CALL TO ORDER
Board Vice -Chair Gloria Suarez called the regular meeting to order at 5:35 p.m. The following Parks and
Recreation Board members were present: Board Member Craig Allen, Board Member Nick Puente, and
Board Member Scott Hevel. Board Chair Beaux Dyson, Board Member Kim Mullis, and Board Member
Brian Arnold were absent from the meeting.
Staff present included Parks and Recreation Assistant Parks and Recreation Director Brent Stowers, Parks
and Recreation Executive Administrative Assistant Janet Pieper, and Parks and Recreation Supervisor
Julie Pannell.

REGULAR AGENDA
1. Consider and act upon approval of the September 11, 2023, Regular Parks and Recreation
Board Meeting Minutes.
Board Action
A motion was made by Board Member Allen, seconded by Board Member Puente, to approve the
September H, 2023, Regular Parks and Recreation Board Meeting Minutes. A vote was taken, and
the motion passed 4-0 with Board Chair Dyson, Board Member Mullis, and Board Member Arnold
absent from the meeting.
2. Consider and act upon approval of the Wylie High School PTSA Pirate Dash 5K/Walk fundraiser
event at Founders Park on April 13, 2024.
Board Action
A motion was made by Board Member Allen, seconded by Board Member Puente, to approve the
Non -Profit Park Event Application for the Wylie High School PTSA Pirate Dash 5K/Walk fundraiser
event at Founders Park on April 13, 2024. A vote was taken, and the motion passed 4-0 with Board
Chair Dyson, Board Member Mullis, and Board Member Arnold absent from the meeting.

WS1. Project Updates.

Assistant Parks and Recreation Director Stowers reviewed the Parks and Recreation Department's current
and future project updates.
The contractor, RLM EarthCo Construction, is currently in the process of grading work at the dog park.
Three pavilions for each paddock are scheduled for delivery on Thursday and will be installed next week.
The irrigation portion of the project is in its final stages; soon after, the sod will be laid, and
approximately 28 new trees will be added to the area. The dog park project remains on schedule with an
expected completion date of the end of December 2023, with a grand opening date to follow soon after.
The splash pad projects at the Community Park and the East Meadow Trail area are still in process. There
are no new updates to report on these projects because the equipment type change must be re -engineered.
This change was incurred due to the decision to go with Raindrop, a vendor whose pricing came in lower
than Odyssey's, the vendor who was included in the architect design by Dunaway and Associates. The
contractor is expected to be released by the Engineering Department to begin the piping installation
within two weeks. Public Works Department staff is working with Parks and Recreation Department staff
this week on the demolition of the existing Community Park restrooms near the pavilion.
The contractor, LMC Corporation, is in the full demolition stage for the interior portion of the renovation
project at the Senior Recreation Center. Preparation for the exterior improvements is also underway. Staff
is in the process of selecting designs for the facility's interior. Some Senior Recreation Center activities
had to be temporarily suspended, but many activities are continuing to take place at the Recreation Center
location during renovations. Although the project is moving quickly, the original anticipated completion
date is within six months.
The Founders Park field renovation project is underway on three athletic fields located on the northwest
side of the park, closest to the Wylie I.S.D Stadium. The contractor, Grand Landscapes and Athletics has
marked those fields for demolition, which will begin this week, weather permitting. Staff is working on
bringing power and water utilities to the renovation area, which is necessary for installing the new
irrigation pump. This project is expected to be completed within three months. The leagues are aware of
the project and have adjusted their schedules accordingly.
City Council approved two playground renovation projects for the 2023/2024 fiscal year budget. One
project includes the completion of the 2017 Community Park playground project by adding new
amenities and pour -in -place playground resurfacing, beginning early spring 2024. The second project
includes replacing and relocating the Pirates Cove Playground at Founders Park. This project will also
include pour -in -place playground surfacing as well as additional parking spaces. The vendor selection
will be presented to the City Council for their approval on December 12, 2023.
The pickleball courts at Community Park are complete and open for public use. The windscreen mesh for
the courts will be added during the 2023/2024 fiscal year budget.
Staff were notified that their Collin County Parks and Open Spaces grant submission was not awarded.
Future grant opportunities will continue to be pursued as they become available.
WS2. Program Updates.
Staff Comments
Parks and Recreation Supervisor Julie Pannell reviewed the recent Parks and Recreation Department
programs and events. The Boo on Ballard event on October 26`h in downtown Wylie was a success, with
an estimated 5,000 people in attendance. The Welcome Center at the Brown House had approximately

3,000 people participate in scheduled activities during Boo on Ballard. Staff gave away 120 tree seedlings
to the public during the Arbor Day event on November V.
Ms. Pannell updated the Board on the upcoming events in December and stated that several volunteer
opportunities will be available. Staff will assist in the Wylie Arts Festival in downtown Wylie on
December 2nd and the Tree Lighting Event and Parade on December 3rd. The Wylie Recreation Center is
hosting several programs, including the Gingerbread Workshop on December 2"d, Donuts with Santa on
December 9', the Senior Recreation Center Christmas Celebration on December 15`h, Hot Chocolate
Zumba on December 16", and the Victorian Christmas Market at the Brown House on December 16`h

at 6:16 p.m. A vote was taken, and the motion passed 4-0 with Board Chair Dyson, Board Member
Mullis, and Board Member Arnold absent from the meeting.
