Announce the presence of a Quorum.
Justin Strauch called the meeting to order at 7:00 p.m. The following Library Board members were
present: Justin Strauch, Zachary Todd, Toshia Kimball, Irene Chavira, Brian Ortiz, Monica Munoz &
Ofilia Barrera Board Liaison. Board members not present: Roberta Schaafsma

WORK SESSION—DISCUSSION ITEMS
WSI.2024 Achievement of Excellence in Libraries Award.
Ofilia Barrera shared briefly about the Achievement of Excellence in Libraries Award. This is the fifth
year in a row the library has been a recipient and a proclamation will be made at the City Council meeting
on April 22, 2025 at 6:OOpm. All board members are invited to attend.
WS2.Review Strategic Plan 2025-2030.
The Board was provided with the Strategic Plan encompassing the goals and priorities for the next five
years.

commemorating Priscilla Warren.
WS4. Review Monthly Report.
Ofilia Barrera walked the Board through the information in the Monthly Report for the period of January
23,2025 to February 19, 2025.Particular attention was given to the installation of new facility doors and
the planning for the Ramadan event.
WS5. Upcoming Library Programs.
Ofilia Barrera presented a list of upcoming programs and events for the month of March and indicated
one program to be added is Library Loops, a knitting group meeting on Thursdays from 2:00pm to
4:00pm in the Conference Room.

A motion was made by Toshia Kimball, seconded by Monica Munoz,to adjourn the meeting at 7:32 p.m.

Whereas, the Smith Library staff assists adults in lifelong learning by offering
opportunities for education, employment, entrepreneurship, empowerment and
engagement, as well new services that connect closely with patrons' needs; and

Hello,
The Texas State Library and Archives Commission has received notice from the Institute of
Museum and Library Services (IMLS) that IMLS staff are no longer available to respond to
questions about the availability of federal funds used to support TSLAC programs for libraries,
including the annual Interlibrary Loan Lending Reimbursement Program. Without information on
the status of these funds, we are notifying libraries that we do not anticipate awarding ILL lending
reimbursement grants for SFY 25.
Thank you for your patience and understanding as we seek additional guidance and clarification on
federal funds; the agency is looking at options for the remainder of the current state fiscal year and
will update libraries as soon as we have more information to share.
