CALL TO ORDER
Vice Chairman Dennis Larson called the meeting to order at 6:32PM. Present with Vice
Chairman Larson were, Commissioner Ruthie Wright, Commissioner Willie Osborne,
Commissioner David Dahl and Commissioner John Manganilla. Commissioner Ramona
Kopchenko arrived late and Chairman Phillip Johnston was absent.
Staff present was Charles Lee, Senior Planner, and Mary Bradley, Administrative
Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Manganilla led the Pledge of
Allegiance.
CITIZENS COMMENTS
Vice Chairman Larson opened the Citizens Participation. With no one approaching the
Commissioners, Vice Chairman Larson closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the October 6, 2009,
Regular Meeting.
A motion was made by Commissioner Osborne, and seconded by Commissioner Wright,
to approve the minutes from October 6, 2009 Regular Meeting, as submitted. Motion
carried 5 —0, with Commissioner Kopchenko arriving late.

Action Agenda
1. Consider and act upon approval of a Site Plan for Wylie Elementary
School Na 10, Block A, Lot 1, for a proposed 71,172 square foot
educational facility on 11.04 gross acres. Generally located west of FM
544 and north of Elm Drive extension.
Mr. Lee stated that the applicant is Wylie Independent School District, and the proposed
Site Plan is for an elementary school. The proposed site is located approximately 650
feet west of FM 544, and will be accessible via proposed extension of Elm Drive to the
east connecting with FM 544.
The property was zoned in July 2005 within Planned Development 2005-24, to
accommodate a 185 acre Single Family Residential development.
The applicant, Wylie Independent School District will be responsible for dedication and
construction of sixty-five foot right-of-way extension of Elm Drive. The location will be
from unincorporated area along western boundary of tract extending 1,200 feet east and
connecting at a T-intersection with FM 544.
The Preliminary Plat is on the current agenda for consideration.
The Commissioners expressed concern of traffic on Elm Drive and FM 544. Mr. Ronny
Klingbeil, RLK Engineering, 111 W Main, Allen Texas, representing the Engineer for the
proposed property, stated that the portion of Elm Drive to the west, not included within
the Planned Development is not within the city limits. When the property was zoned, the
Planned Development Conditions allow streets to have bar ditches and no curb roadways.
Mr. Klingbeil stated that the proposed Site Plan for the elementary school will include
curb roadways and no bar ditches, as well as a meandering sidewalk. Mr. Lee stated that
Elm Drive abutting to FM 544 will be a collector street. Elm Drive extension will be
completed prior to the school opening.
The Commissioners desired for the city engineer to accelerate widening of FM 544. Mr.
Lee stated that he would pass the concern on to the city engineer.
Mr. Klingbeil stated that the drop off lane branching off Elm Drive will be one way,
counter clockwise.
A motion was made by Commissioner Dahl, and seconded by Commissioner Osborne, to
approve the Site Plan for Wylie Elementary School No. 10, Block A, Lot 1, for a
proposed 71,172 square foot educational facility on 11.04 gross acres. Generally located
west of FM 544 and north of extension of Elm Drive. Motion carried 6-0.
2. Consider a recommendation to the City Council regarding a Preliminary
Plat for Wylie Independent School District Elementary School No 10,

Mr. Lee stated that the applicant is proposing to develop an elementary school facility, which
will be the tenth in the district. The Site Plan is on the current agenda for consideration. The
Plat dedicates sixty-five (65) feet width and approximately 1,250 linear feet of right-of-way
for the extension of Elm Drive from the adjacent unincorporated property on the west
extending east and connecting with FM 544.
With no questions for the applicant or Staff, a motion was made by Commissioner Osborne,
and seconded by Commissioner Manganilla, to recommend approval to the City Council
regarding a Preliminary Plat for Wylie Independent School District Elementary School No
10, Block A, Lot 1 on 11.04 gross acres, generally located west of FM 544 and north of Elm
Drive extension. Motion carried 6-0.
MISCELLANEOUS
Mr. Lee reminded the Commissioners that October was National Community Planning
Month and to vote on the Art Work submitted by the Wylie Independent School District
fifth and sixth graders. The Commissioners were encouraged to vote on the Superior,
First Class and Best.
ADJOURNMENT
A motion was made by Commissioner Manganilla, and seconded by Commissioner
Wright, to adjourn the meeting at 7:00PM. All Commissioners were in consensus.

