CALL TO ORDER
Chairman Johnston called the meeting to order at 6:30PM. Present with Chairman
Johnston were, Commissioner Ramona Kopchenko, Commissioner Ruthie Wright,
Commissioner David Dahl and Commissioner John Manganilla. Commissioner Willie
Osborne and Vice-Chairman Dennis Larson were absent.

Staff present was Jasen Haskins, Assistant Planner, Chris Holsted, City Engineer, and
Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Wright gave the invocation and Commissioner Dahl led the Pledge of
Allegiance, and Commissioner Kopchenko led the Texas Pledge.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the September 1,
2009, Regular Meeting.
A motion was made by Commissioner Dahl, and seconded by Commissioner Manganilla,
to approve the minutes from September 1, 2009 Regular Meeting, as submitted. Motion
carried 5—0.

Action Agenda
1. Consider and act upon approval of a Site Plan for Newport Harbor Ground
Storage and Pump Station, Block A, Lot 1 on one lot on 1.192 acres,
generally located north of Anchor Drive and Spinnaker Way adjacent to
Newport Harbor Subdivision.
Mr. Haskins stated that the Site Plan proposing a two million gallon water tank will be
approximately thirty-six feet in height. Access to the site is provided from southern
property line via the alley behind the home facing Anchor Drive.
A Final Plat for the property is on the current agenda for consideration.
Mr. Hoisted stated that the water tank is surrounded by residential homes on the west,
east and north. On-site parking will be provided on Spinnaker during construction. The
City of Wylie maintains the alley, and will oversee the construction of the proposed water
tank. Eventually, in several years the existing tank will be replaced by a million gallon
tank. The contract for the proposed is to remove the existing tank, and construct two
million gallon water tank. There are two architectural bids; one for the color of the tank
and the other is for a more elaborate decorative tank.
A motion was made by Commissioner Manganilla, and seconded by Commissioner
Wright, to approve the Site Plan for Newport Harbor Ground Storage and Pump Station,
Block A, Lot 1; for water utility and infrastructure upgrades on one lot on 1.192 acre,
generally located north of Anchor Drive and Spinnaker Way adjacent to Newport Harbor
Subdivision. Motion carried 5 —0.
2. Consider a recommendation to the City Council regarding a Final Plat for
Newport Harbor Ground Storage and Pump Station, Block A, Lot 1,
establishing an industrial lot on 1.1962 acres and designating utility
easements on the property. The property is generally located north of
Anchor Drive and Spinnaker Way adjacent to the Newport Harbor
Subdivision.
Mr. Haskins stated that the Final Plat represents the property for the Site Plan considered on
the current agenda. The property is 1.1962 acres and the zoning was approved in January
2009 (Ordinance 2009-01)to allow for public utility uses.
Mr. Hoisted stated that the landscaping within the North Texas Water Municipal District
easement will be moved and approved by NTWMD. Typically NTWMD recommend no
large trees within their easement.
A motion was made by Commissioner Kopchenko, and seconded by Commissioner
Manganilla, to recommend approval to the City Council regarding a Final Plat for Newport
Harbor Ground Storage and Pump Station, Block A, Lot 1, establishing an industrial lot on
1.1962 acres and designating utility easements on the property. The property is generally
located north of Anchor Drive and Spinnaker Way adjacent to the Newport Harbor
Subdivision. Motion carried 5 —0.

3. Consider and act upon approval of a Conceptual Site Plan for a multi-family
development on a single lot consisting of 1.350 acres, generally located at the
southwest corner of Cotton Belt and Fleming Drives.
Mr. Haskins stated that the applicant, Habitat for Humanity is proposing a multi-family
development on a single lot. The Cotton Belt Duplexes Addition will accommodate five
individual buildings 2,420 square feet in size.
The proposed is a Conceptual Site Plan. A Final Plat along with a Final Site Plan will be
considered at a future date.
The Commissioners expressed concern of the traffic on Fleming. Mr. Holsted stated that
there is no major concern for traffic. A traffic study was completed on Fleming, and
Westgate and Fleming is a collector street. The traffic reduces going east on Fleming
towards Cotton Belt and the proposed plan will slightly increase but not significantly.
Mr. Richard Taylor, 1400 Summit, Plano, Texas, represented Habitat for Humanity,
stated that there will be no lengthy gap between construction of the development. The
construction time frame is approximately a two-year time frame.
Ms. Penny Diaz, P.O. Box 861208, Plano, Texas, represented the architect for Habitat for
Humanity, stated that the development will look like a duplex but function as a
condominium and be maintained by Homeowner's Association.
Chairman Johnston recommended for landscaping to have a variety of trees instead of
just one type of tree throughout the development. Ms. Diaz concurred to have a variety
of trees.
The Commissioners expressed concern for the homeowner's association organization and
the ability of the homeowner's paying the fees for a homeowner's association. Mr.
Taylor stated that an attorney will be appointed to consider all the issues for a formal
homeowner's association.
A motion was made by Commissioner Dahl, and seconded by Commissioner Manganilla,
to approve a Conceptual Site Plan for a multi-family development on a single lot
consisting of 1.350 acres, generally located at the southwest corner of Cotton Belt and
Fleming Drives. Motion carried 5—0.
MISCELLANEOUS
Ms. Bradley reminded the Commissioners that October was National Community
Planning Month. The Wylie Independent School District fifth and sixth graders have
submitted Art Work, which is displayed throughout the Complex. The Commissioners
were encouraged to vote on the Superior, First Class and Best.

ADJOURNMENT
A motion was made by Commissioner Manganilla, and seconded by Commissioner
Wright,to adjourn the meeting at 7:03PM. All Commissioners were in consensus.
