CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Bellah at 6:10 pm. Members present included: Gloria
Suarez, John Treadwell, Cassie Dyson, Joseph Murdock, and Anita Jones. Steve Shank was absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON -AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non -
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three (3) minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.
No citizens were present to address the board.
DISCUSSION ITEMS
1. Walking Trails Phase 1 Update (PAC Carole Ehrlich)
Board Discussion
PAC Ehrlich reported the artist Kay Antill and her husband had visited the site with the base contractor.
The Parks staff was also present and laid out the angle for the art piece. The date to begin installation will
be mid November 2023.
2. Discussion regarding the update and timeline for the Walking Trails Phase 2
for presentation to the Wylie City Council. Yoshi Wright, artist. (PAC
Ehrlich)
PAC Ehrlich addressed the board stating that the timeline for completion of the contract and all other items
for the City Council agenda will be for the November 14, 2023 Council meeting. She explained that Mr.
Wright had completed talks with a Texas Certified Engineer and found that with the mound the Sacred Fire
will be installed upon, compacted soils could be used if compacted properly. There would be no need for
pillars to hold the art or mound in place.

Timeline for completion of the project will be December 2024 for both art sites. The contract will not
exceed $80,000 for both art sites. Ehrlich encouraged all board members to be present for the Council
meeting of November 14, 2023.
3. Discussion regarding promotional materials for the board events. (Board
member Shank)
Board Discussion
No board discussion was completed due to the absence of board member Shank due to illness.
4. Update and discussion regarding the 2023 Wylie Arts Festival
Board Discussion
PAC Ehrlich gave a short report on the number of applicants received for vendor booths. She explained
that there were just a few booths left and suggested the selection panel meet at the next meeting to finalize
the event.
REGULAR AGENDA
1. Consider and act upon, the Public Arts Advisory Board Minutes of
September 21.2023 (Carole Ehrlich, Public Arts Advisory Board Coordinator)
Board Action
A motion was made by board member Treadwell, seconded by board member Suarez to approve
the Public Arts Advisory Board minutes from September 21, 2023 as presented. A vote was taken
and the motion passed 6-0, with board Shank absent.
2. Consider and act upon, the design, cost, and material for a promotional booth
to advertise Public Art at all City events (Carole Ehrlich, Public Arts Advisory
Board Coordinator)
Board Action
A motion was made by board member Treadwell, seconded by board member Jones to table the
item until the next regular meeting. A vote was taken and the motion passed 6-0 with board
member Shank absent.

ADJOURNMENT
Board Action
A motion was made by board member Treadwell seconded by board member Suarez to adjourn
the meeting at 6:45 p.m. A vote was taken and the motion carried 5-0, with board members
Treadwell and Jones absent.

2023 Wylie Arts Festival Review Panel
The review panel for this year's Wylie Arts Festival met immediately after the regular meeting of
the board. The board reviewed new vendors that had applied. The review completed at 7:38 pm.
