The meeting was called to order by Chair Cassie Dyson at 6:08 pm. Board members present included:
Afshan Khan, Chantelle McMurrian, Manoi Padhi, and Steve Shank. Board members Esther Bellah, and
Gloria Suarez were absent.
PAAB Coordinator Carole Ehrlich and Parks and Recreation Supervisor Julie Pannell also attended.

No citizens came forward.
DISCUSSION ITEMS
All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by
one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A. Final plans and discussion regarding the 2024 Wylie Arts Festival
Board Discussion
PAC Ehrlich discussed board member volunteer duties and assignments for the day of the event.
B. Discussion regarding Phase 2, Walking Trails (Yoshi Write) update
Board Discussion
PAC Ehrlich reported artist Yoshi Wright is just about through with Sacred Fire, and he will be paid
another milestone once pictures of completion are sent. Ancestors should be fabricated by the end of
December with a proposed dedication sometime in the spring of 2025.
C. Discussion/update regarding Phase 3, Walking Trails Art, (Sonny Behan)
Board Discussion
PAC Ehrlich presented photos of the completed maquette from artist Sonny Behan. The board reviewed
quotes for two options of the proposed piece, one at 56" tall and the other at 49.25" tall.
D. Discussion regarding the Call for Artists Phase 3 (2)

Board Discussion
PAC Ehrlich reported the three semi-finalists will be presenting on December 11 th, and immediately
following the decision of the selection panel, the board will meet and approve a recommendation to the
City Council in January 2025.

Board Action
A motion was made by board member Shank, seconded by board member McMurrian to approve the
minutes of October 17, 2024, as presented. A vote was taken and the motion passed 5-0 with board
members Bellah, and Suarez absent.

meeting at 6:47 pm. A vote was taken and the motion passed 5-0 with board members Bellah, and Suarez

I make a motion to approve and recommend to the Wylie City Council for the Municipal Walking Trails, Phase
3, Sonny Behan as the final artist and design not to exceed $59,190; including direction to staff to prepare a
contract to commission the art.
The Municipal Walking Trails, Phase 3 will consist of two sculptures depicting the white tail deer by Sonny
Behan and a second artist to create the Native American hunters that traversed the Blackland Prairies.
Throughout history the favorite game animal hunted by native American men was the white-tailed deer. Deer
provided most of the meat as well as hides, antlers, sinew and bones for tools and clothing. Deer also figured
prominently in their dance and symbolism.
Staff recommends final action by the board for the Phase 3 artist recommendation to the Wylie City Council.
The theme will continue to depict the rich history of the Blackland Prairie over the past 15,000 years which the
Municipal Complex and trails are part of.

There were a few tribes that hunted the white tail deer in this area of the Backland Prairie. The Caddo, Wichita,
Comanche were prominent tribes in the Blackland Prairie, other groups such as the Tonkawa, Kiowa, Osage,
Kickapoo, Delaware (Lenape), Waco, Shawnee, Kichai, Tawakoni, and Anadarko also inhabited or traversed the
region, contributing to its rich cultural mosaic and diverse ecological heritage.
Staff recommends final action by the board for the Phase 3 artist recommendation to the Wylie City Council.
