CALL TO ORDER
The meeting was called to order by Chair Cassie Dyson at 6:05 pm. Members present included: Board
members Manoj Padhi, Chantelle McMurrian, Steve Shank, Gloria Suarez, and Afshan Khan. Board
member Esther Bellah was absent.
PAAB Coordinator Carole Ehrlich and Parks and Recreation Supervisor Julie Pannell also attended.
COMMENTS ON NON -AGENDA ITEMS
Any member of the public may address Council regarding an item that is not listed on the Agenda. Members of the
public must fill out a form prior to the meeting in order to speak. Council requests that comments be limited to three
minutes for an individual, six minutes for a group. In addition, Council is not allowed to converse, deliberate or take
action on any matter presented during citizen participation.
No citizens came forward.
DISCUSSION ITEMS
All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by
one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A. Discuss and review of 2024 WAF vendor applications and update on event
Board Discussion
PAC Ehrlich reported 50 vendor applications have been approved with another 130 applications to review
with the selection panel after the meeting. Three food vendors have been approved and PAC Ehrlich will
continue to update the board as more food vendors are added. It was confirmed the selection panel
consists of board members Shank, McMurrian, and Khan.
B. Discussion regarding Phase 2, Walking Trails (Yoshi Write) update
Board Discussion
PAC Ehrlich reported she had not heard back from artist Yoshi Wright since the last meeting but she has
reached out and will get back to the board via email once she receives an update.
C. Discussion/update regarding Phase 3, Walking Trails Art, (Sonny Behan)
Board Discussion
PAC Ehrlich reported she reached out to Behan and let him know there would be a new call for a native
american hunter with a budget of 60K. Behan responded that he would still only be interested in doing the
white-tailed deer and would not be submitting for the new call.
D. Discussion regarding promotional items for events and costs
Board Discussion
The board discussed the new designs submitted by board member Shank that changed focus from Wylie
Public Arts Advisory Board to promotions of Wylie Arts and an updated white background. PAC Ehrlich
informed new board members these items would be used during the Bluegrass and Arts Festival to bring
attention to public art. Consensus of the board was moving forward with the design and acquiring
associated costs. Board member Shank will present the full design and updated costs at the next meeting.
REGULAR AGENDA
1. Consider, and act upon, The Public Arts Advisory Board minutes from 7-18-2024
Board Action
A motion was made by board member Shank, seconded by board member McMurrian to approve the
minutes of July 18, 2024 as presented. A vote was taken and the motion passed 6-0 with board member
Bellah absent.
2. Board members will review the Call for Artists for the Phase 3 (2) Walking Trails art for
installation in 2025. Included in the review and consideration will be the budget for this art
project.
Board Action
A motion was made by board member Shank, seconded by board member Suarez to approve the call for
artist and budget as presented. A vote was taken and the motion passed 6-0 with Bellah absent.
3. Consider, and act upon, a selection panel for the 2025 Call for Artists-PPhase 3 (2) Walking
Trails
Board Action
A motion was made by board member Shank, seconded by board member Suarez to approve the selection
committee including as listed artists Nishu Sinha and Barton Dommer or an artist from the Already Been
Chewed design company, citizens Barbara Makrs, and Mumtaz Afzal, PAAB member Chantelle
McMurrian, Parks and Recreation representative Carmen Powlen, and CEO of Tribal Grant Writing
Jeremy Zhan. A vote was taken and the motion passed 6-0 with Bellah absent.
ADJOURNMENT
Board Action
A motion was made by board member Shank, seconded by board member Suarez to adjourn the meeting
at 6:52 pm. A vote was taken and the motion passed 6-0 with Bellah absent.
At 6:58pm the review panel of three members of the Public Arts Advisory Board met to review
applications for the 2024 Wylie Arts Festival.
