CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Esther Bellah at 6:02 pm. Members present included: Board
members Afshan Khan, Cassie Dyson, Chantelle McMurrian, and Steve Shank. Board member Manoj
Padhi and Gloria Suarez were absent.
PAAB Coordinator Carole Ehrlich was also in attendance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non-
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)minutes.
In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen
participation.
No citizens were present to address the board.
DISCUSSION ITEMS
All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one
motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A. Discussion and Overview of the 2024 Bluegrass on Ballard including revenue.
Board Discussion
PAC Ehrlich reviewed the revenue from the event stating that$15,035. was raised from food vendors and
craft vendors. She reported that a survey was completed after the event and the three most noted comments
were to do with the heat and wanting the event to be moved to another month where the weather would be
tolerable. The second had to do with the length of the event and wanting to have a shorter day. Ehrlich
noted that most buyers were done and listening to the music by 4:00 pm and vendors were required to stay
until after 9:00 pm with no one buying. The third issue was the amount of jewelry vendors. Ehrlich
explained that due to the weather many of the art festival vendors with a large mixture of items did not
want to be in the heat all day. This contributed to many of the same types of vendors.

B. Discussion and update regarding the progress of the two 2024 art pieces by
Yoshi Wright (C Ehrlich, Public Arts Advisory Board Coordinator)
Board Discussion
PAC Ehrlich reported that the artist was waiting for the large piece of stone to arrive so he could begin
sculpting for the project"Sacred Fire". He reported he was unsure if he could make the deadline of
November but was trying his best to do so. Part of the issue was the length of time to get the permit
approved and engineering took some time as well.
C. Discussion regarding the 2024/2025 Walking Trails, Phase 3 (1)project

Staff/Board Comments
PAC Ehrlich reported that she had received an unclear price from artist Sonny Behan. She noted that Artist
Behan was only willing to provide the deer sculpture due to budget constraints. He needed to provide the
model to the foundry before he could get a firm price. She reported that management had approved the
model for$3,500 and Behan would be working on this during the month of August-September.
Currently the City is waiting for the completed model and will then give payment to the artist. The artist
thought he could stay within the 11-month completion date of November 2025 for installation.
D. Discussion and direction regarding the Walking Trails Art Phase 3 (2)

Board Discussion
PAC Ehrlich reported, due to artist Behan only committing to one art design,it would be important to have
an addition call to artists to acquire a second art piece for 2025. She asked the board if they had any direction
as to the theme for the additional piece that could be included in the call. The board asked that the theme
be connected to the hunter; a Native American that hunted the area during those early days and hunted the
white tail deer. They felt this was important because of the Behan's art piece of the white tail deer and
arrows depicting the hunt.
PAC Ehrlich responded and confirmed she would create the call to specifically address the Native American
tribes that hunted the white tail deer.
E. Discussion regarding the promotional materials for a booth set up for the Wylie

PAC Ehrlich reported that this item had been tabled and board member Shank was in the process of revising
the design.

A motion was made by board member Bellah, seconded by board member Shank to appoint
Cassey Dyson as Chair for the FY 2024-2025. A vote was taken and the motion passed 5-0

3. Consider and act upon a Vice Chair for the 2024-2025 FY year
Board Action
A motion was made by board member Shank, seconded by board member Chantelle to appoint
Esther Bellah as Vice Chair for the FY 2024-2025. A vote was taken and the motion passed 5-

Description of Public Art Project
The Public Arts Advisory Board of the City of Wylie, Texas seeks to commission one original art
works functionally, philosophically, and artistically integrated with the spaces provided for the
Municipal Complex Walking Trails. The walking trails are located in a portion of the Texas
Blackland Prairie region. The Blackland Prairie region extends from Sherman to New Braunfels,
Texas.
The Municipal Walking Trails are expansive and currently encompass three miles.There are plans
to extend the trails into additional areas a dog park and splash park for children has also been
constructed around the trails. Placement of the proposed piece will be along the walking area of

The Blackland Prairie region, rich in natural resources and diverse wildlife, was historically
inhabited and utilized by various Native American tribes, including the Caddo, Comanche, and
Wichita.These tribes were adept hunters and gatherers, relying heavily on the white-tailed deer
for sustenance. The white-tailed deer provided a vital source of food, with its meat being a
dietary staple. Beyond nourishment, the deer was integral to the daily lives of these tribes; its
hide was used to craft clothing and shelter, while bones and antlers were fashioned into tools
and weapons. This multifaceted use of the white-tailed deer highlights the resourcefulness and
deep connection these tribes had with the land and its fauna. We seek to honor this rich history
and cultural significance through our upcoming sculpture, which will pay tribute to the ingenuity
and enduring legacy of the Native American tribes that hunted the Blackland Prairie.
Works should include creativity, resilience, hope and remembrance through sculptures of the
Native American Tribes that hunted the area.
A current commissioned project is the white tail deer in bronze. To couple this current project,
we are looking for a Native American hunter.
An archeological dig was performed in 2009, prior to the city complex construction and reports
from that research are available to assist artists.
Budget The budget for this project is $60,000.The fee includes: artist's fee, travel during
fabrication and installation, Texas Certified Engineering Plans, materials, base construction,
fabrication, transportation, documentation, insurance, permit fees (waived), and lighting.
Selection Process — The Art Selection Panel will include 1-2 community members, 1-2
professional artists or experienced art coordinators, a representative from the Parks and
Recreations Department and a representative from the Public Arts Advisory Board, also on the
panel will be the CEO of Tribal Grant Writing, formerly associated with the Urban Inter-Tribal
Center of Texas. Submissions of qualifications will be reviewed by city staff. The Art Selection
Panel will narrow the field to 2-3 semi-finalists for the project. The semi-finalists will be invited
for a site visit, dialogue with the community, and if they wish, a period of time spent with staff.
They will then be asked to develop a conceptual approach (Maquette) for the artwork and make
a presentation in person of their proposal, for which they will be given an honorarium of$500.
The Art Selection Panel will rank the finalists for recommendation to the Public Art Advisory
Board, Staff and to the Wylie City Council. Upon approval, the artist will be awarded a contract.

consultants, family members, etc. will not be considered. City of Wylie employees, as well as
selection panelists and their immediate family members are not eligible for participation.
