CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Vice Chair Steve Shank at 6:00 pm. Members present included: Joseph
Murdock, John Treadwell, Gloria Suarez, and Anita Jones. Board members Esther Bellah and Cassie Dyson
were absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON -AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non -
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three (3) minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.
No citizens were present to address the board.
DISCUSSION ITEMS
All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one
motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A. Discussion regarding the number of vendors and other logistical items for
the Wylie Arts Festival 2023. (C. Ehrlich, Public Arts Advisory Board
Coordinator)
Staff/Board Comments
The board and PAC Ehrlich discussed the vendors received to date which total 200. PAC Ehrlich reported
that this year the applications were over 340 received. She discussed the logistical areas of the upcoming
event and asked board members to be at the events center on Friday at 2:00 pm or as soon as possible for
inside vendor set up and Saturday at 6:00 am for outside vendor set up, She explained this was the most

vendors the city had received and the board had approved so all the help possible was needed, She reported
that the Wylie East ROTC would also be present on both days to assist vendors set up,
B. Discussion regarding the 2023-2024 Selection Panel for the Walking Trails
art projects, Phase 2 have met and recommend the final artist, Yoshikawa
Wright to the Public Arts Advisory Board for consideration and possible
action. (C Ehrlich, Public Arts Advisory Board Coordinator)
No discussion was taken on this item. Posted incorrectly.
C. Discussion and review of the Collin Community College art designs. Collin
Community College art students have created designs for three
intersection signal boxes. These boxes are located at Brown Street and
Country Club Road, Collin Way and Country Club Road, and Ballard Street
and SH 78. The board will review the designs and the recommendations made
by the Signal Box Selection Panel for 2023.
Final approval will be during business items.
Board Discussion
PAC Ehrlich presented the three finalists recommended by the selection panel. The board members
commented that they liked all three designs and thought that projects allowing young students to experience
public art was great.
PAC Ehrlich noted action would be taken during business items.
REGULAR AGENDA
1. Consider and act upon, a recommendation to the Wylie City Council for three artist
designs created by Collin Community College Art Students. Total funds for the
projects will not exceed $600 and will be deposited into the Art Excellence Fund,
Collin College for education scholarships for the finalists.
Board Action
A motion was made by board member Treadwell, seconded by board member Murdock to
approve the recommendations of the Selection Panel and recommend these student artists to
the Wylie City Council with a contract to commission the work. The cost for the three signal
boxes will not exceed $600. A vote was taken and the motion passed 5-0 with board members
Dyson and Bellah absent.

2. Consider and act upon, the Public Art Advisory Board minutes of October 19, 2023
Board Action
A motion was made by board member Suarez, seconded by board member Treadwell to
approve the minutes of October 19, 2023 as presented. A vote was taken and the motion passed
5-0 with board members Bellah and Dyson absent.
ADJOURNMENT
Board Action
A motion was made by board member Suarez, seconded by board member Treadwell to adjourn
the meeting at 6:35 pm. A vote was taken and the motion carried 5-0 with board members Cassie
Dyson and Bellah absent.
