Meeting Minutes
●Stacie Smith welcomed everyone.
●Mayor Porter called the meeting to order at 7:34 AM.
●Dr. Vinson gave a district update:
○Both HS bands just returned from state UIL.
○Texas Education Agency released accountability standards yesterday.
○Texas Legislature is in Special Session 3.
○Bond voting - up from last bond election.
○Master facility plan (not in bond) - we are going to double the amount of our tennis
courts at WHS. They are among the few lighted courts in the area, which brings
tennis players from neighboring cities.
■There are a couple of different options for placement. One of the options
requires us to move our practice field. We would like to discuss a
partnership with the city to see if we could possibly turf an area of
Founders Park.
○Scott Winn shared that buses no longer are using the S-Curve. It will be shut down
for 18-24 months, beginning in November. As traffic increases, we may need to
reach out to Wylie PD or the City for assistance.
○Hensley & Woodbridge Intersection - We have worked with civil engineers, and we
are ready to go with sidewalk construction.
■The biggest concern is crossing traffic. Brent Parker shared that costs and
construction has been prohibitive for a traffic light there. Scott Winn
shared that we may need to place a temporary crosswalk.
○Shout out to Sachse for the crossing guard near Whitt!
●City of Wylie Updates
○Other projects: 544, Stone Road, Park.
○TxDot works on their own timetable. We know about when they’ll be here, but not
exactly the date/time and how long.
○Kansas City Southern has merged with Canada Pacific Kansas City Railroad. They
want to bring in a large parking area. Mayor Porter requested that community
members reach out to the company to ask that they work with the City to come up
with a solution that works for the community and the company.
○Warehouse on 78 and Wylie East is still determining how many tenants they want
to have. They are working through it now. It also will be affected by the railroad
change.
●City of Sachse Updates
○Mayor Bickerstaff gave praise to the Wylie bands. They’ll be recognizing the bands
at City Council meetings soon.
○He also gave thanks to Wylie ISD staff at the Sachse v. Wylie game last week.
Handling the storm and safety of participants was appreciated.
○City Manager Nash
■No big updates with Merritt Road. Working with Congressman to not have
to redo design.

■Asking for thoughts on Guard Program?
●Brian Kelly shared that the experience so far has been positive.
Issues that have come up with the guards have been rectified
quickly. They have also helped with several issues on campuses
quickly and appropriately.
●There are some guards who are great and some who are not.
●We are still evaluating the program.
●Immediate need required us to use the guard programs to be in
compliance, but we do plan to pull our local PDs together to review
and plan the future of this program.
■Chief shared that there are some citizen concerns with some of the guards.
●City of Murphy Updates
○Chief Chandler introduces new councilmember Deel.
○Murphy is in search of a City Manager. They have 4 finalists.
○Next council meeting will have a final plat for HEB on 544 & McCreary.
●City of Lavon Updates
○7500 people
○Election coming up next week. There are two opponents to the incumbent.
○Several construction projects are happening.
○Working on a light at 78 and Burnett. (TxDot)
●No City of St Paul representatives.
