CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Shank at 6:03 pm. Members present included: John
Treadwell, Gloria Suarez, Anita Jones, Steve Shank, Joseph Murdock and Cassie Dyson. Board
member Esther Bellah was absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents
must fill out a non-agenda form prior to the meeting in order to speak. The Board requests that
comments be limited to three (3) minutes. In addition, the Board is not allowed to converse,
deliberate, or take action on any matter presented during citizen participation.
No citizens were present to address the board.
DISCUSSION ITEMS
1. Discussion and input regarding the 2023 Wylie Arts Festival (Carole Ehrlich, Public
Arts Advisory Board Coordinator)
Staff Board Discussion
PAC Ehrlich reported that there had already been over 130 applications received for the festival
in December. She explained that the review panel would go over the applications immediately
after this meeting.

2. Update regarding the installation of the Phase 1 Walking Trails Art"Revery" by
Katy Antill. (Carole Ehrlich, Public Arts Advisory Board Coordinator)
Staff/Board Discussion
PAC Ehrlich reported the framework for the large entry piece had been completed as had a
portion of the mosaic tiles. She stated that the artist was now working on the electrical and
coming to the site soon to get exact measurements. She stated that the art would be installed in
October and would keep the board up to date so they could view the installation if they wished.
3. Discussion regarding the August 10, 2023 Walking Trails, Phase 2 Artist Input
Meeting
PAC Ehrlich reported that most of the members were in attendance for the input meeting. For
those who were not, she noted that there were many suggestions to the artist regarding
authenticity and other area of the art attendees wanted to see. She reported the proposal date for
the artists was scheduled for September 21, 2023 and asked that all members attend and watch
the presentations so when they meet, immediately after they can make an informed consideration
for the two final artists.
4. Discussion and update regarding materials and designs for a promotional booth at
the art events.
Chair Shank reported that he had no new information and asked that the item be discussed at the
next regular meeting.

Board Action
A motion was made by board member Treadwell, seconded by board member Jones to approve
the Public Arts Advisory Board minutes from July 20, 2023 as presented. A vote was taken and
the motion passed 6-1 with board member Bellah absent.

ADJOURNMENT
Board Action
A motion was made by board member Jones, seconded by board member Treadway to adjourn the
meeting at 6:56 p.m. A vote was taken and the motion carried 7-0.
2023 Vendor Review Panel
The panel met at 6:34 pm immediately after the PAAB Regular Meeting.
Members Shank, Murdock, and Treadwell reviewed applications for the Wylie Arts Festival.
There will be another meeting in August to review more applications.
The review concluded at 8:03 pm.

Consider and act upon the recommendations of the Municipal Walking Trails, Phase 2 Selection Panel for the final
artist(s) for each of two sites.
Recommendation
I make a motion to approve for site 1 as the final artist to recommend to the Wylie City Council
along with a contract to commission the art.
I make a motion to approve for site 2 as the final artist to recommend to the Public Arts Advisory
Board along with a contract to commission the art.
Discussion 0
The Municipal Walking Trails, Phase 2 Selection Panel has made their recommendations for the final artist(s)
for Site 1 and Site 2. The themes will depict the rich history of the Blackland Prairie which the Municipal
Complex and trails are part of. The art will provide a history over the past 15,000 years and include the Native
Americans who camped and hunted in the area and animals that still habitat in the area as well as bison and
other animals that no longer roam this area. It will also include the natural prairie grasses and flowers that grow
in this area.
Staff is recommending approval of the recommendations or another consideration if the board wishes.
