CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:10 p.m. Staff liaison Ehrlich reported that board member Terry
LeGrand had not responded to the e-mails and letters regarding the meeting timeline. Founder's Park
panel members present were: Bill Nelson, Charles Flesch, Anne Hiney, Suzanne McCord, Pam Wells,
Mike Rutan, and Ashley Burt.
Special guests included Mayor Eric Hogue and Councilwoman (PAAB Board member Kathy Spillyards.
Staff present included and Carole Ehrlich, City Secretary.
PRESENTATION AND DISCUSSION ITEMS
❑ Presentation and Review of the Call for Artists for the Public Art CIP
Project for Founder's Park. (C. Ehrlich, Board Liaison and Art Consultant, Sharon
Leeber)
Executive Summary
Public Art Board Liaison Carole Ehrlich introduced art consultant Sharon Leeber and guests Councilwoman Kathy
Spillyards and Mayor Eric Hogue. Each panel member introduced themselves. Ehrlich explained that the second
CIP project, the Public Arts Advisory Board will complete is Founder's Park. This project has a 1% for art budget
of $54,700, of which $38,000 has been budgeted for the artist call. Pursuant to the Wylie Public Arts Guidelines
Plan, a selection panel was appointed to serve for this project and recommend artists to be considered to the
Public Arts Advisory Board and final approval of art design and contract by the Wylie City Council. She asked art
consultant Sharon Leeber who was contracted to consult on the project to introduce each artist to the panel.
Art consultant Sharon Leeber introduced each artist that had submitted previous work for the Founder's Park art
project. She reviewed with the panel the history of the artist and the works they have commissioned for public art,
they included:
Josh Garber, Elwood Rick, Michelle O'Michael, Hunter Cross, David and Bre Harris, Terrance Karpowicz, Cecilia
Leuza, Richard Mansfield, Shannon, Niehus, Bosmat Niron, Winston Tite and Margaret Warren.
BUSINESS ITEMS
1. Consider and act upon the minutes from the October 12, 2009 Founder's Park Selection
Panel Meeting. (C. Ehrlich, PAAB liaison)
Panel Action
A motion was made by panel member Charles Flesch, seconded by panel member Anne Hiney to
approve the minutes from the October 12, 2009 Founder's Park Selection Panel Meeting with one
correct. (Delete the attendance of Mindy Manson). A vote was taken and the motion passed 5-0 with
panel members Pam Wells and Mike Rutan absent.
2. Consider and act upon ranking of the three semi-finalists and recommending the first
ranked artist to the Public Arts Advisory Board for the Founder's Park CIP Art Project. (C.
Ehrlich, PAAB staff liaison)
Panel Discussion
Panel members discussed the maquettes from each artist. Members also complemented each artist on their
exciting creativity and willingness to travel to the city to present their proposals. Members voiced some concerns
with regard to accessibility of some artists and permitting issues addressed during the initial presentations.
0. ... Members each gave their opinions on the specific art in relation to specifications requested within the call such
as; interactive, fun, and playful. Each member discussed their opinions regarding appropriateness to the site of
each proposal. Members also voiced concerns with regard to dimensional aspects of some of the work and high
maintenance and/or possible restoration of some of the art work.
Panel Action
A motion was made by panel member Charles Flesch, seconded by panel member Suzanne McCord to
rank the semi-finalists in the following order to the Public Arts Advisory Board: Josh Garber, first choice,
Bosmat Niron, second choice, and Ellwood Risk, third choice. A vote was taken and the motion passed
3-2 with Charles Flesch, Suzanne McCord for and Ashley Burt and Bill Nelson voting against.
ADJOURNMENT
Panel Action
A motion was made by panel member Bill Nelson, seconded by panel member Anne Hiney to adjourn
the meeting at 9:05 p.m. A vote was taken and the motion passed unanimously.
