06-22-2009 (Parks & Recreation) Minutes Parks and Recreation Board CITY OF WYLIE MINUTES Monday,June 22, 2009—6:30 pm Wylie Municipal Complex—Council Chambers CALL TO ORDER Announce the presence of a Quorum. Chairman Anne Hiney called the meeting to order at 6:30 p.m. Board Members present: Chairman Anne Hiney, Co-Chair Dan Chesnut, Brandi Lafleur, Donna Larson and David Willey. Staff members present: Parks & Recreation Superintendent Bill Nelson, Parks & Recreation Assistant Superintendent Robert Diaz and Parks Secretary Charlotte Rice. Absent: Public Services Director Mike Sferra. CITIZEN COMMENTS ON NON-AGENDA ITEMS Residents may address Council regarding an item that is not fisted on the Agenda.Residents must provide their name and address. Council requests that comments be limited to three(3)minutes.In addition,Council is not allowed to converse,deliberate or take action on any matter presented during citizen participation. None. BUSINESS ITEMS 1. Consider and act upon approving the Minutes from May 18, 2009. Board Action: Board Member Larson motioned to pass the minutes and Board Member Chesnut seconded. A vote was taken and passed 5-0. DISCUSSION ITEMS 2. Update on Founders Park project. Board Discussion: Staff showed the Board various styles of brick and stone materials for the Founders Park concession stands and restrooms along with a directional signage template that would be used throughout the park. The historical walk will include stone tributes to the more prominent figures that helped found and develop Wylie as well as historical markers detailing significant occurrences throughout the chronology of Wylie. There was discussion of creating a pavilion area that would be consistent with the material of the shade structure. Assistant Superintendent Robert Diaz said that Hall&Associates had not produced any sketches at this time; however, the bulk of the design-work is complete, so there shouldn't be a significant waiting period to generate the small augmentation. The south parking lot would probably be constructed first so that the gravel drive leading to Pirate's Cove playground could remain open. Expected time for construction work was expected to begin in early-to-mid fall of this year. The rate of completion for the entire project is still estimated to be approximately 8-10 months. 3. Update on the 2009 Collin County grant submittal for Community Park. Board Discussion: The Community Park grant submitted to Collin County for review, would allow for various improvements, such as site work and grading, irrigation and landscaping, lighting for the athletic fields and parking lots, new bleachers and a new concession/restroom facility, an additional parking lot for football and soccer fields, an additional parking lot for baseball and T-ball fields, along with a new 10-foot wide hike/bike trail and a prefabricated restroom facility for the football and soccer fields. The grant request totaled $467,500 for these improvements. The City should know if it would be awarded the grant in October 2009, which would be ideal timing as Staff could then incorporate that money into the existing architectural design-scheme produced by Teague, Nall& Perkins. ADJOURNMENT A motion was made by Board Member Chesnut to adjourn and Board Member Larson seconded the motion; consensus of the Board was to adjourn.
