08-24-2009 (Parks & Recreation) Minutes Wylie Parks and Recreation Board CITY OF WYLIE Minutes Wylie Parks and Recreation Board Monday, August 24, 2009—6:30 pm Wylie Municipal Complex—Council Chambers 2000 Highway 78 North CALL TO ORDER Announce the presence of a Quorum. Chairman Anne Hiney called the meeting to order at 6:35 p.m. Board Members present were: Chairman Anne Hiney, Vice-Chair Donna Larson, Dan Chesnut, Jim Ward and Gary Robas. Absent members were: David Willey, Brandi Lafleur. Staff members present were: Parks & Recreation Superintendent Bill Nelson, Parks & Recreation Assistant Superintendent Robert Diaz and Parks Secretary Sara Kisely. CITIZENS PARTICIPATION None. BUSINESS ITEMS 1. Consider and act upon approving the Minutes from the July 27, 2009 Meeting. Board Action Vice-Chair Larson motioned to pass the July 27, 2009 minutes and Board Member Robas seconded. A vote was taken and passed 5-0. 2. Consider and act upon approving a request from Chili's Grill and Bar for a Volleyball Tournament Fundraiser at Community Park on Sunday, 09/20/2009 from 9am to 2pm. Staff/Board Discussion Kelley Bunyan from Chili's Grill and Bar Wylie#991 located at 1600 E FM 544 presented this item to have a Volleyball Tournament Fundraiser at Community Park on Sunday, Minutes—August 24,2009 Wylie Parks and Recreation Board Page 1 of 3 September 20, 2009 from 9am —2pm. One hundred percent of the proceeds to register for the tournament will go to St Jude's Children's Research Hospital® a nonprofit organization. They wilt have donated beverages available for players and attendees where all donations collected will go directly towards the cause. Board Action Board Member Ward motioned to pass the Volleyball Fundraiser and Vice-Chair Larson seconded. A vote was taken and passed 5-0. DISCUSSION ITEMS 1. Matt Rose, President of the Wylie Baseball Association, to address the board regarding new rental fees on park pavilions. Staff/Board Discussion Matt Rose residing at 1507 Windward Ln, Wylie presented this item to the board on behalf of the Wylie Baseball Association a nonprofit organization. Mr. Rose is concerned the new city ordinance for pavilion rental fees is a hindrance to the nonprofit organizations. The Board informed Mr. Rose that the fees are comparable to surrounding cities and approved by the City Council. Board Member Ward mentioned the grandfathering in of the Boy and Girl Scouts of America. Board Chair Hiney stated there was no intention of hurting the nonprofit organizations and that the fees were reasonable and fair. Board Chair Hiney stated if the fee becomes a hardship for the Wylie Baseball Association then they may revisit the issue with City Council. Mr. Rose may address this item to the City Council in the future. 2. Park Acquisition and Improvement Budget update. Staff/Board Discussion This item was requested by Board Chair Hiney and presented by Board Liaison Nelson. The Board reviewed progress of parkland dedication year to date. Funds are budgeted over the Central, East, and West Zones. Next year the central zone is budgeted for a slide in Southbrook Park based on homeowner requests. Staff decided to wait on budgeting additional items in order to use excess funds as matching for grant money. 3. Discuss setting of date to tour parks. Staff/Board Discussion The Board discussed dates to tour the city parks. Consideration was taken for weather, daylight savings time, and the new city hall construction progress. It was agreed upon that the Board would meet at Bart Peddicord Community Center on October 17, 2009 at 9:00 am. Arrangements would be made by parks for transportation. Staff/Board Discussion Items included in the main budget for Founders Park are: • The sodding of the two large soccer fields. • Playground Shade Structure/Picnic Pavilion • Eight shade covers for the four new bleachers and four existing bleachers. • Ten foot wide trail expansion at the existing soccer fields. • Eight foot wide trail addition at the existing soccer fields. The parking lot has been changed due to safety issues and Fire Department Requirements. Staff will be in touch with Haiff Associates to determine if the picnic pavilion will be a custom design or prefabricated. Staff anticipates construction beginning in October 2009. Construction should last between eight to ten months and is scheduled for completion in July 2010. ADJOURNMENT A motion was made by Board Member Chesnut to adjourn and Vice-Chair Larson seconded motion; consensus of the Board was to adjourn. The Board adjourned at 7:38 P.m.
