Regular Meeting

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Esther Bellah at 6:07 pm. Members present included: Board
members Cassie Dyson, Steve Shank, Anita Jones, John Treadwell, and Gloria Suarez. Board member
Joseph Murdock was absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non-
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.
No citizens were present to address the board.
DISCUSSION ITEMS
All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one
motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A. Discussion regarding the 2024/2025 Walking Trails, Phase 3 Projects

Staff/Board Comments
PAC Ehrlich presented a new design by Sonny Behan,a finalist for last year's projects.This design included
a bronze life size white tail deer which was the most hunted animal of the Caddo and other tribes for their
skin,horns, and meat. She explained that the bison originally proposed by Mr. Behan had gone up in price
and the artist was checking other foundries to see if he could get the cost down.

She explained that if the board was to approve the deer, it would more than likely take the entire budget.
She stated that the board could chose to use more of the funding to include two sculptures however she
believed it was best to wait until some final numbers were available.
Board members were in consensus that they would like to be able to approve the deer and the native
American if it was within the allotted budget. PAC Ehrlich stated that she hoped to get some final numbers
within the next few weeks to bring back to the board.
B. Discussion and update regarding the progress of the two 2024 art pieces by
Yoshi Wright (C Ehrlich, Public Arts Advisory Board Coordinator)
Board Discussion
PAC Ehrlich reported that artist Wright has submitted the Texas certified engineer plans to the City
Engineering Department and received approval. (Sacred Fire and Ancestor). Ehrlich noted she had paid
the artist for the milestone. The next milestone would be the city permit.
C. Discussion regarding the materials for a booth set up for the Wylie events.

Board Discussion
PAC Ehrlich reported that this item had been tabled and board member Shank was in the process of revising
the design to include the city logo and the City of Wylie as part of the overall design. Due to late
communication by staff,board member Shank would have something to show the board at the next meeting.
D. Discussion regarding the 2024 Bluegrass on Ballard. (C Ehrlich, Public Arts
Advisory Board Coordinator)
Board Discussion
PAC Ehrlich reported that 65 applications had been approved and paid. She reported an additional 8 food
vendors approved. She stated that she expected full vendor capacity by mid-June.
REGULAR AGENDA
1. Consider and act upon, the Public Art Advisory Board minutes of March 21, 2024
Board Action
A motion was made by board member Shank, seconded by board member Jones to approve
the minutes of March 21, 2024 as presented. A vote was taken and the motion passed 6-0 with
board member Murdock absent.

Board Action
A motion was made by board member Treadwell, seconded by board member Shank to adjourn
the meeting at 6:40 pm. A vote was taken and the motion passed 6-0 with board member Murdock
absent.
