09-21-2023 (Public Arts Advisory) Minutes 1A1 Public Arts Advisory Board CITY OF Minutes WYLI E Regular Meeting September 21,2023—7:30 p.m. Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order by Chair Bellah at 8:26 pm. Members present included: Gloria Suarez, Steve Shank, Esther Bellah, Joseph Murdock and Cassie Dyson. Absent were John Treadwell and Anita Jones. PAAB Coordinator Carole Ehrlich was also in attendance. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non- agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present to address the board. DISCUSSION ITEMS 1. Update and discussion regarding the 2023 Wylie Arts Festival Board Discussion PAC Ehrlich gave a short report on the number of applicants received for vendor booths. She explained that the number was much more than the evet could take. She suggested the panel meet as soon as possible to review and determine the vendor acceptance. REGULAR AGENDA 1. Consider and act upon, the Public Arts Advisory Board Minutes of September 21. 2023 (Carole Ehrlich, Public Arts Advisory Board Coordinator) Board Action A motion was made by board member Murdock,seconded by board member Shank to approve the Public Arts Advisory Board minutes from September 21, 2023 as presented. A vote was taken and the motion passed 5-0, with board members Jones and Treadwell absent. Minutes September 21,2023 Public Arts Advisory Board Page 1 2. Consider and act upon,the recommendations of the Municipal Walking Trails, Phase 2 Selection Panel for the final artist(s) (Carole Ehrlich, Public Arts Advisory Board Coordinator) Board Discussion PAC Ehrlich reported that the Board members had watched the presentations by each of the three semi-final artists (Nubbe, Sullivan, and Wright). She asked the board for any discussion and a recommendation to the Wylie City Council for the final artist(s), She explained that the same artist did not have to be chosen for both sites. She reminded the board that the recommendation by the Trails Phase 2 Selection Panel was to recommend Yoshi Wright for both art sites. The board discussed all three presentations with some concern with carving artist's Sullivan's pieces on site. Jeremy Zahn representing the Tribal Center of Texas commented that he believed the columns were not used by the Caddo tribes. Panel members liked the items carved on the columns as they represented the Archeological research that was performed onsite before the building were constructed and represented some of the signs and tools used by the Caddo's. The board discussed the design by Eric Nubbe commenting that there were already two metal art pieces along the trails but liked very much the design and detail within the design. The board finally discussed the two art proposals by Yoshi Wright. They liked the story behind the fire sculpture and also were very fond of the corresponding granite piece depicting the clay pot on one side and the Caddo ancestor on the other side; feeling safe with the fire still burning. Jeremy Zahn stated that he felt all of the story and designs represented the Caddo nation well. Board Action A motion was made by board member Suarez seconded by board member Shank to recommend Yoshi Wright for both art sites to the Wylie City Council. A vote was taken and the motion passed 5-0 with board members Treadwell and Jones absent.
