08-17-2023 (Public Arts Advisory) Agenda Packet Wylie Public Arts Advisory Board Regular Meeting JAI August 17, 2023 —6:00 PM f'V Council Chambers - 300 Country Club Road,Building#100,Wylie, Texas 75098 CITY WYLIE CALL TO ORDER CALL TO ORDER The 2023 Wylie Arts Festival Review Panel will meet following the Public Art Board Regular Meeting to review applicants. COMMENTS ON NON-AGENDA ITEMS Any member of the public may address Board regarding an item that is not listed on the Agenda. Members of*the public must fill out a form prior to the meeting in order to speak.Board requests that comments be limited to three minutes for an individual, six minutes for a group.In addition,Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items.If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. DISCUSSION ITEMS DS1. Discussion and input regarding the 2023 Wylie Arts Festival DS2. The board will be given an update on the progress and installation of Revery by Katy Antill. The frame and mosaic pieces and visit to the site. DS3. An open Community Input Meeting was held on August 10, 2023 to give input to for semi-final artists in attendance. Discussion will take place regarding comments from the public to the semi-final artists for Phase 2 of the Municipal.Complex Walking Trails. DS4. Discussion regarding the material and design for the promotional items for the Wylie Art Advisory Board. The board will also discuss cost for the items. These booth items will be used for the events to bring attention to public art for the City. REGULAR AGENDA 1. Review and consider approval. JAI Public Arts Advisory Board CITY OF Minutes WYLIE Regular Meeting July 20, 2023 —6:00 p.m. Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order by Chair Shank at 6:03 pm. Members present included: John Treadwell, Gloria Suarez,Anita Jones, Steve Shank,Esther Bellah, Joseph Murdock and Cassie Dyson. PAAB Coordinator Carole Ehrlich was also in attendance. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non- agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present to address the board. DISCUSSION ITEMS 1. Discussion regarding the Overview of the 2023 Bluegrass on Ballard Event scheduled for June 24,2023 Staff Board Discussion PAC Ehrlich reported that although the weather was very hot,the event raised$17,585 in revenue for the arts. She explained that many of the vendors asked if the event could be moved to the spring where the weather would bring more visitors and be more successful for vendors. The board agreed that weather played a part in a smaller turnout at the event. The board consensus was that the event was a success with regard to those that attended and funding for the art fund, Members asked if walkie talkies could be purchased for members loading in vendors to streamline communication. Discussion and update regarding the Call for Artists for the Walking Trails 2023-24 PAC Ehrlich presented the four semi-final artists that were chosen by the selection panel. They included Sonny Behan,Yoshikawa Wright, Eric Nubbe, and Patrick Sullivan. She reported that they would be coming to Wylie on August 9-10, 2023 for a tour of the City and art installed and would also attend a Community Input Meeting to learn more about the wishes of the public for the two sites that they will be creating art for along the walking trails. The focus was on the Caddo tribes that inhabited the Blackland Prairie many years ago. The area along the walking trails is a portion of the Blackland Prairie which only 1%is still in existence. She encouraged the board to attend this very important meeting to give input. She also reported the artists would be back again on September 21 sr to present their proposals for the two sites. 3. Discussion regarding the 2023 Wylie Arts Festival event on December 2,2023 PAC Ehrlich reported that in the first week emails went out to prospective vendors she received over 80 applications. She stated that in the business portion of this meeting the board would be asked to volunteer for a three-member panel to review applications received. 4. Discussion and update regarding materials and designs for a promotional booth at the art events. Chair Shank reported that he had no new information and asked that the item be discussed at the next regular meeting. REGULAR AGENDA 1. Consider and act upon, the Public Arts Advisory Board Minutes of June 15, 2023 (Carole Ehrlich, Public Arts Advisory Board Coordinator) PAC Ehrlich reported that there was a typo in the agenda and the minute date was incorrect but the correct minutes for June 15, 2023 were included in the packet. Board Action A motion was made by board member Treadwell, seconded by board member Jones to approve the Public Arts Advisory Board minutes from June 15, 2023 as presented. Consider and act upon, the Public Arts Advisory Board Minutes of June 15, 2023 (Carole Ehrlich, Public Arts Advisory Board Coordinator) Board Discussion PAC Ehrlich asked that the board appoint three members to serve on this year's Wylie Arts Festival review panel. This panel will review applications received. Board members Steve Shank, Esther Bellah, and Joseph Murdock volunteered to serve on the committee, Board member Treadway volunteered to be the alternate. Board Action A motion was made by board members Treadway, seconded by board member Jones to approved the three-member panel to include board members Steve Shank, Esther Bellah, and Joseph Murdock with board member Treadway as the alternate. A vote was taken and passed 7-0. 3. Consider and act upon, a Public Arts Advisory Chair for 2023-2024 (Carole Ehrlich, Public Arts Advisory Board Coordinator) Board Action A motion was made by board member Shank, seconded by board member Treadway to appoint Esther Bellah for a one-year term as Chair of the Public Arts Advisory Board. A vote was taken and passed 7-0. 4. Consider and act upon, a Public Arts Advisory Board Vice Chair for 2023- 2024 (Carole Ehrlich, Public Arts Advisory Board Coordinator) Board Action A motion was made by board member Treadway, seconded by board member Bellah to appoint Steve Shank for a one-year term as Vice Chair of the Public Arts Advisory Board.
