CALL TO ORDER
Chairman Johnston called the meeting to order at 6:33PM. Present with Chairman
Johnston were Vice-Chairman Dennis Larson, Commissioner Ramona Kopchenko,
Commissioner Willie Osborne, Commissioner John Manganilla, Commissioner David
Dahl and Commissioner Ruthie Wright.
Staff present was Renae 011ie, Planning Director, Charles Lee, Senior Planner, and Mary
Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Osborne gave the invocation and Commissioner Manganilla led the pledge
of allegiance.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the July 7, 2009,
Regular Meeting.
A motion was made by Commissioner Osborne, and seconded by Commissioner Wright,
to approve the minutes from July 9, 2009 Regular Meeting, as submitted. Motion carried

Action Agenda
1. Consider and act upon approval of a Site Plan for Wylie Municipal
Complex, Block B, Lot 1. Subject property being generally located north
of SH 78 and approximately 1,200 feet west of Eubanks Lane.
Mr. Lee stated that the subject Site Plan not only provides a current plan of the existing
Municipal Complex but also reflects a proposed 252 foot radio tower with an accessory
building. The property is zoned Commercial Corridor, and a radio tower is allowed with
a Specific Use Permit.
The Final Plat and a request for a zoning change (ZC 2009 05) are on the current agenda.
The existing structure is a one story 33,000 square foot municipal complex and is located
on approximately 7.14 acres.
The proposed 252-foot monopole tower and 275 square foot accessory building will be
located on the far northwest corner of the property on approximately 2,743 square foot.
The structures with associated generator and propane tank will be enclosed within a six-
foot high chain-link fence.
With no questions for the applicant, or Staff, a motion was made by Commissioner
Kopchenko, and seconded by Commissioner Osborne, to approve the Site Plan for Wylie
Municipal Complex, Block B, Lot 1. The subject property is generally located north of
SH 78 and approximately 1,200 feet west of Eubanks Lane. Motion carried 7—0.
2. Consider a recommendation to the City Council regarding a Final Plat for
Wylie Municipal Complex, Block B, Lot 1, establishing a commercial lot
on 7.14 acres and designating easements on the property. The property is
generally located north of SH 78 and approximately 1,200 feet east of
Eubanks Lane.
Mr. Lee stated that the property was developed in mid 1980's, and serves as the City of
Wylie's municipal center and provides administrative city services and Collin County
offices.
In conjunction with the Site Plan, and the zoning change for Specific Use Permit request,
which are on the current agenda, this Final Plat will serve as the legal description of the
property.
Commissioner Kopchenko questioned why the property was never platted. Mr. Lee
stated that the State Law at that time may not have required the property to be platted
with the county. Therefore most municipalities did not bother going through the process
of platting.
A motion was made by Commissioner Manganilla, and seconded by Commissioner
Osborne, to recommend approval to the City Council for a Final Plat for Wylie Municipal

Complex, Block B, Lot 1, establishing a commercial lot on 7.14 acres and designating
easements on the property. The property is generally located north of SH 78 and
approximately 1,200 feet east of Eubanks Lane. Motion carried 7—0.
Public Hearing
1. Hold a Public Hearing and consider a recommendation to the City Council,
amending the zoning from Commercial Corridor (CC) District to Commercial
Corridor with Specific Use Permit (SUP) for a 252 foot Radio Tower (CC -
w/SUP)District to be located along the northwestern portion of Wylie Municipal
Complex. ZC 2009-05.
Mr. Lee stated that the City of Wylie is requesting an SUP to allow for a 252-foot Radio
Tower to be located along the northwestern portion of the Municipal Complex. The
Zoning Ordinance is restrictive to communications towers. The proposed tower is a radio
tower, and a communications tower is not allowed within 5,000 feet of another
communications tower. A communications tower is for profit, and radio tower is more
for Public Safety.
It is anticipated that the existing facility will be converted from administrative services to
Public Safety Building and Operations Headquarters upon completion of new Wylie
Civic Center complex.
Ten notifications were mailed to property owners and no responses were received.
Chairman Johnston opened the Public Hearing.
Fire Chief Randy Corbin presented a summary of the proposed radio tower. The design
of the tract of land for the radio tower, allows only the City of Wylie to have ownership.
In the Public Safety radio system design the request was to have the radio tower
constructed at Fire Station Number 3. Due to the existing residential development, and
the height required for the tower, the Fire Department opted for the radio tower to be
located at the proposed site. There is a deficiency in the system, so the joint resources
from Allen, Plano and Murphy are the method to address this deficiency and to put in
place a regional system. Currently two separate radio systems are used between the cities
for an incident involving the surrounding cities. The desire is to get to the Public Safety
Interoperability Standard.
The proposal includes a 20 foot by 20 foot building to enclose the generator, and an
underground propane tank, which will all be surrounded by a security chain-link fence.
Mr. Alan Adkins, 6600 LBJ Freeway, Suite 160, Dallas, TX, spoke in favor of public
safety, but expressed concern of the height of the tower and the aesthetics of the tower.
Mr. Adkins stated that he represented three other surrounding property owners, including
CT Beckham, WDS Wylie Retail, and R & B Venture, LP. Mr. Beckham owns property
to the west and a tract of land to the north of the subject property. The Commissioners
further discussed possible screening of tower and equipment room at eye-level. The 20'