Discussion

The subject property is located adjacent to the Regency Industrial district east of Hooper Road and approximately
410 feet south of Steel Road and totals 1.71 acres. The property is currently zoned Agricultural/30 and has been
used for single-family homesteading and agricultural uses. A natural drainage channel (creek) bisects the middle of
the property running in a northwesterly direction.
Light Industrial districts are intended to provide for less-intensive assembly, warehousing and distribution of
products from previously prepared materials and parts. The primary focus should be industrial and commercial uses
that serve regional, state and national markets. The applicant proposes automotive paint and body repair facility,
which is designated/defined as an Automotive Repair, Major use by the Zoning Ordinance. Auto Repair, Major use
is defined as a facility used for maintenance, repair, and restoration or rebuilding of vehicles under 6,000-pounds
gross vehicle weight. This includes engine rebuilding, bodywork and painting.
City Council voted to amend the Zoning Ordinance to allow Automotive Repair, Major uses within the Light
Industrial zoning district by Specific Use Permit (SUP). An SUP provides a means of oversight and evaluation by
the Commission and City Council of certain uses as to its probable effects upon adjacent properties and the
community's welfare by assuring appropriateness and compatibility with surrounding land uses.

The applicant is requesting to develop the front portion of the property with the addition of a 3,375 square foot, one
story body shop. The site plan is on the current agenda for your review. As reflected on the zoning exhibit, the
applicant proposes a one-story building on the site with overhead bay doors oriented towards the north and south.
Access will be provided via Hooper Road and the applicant proposes limited outdoor storage to be screened with 7'
high fence.
The proposed redevelopment of the property shall be in compliance with current nonresidential design requirements
including exterior building material, site and landscape designs.
The Comprehensive Plan designates Light Industrial uses for the area of this request. Surrounding properties to the
north and west are zoned Light Industrial and are either vacant or transitioning for commercial or industrial uses.
Water and sanitary sewer services are available for development of the property consisting of 8" sewer service line at
the front of the property and 8" water line on the east side of Hooper Road. The front half of the property is
generally flat and gradually slopping towards the natural channel. According to City Engineer, no right-of-way
dedication is necessary for Hooper Road at this time. The Zoning Exhibit shall serve as the preliminary plat, subject
to City Council approval of the rezone request.
In summary, the request for Light Industrial with SUP to redevelop the property for Auto Repair, Major facility is
generally consistent with Light Industrial designated land uses. Therefore, the applicant's request for Light
Industrial with SUP to operate such facility within LI is acceptable subject to adequate landscaping and other
safeguards to ensure possible effects of such use will not be detrimental to the surrounding properties. Staff
recommends approval. Approval of Site, Landscape, Elevation Plans and Platting are required prior to
commencement of development of the property.
Notification/Responses: Eleven (11) notifications were mailed, with one written response returned opposing the
request, and no written responses returned in favor of the request at the time of packet distribution.

Hooper Road and approximately 410 feet south of Steel Road.
Discussion
The applicant is proposing to develop a 3,375 square foot, single story auto body shop on 1.717 acres located
east of Hooper Road and approximately 410 feet south of Steel Road. The property is currently zoned
Agricultural/30 and abuts the Regency Industrial District. The site was formally used for agricultural purposes
and the immediate area is transitioning from agricultural into light industrial & commercial uses. A rezoning
request for Light Industrial classification with an SUP for auto repair, major is on the current agenda for your
consideration.
Other characteristics of the site include a natural drainage channel bisecting the property and running along its
northern boundary. The front '/Z of the site is generally flat, gradually slopping towards the creek with mid-size
native trees and foliage along the channel. Controlled access (sliding gate) to the facility is provided via
driveway and dedicated fire lane easement along Hooper Road. In addition, the site provides for a dedicated
area for outdoor open storage.
The applicant proposes three-3" caliper cedar elm trees along the frontage and complimentary 6' holly
shrubbery along the frontage of the building. The exterior building materials will consist of 100% brick and/or
stone facade. Five bay doors will face the north with one additional bay door facing the south.
This item, as presented generally conforms to the City's Non-residential design standards and is therefore
recommended for approval subject to Planning & Zoning Commission's recommendation and subsequent City
Council approval for the applicant's rezone request.
