electrical signal boxes. She explained that many cities were painting theses boxes to make them blend with the environment rather than stick out. This could be a multi-year project with art students from Collin College creating designs and competing for a $200 scholarship. The college would provide the paint and the entire class would assist the winning student in painting their designs. She introduced Erika Mcllney, professor of the art department at Quad C. Erika thanked the board for collaborating with the college and giving young students opportunities for scholarships. She explained that beginning in September of 2023 she would be having a guest speaker teaching the art of 2D. This will fit right in with the projects and give the students a chance to start 2D designing. Ehrlich explained there were 26 signal boxes and would take several years to complete the project. She was proposing three to start, in September of 2023. She explained that a selection panel made up of citizens and art professionals would serve on the panel. The board commented that they believed this was a great project and loved the idea of collaborating with the art students at the local college. The walking trails are located in a portion of the Texas Blackland Prairie region. The Blackland Prairie region extends from Sherman to New Braunfels, Texas. The Municipal Walking Trails are expansive and currently encompass three miles.There are plans to extend the trails into additional areas and add a dog park and splash park for children. Placement of the proposed pieces will be along the walking area of the trails. 7 04/20/2023 Item 2. Works should include creativity, resilience, hope and remembrance through sculptures of the Native American Tribes (specifically the Caddo tribes) that hunted the area; This will be a multi- year project with sculptures scattered throughout the trails. The two proposed pieces should specifically reflect the Caddo Native American Tribes and the items used by their people.An archeological dig was performed in 2009, prior to the city complex construction and reports from that research are available to assist artists. The budget for each of the two projects is $40,000. The fee includes: artist's fee, travel during fabrication and installation,Texas Certified Engineering Plans, materials, base construction, fabrication, transportation, documentation, insurance, permit fees (waived), and lighting. Itin r ss — The Art Selection Panel will include 1-2 community members, 1-2 professional artists or experienced art coordinators, a representative from the Parks and Recreations Board and a representative from the Public Arts Advisory Board,and a representative of the Texas Native Health, formerly Urban Inter-Tribal Center of Texas. Submissions of qualifications will be reviewed by city staff. The Art Selection Panel will narrow the field to 2-3 finalists for the projects.The finalists will be invited for a site visit, dialogue with the community,and if they wish, a period of time spent with staff. They will then be asked to develop a conceptual approach (Maquette) for the artwork and make a presentation in person of their proposal, for which they will be given an honorarium of$500. The Art Selection Panel will rank the finalists for recommendation to the Public Art Advisory Board, Staff and to the Wylie City Council. Upon approval, the artist will be awarded a contract.