x 20' structure will be constructed of a tilt-wall type construction with a gravel masonry
finish that will match the existing municipal complex main building.
Chairman Johnston closed the Public Hearing.
A motion was made by Commissioner Kopchenko, and seconded by Commissioner
Wright, to recommend approval to the City Council, amending the zoning from
Commercial Corridor (CC) District to Commercial Corridor with Specific Use Permit
(CC-w/SUP) District to allow for a 252-foot Radio Tower generally located along the
northwestern portion of the Wylie Municipal Complex. ZC 2009-05. Motion carried 6 —
1, with Commissioner Dahl voting in opposition.
WORK SESSION
1. Hold a Work Session to consider and give direction to Planning Staff
regarding an amendment to the Zoning Ordinance, Article 7, Section 7.7
(F) Landscape Standards and Specifications to introduce recommended
native & draught resistant plants and other landscape elements acceptable
for new residential and non-residential development.
Mr. Lee addressed the Commission stating that staff is seeking direction for landscaping
regulations to update and improve upon minimum standards and clarify requirements for
new residential and non-residential developments. Mr. Lee stated the overall purpose for
P&Z Commission's consideration and discussion was to evaluate existing landscaping
regulations and determine whether or not an amendment could possibly bring about
consistency with Comprehensive Plan, recently adopted Water Conservation Plan, a
recommended listing for non-residential trees and plants and allow for flexibility in
design.
Additional verbiage and listing of accepted native, drought resistant species be added to
Article 7, clarity for non-residential minimum requirements and flexibility in allowing for
innovative landscaping features and elements as options as opposed to standard design
requirements. A recommendation for the Commissioners to consider incorporating is
Xeriscape or Smartscape which will allow for utilization of drought resistant native
vegetation consistent with the region and will provide for over 237 native and adaptive
vegetative plants selected by a team of local experts.
The Commissioners discussed in detail the location of trees within residential and non-
residential developments.
The Commissioners discussed having an outline-listing of allowable trees and shrubs for
both residential and non-residential developments. Currently an outline-listing is
provided for new residential of recommended as well as discouraged trees and shrubs.
The Commissioners discussed the requirement for irrigation for new residential homes or
for the residential homes that have landscape gardens.

Mr. Jon Pinkus, representing Nortex Wholesale Nursery, 1300 W. Brown Street, stated
that the native environment has already changed, and the importance of recognizing
Wylie's unique environment and future impacts that come with development with respect
to recommended/preferred landscaping standards. He further recommended the need for
residences to grow their own vegetable gardens and the importance of not restricting
residences to grow their own food.
Mr. Bill Nelson, Parks Department, recommended having a list within the Ordinance to
include a recommended list and explain why those species are selected; as well as
discouraged list and why for trees, shrubs and plants. Education is needful when
installing sod, the grass should be rolled. Mr. Nelson emphasized the potential impacts
of recommending versus mandating standards.
Mr. Bryan White, Certified Arborist w/Arborilogical Services, Inc, 16 Steel Road, stated
that smaller caliper trees are better for new development than larger at planting when
trying to establish trees. Mr. White expanded upon the discussion, which included broad
hands-on experience from working in Wylie and surrounding communities. He
recommended the revision to the ordinance allow for wide-range of diversity in native
vegetation. He also emphasized that size and quantity are not necessarily the best design
and placement of trees should avoid infrastructure such as roadway and sidewalks.
Commission Direction
After the discussions the Commissioners were in consensus of further research on
regulations for irrigations, educating property owners of location of trees and having
Staff submit a draft Ordinance for the Commission to review.

A motion was made by Commissioner Dahl, and seconded by Commissioner Wright, to
adjourn the meeting at 8:3 0PM. All Commissioners were in consensus.

Discussion
The applicant is proposing an addition of a 200 sq. ft self-contained ice machine dispensing structure to an
existing commercial property. Developed prior to current zoning regulations, the property consists of three
existing buildings used for retail and service uses. The proposed self-service ice-dispensing machine (8'-4" W
X 12'L) will allow patrons adequate parking and easy access to ice for recreational and personal uses. As
reflected on the site plan a 24-foot fire lane and access easement is provided to the site. The applicant is also
dedicating roadway rights-of-way for Eubanks Lane. Accompanying this site plan is final plat on the current
agenda for your consideration.
Minimum setback requirements for accessory buildings are 25 feet front yard and 5 feet side yard. The
location of proposed accessory buildings conforms to CC setback requirements and the existing site generally
conforms to the ordinance. Therefore, staff recommends approval of the site plan.

structure on the site; site plan & plat were subsequently submitted to the City for review. Final plat will
establish property boundaries, easements on the property, dedicate fire lane & access easement and provide for
roadway rights-of-way for Eubanks Lane. A corresponding site plan is on the current agenda for your review.
