Minutes
Regular Meeting
April 26, 2023 — 6:00 p.m.
Wylie Municipal Complex — Council Chambers

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Steve Shank at 6:10 pm. Members present included:
John Treadwell, Minerva Bediako, Anita Jones and Joseph Murdock. Board members Esther
Bellah and Christina Null were absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON -AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non -
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three (3) minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.
No citizens were present to address the board.
DISCUSSION ITEMS
All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one
motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A Discussion regarding the 2023 Bluegrass on Ballard event (C. Ehrlich, Public
Arts Advisory Board Coordinator)
Board Discussion
PAC Ehrlich addressed the board stating that the City had received 104 applications. She explained that
there were enough food vendors for the event as well. She stated that there would more than likely be
around 140 by the deadline for submissions.

B. Update regarding the current art project. Revery
Board Discussion
PAC Ehrlich addressed the board stating that she had been in contact with the artist and her husband who
is preparing all the structural items within the project. They plan to visit the site as so as the metal structure
has been completed by their fabricator.
She reported the project was on schedule for installation in late September.
C. Discussion regarding Promotional banners and other items for City Events
Board Discussion
Chair Steve Shank addressed the board stating that he was working on final numbers and designs but would
need to wait until the next scheduled meeting to present them. The board consensus was to place it on the
agenda for May.
REGULAR AGENDA
1. Consider and act upon the minutes from March 22, 2023 PAAB Meeting (C.
Ehrlich, Public Arts Advisory Board Coordinator/Secretary)
Board Action
A motion was made by board member Treadwell, seconded by board member Murdock to approve the
minutes of March 22, 2023 as presented. A vote was taken and the motion passed 5-0 with board members
Bellah and Null absent.
2. Consider and act upon, a Call for Artists for two additional art sites along the
Municipal Trails (C. Ehrlich, Public Arts Advisory Board Coordinator/Secretary)
Board Discussion
PAC Ehrlich addressed the board stating that a call for artists is presented in the packet to be posted on
WESTAF (Cafe') for artist submissions. She asked the board to review the document and consider acting
on the item She noted she would be posting it right after approval.
Board Action
A motion was made by board member Treadwell, seconded by board member Murdock to approve the
call for artists for the Municipal Walking Trails, as presented. A vote was taken and the motion passed 5-
0 with board members Bellah and Null absent.

ADJOURNMENT
Board Action
A motion was made by board member Murdock, seconded by board member Jones to adjourn the regular
meeting at 6:20 p.m. A vote was taken and the motion carried 5-0 with board members Bellah and Null
absent.
