Regular Board Meeting

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:35 p.m. by Chairman Stewart Matthews. Members in attendance
were board members Ashley Burt, Kathy Spillyards, and Alvaro Salinas. Board members Thomas
Gaudreau, Polly Harrison and Erin Dougherty were absent.
Staff present included Carole Ehrlich, board liaison/secretary, Sharon Leeber, art consultant and
Ellwood Risk, artist and semi-finalist for the Founder's Park Art Project.
DISCUSSION ITEMS -
• Wylie Arts Festival Committee Reports. (Committee Chairs)
Committee Summaries
Committee chairs for the Wylie Arts Festival gave a brief update on the work completed for those
functions.
Fine Art ad High End Crafts Committee: Ashley Burt, committee chair, reported that there were now
39 booths confirmed with an additional 4-5 that had committed. She reported the booths were varied
vendors both fine artists and hand crafters. She reported that by the deadline of November 13th, it was
expected that the event would have between 40 and 50 booths confirmed. There were also
submissions for several concession stands.
Volunteers Committee: Erin Dougherty was absent for the meeting but left word that she was working
with her committee to insure volunteers
Sponsorship and Publicity Committee: Committee member Alvaro Salinas reported several un-
committed sponsors. Craig Kelly reported that he had been working on the "Gold" sponsors and was
close to confirming one gold and several silver/bronze. Direction from the board was to solicit lower
level sponsors and direction for the committee was to solicit lower end sponsors and make additional
- arrangements for advertising if needed at the discretion of the committee.
Entertainment/Performing Arts: Polly Harrison, committee chair, was absent but sent a report that
there were 25 time slots confirmed for entertainment for the event. She noted that they included
performing artists, singers and dancers. They also included some of the WISD campuses.
Members noted that advertising must begin soon and use as many possibilities for advertising as
possible including the Dallas Neighbors Section of the Dallas Morning News.
• Presentation and Review of Semi-Finalists Ranked by the Founder's Park
Selection Panel for the Founder's Park Art Project. .(C. Ehrlich, Board liaison)
Staff/PAAB Discussion
Staff liaison Ehrlich introduced Ellwood Risk one of the semi-finalists for the Founder's Park Art Project. Mr.
Risk presented some of his work and an interview of him as an artist and his philosophy in creating art. The
board thanked Mr. Risk for his participation in the selection process and for his attendance at the meeting on
the 28th with the selection panel and his attendance at the PAAB meeting.
Art Consultant Sharon Leeber reviewed with the board the presentations of the other two semi-finalists who
were not available to present in person. They included Josh Garber and Bosmat Niron. She presented the final
maquettes for each artist and any additional information provided at the October 28, 2009 Selection Panel
Meeting. Ms. Ehrlich reported that the selection panel ranked the semi-finalists in the following order: Josh
Garber, 1st ranked, Bosmat Niron, 2nd ranked and Ellwood Risk, 3rd ranked. PAAB members discussed the
presentations and had some concern regarding the car stack maquette presented by Mr. Risk. The board was
concerned about the weathering of the car paint and maintenance of the work. Mr. Risk commented that the car
paint would not last over 5-8 years and would require re-painting.
Ms. Ehrlich reported that the action on this item would be considered under business items.
• Discussion and update regarding the Call for Artists for the Wylie Municipal
Complex CIP Art Projects. .(C. Ehrlich, Board liaison)
Staff Comments
Board liaison Ehrlich reported that the Call for Artists has been posted on the Public Art Network which notifies
800-1,000 artists. She reported that over 100 artists had asked for the call that were not included with the PAN
distribution. She stated that she anticipated 50-70 submissions for the project.
BUSINESS ITEMS
1. Consider and act upon approval of the minutes from the October 15, 2009 Public
Arts Advisory Board minutes. (C. Ehrlich, PAAB staff liaison)
Board Action
A motion was made by board member Spillyards, seconded by board member Salinas to approve the
PAAB minutes from October 15, 2009 as presented. A vote was taken and the motion passed 4-0
with board members Harrison, Dougherty, and Gaudreau absent.
