CALL TO ORDER
Vice Chairman Dennis Larson called the meeting to order at 6:32PM. Present with Vice
Chairman Larson were, Commissioner Ruthie Wright, Commissioner Willie Osborne,
Commissioner David Dahl and Commissioner John Manganilla. Commissioner Ramona
Kopchenko arrived late and Chairman Phillip Johnston was absent.

Staff present was Charles Lee, Senior Planner, and Mary Bradley, Administrative
Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Manganilla led the Pledge of
Allegiance.
CITIZENS COMMENTS
Vice Chairman Larson opened the Citizens Participation. With no one approaching the
Commissioners, Vice Chairman Larson closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the October 6, 2009,
Regular Meeting.
A motion was made by Commissioner Osborne, and seconded by Commissioner Wright,
to approve the minutes from October 6, 2009 Regular Meeting, as submitted. Motion
carried 5 —0, with Commissioner Kopchenko arriving late.

Action Agenda
1. Consider and act upon approval of a Site Plan for Wylie Elementary
School No. 10,Block A,Lot 1, for a proposed 71,172 square foot
educational facility on 11.04 gross acres. Generally located west of FM
544 and north of Elm Drive extension.
Mr. Lee stated that the applicant is Wylie Independent School District, and the proposed
Site Plan is for an elementary school. The proposed site is located approximately 650
feet west of FM 544, and will be accessible via proposed extension of Elm Drive to the
east connecting with FM 544.
The property was zoned in July 2005 within Planned Development 2005-24, to
accommodate a 185 acre Single Family Residential development.
The applicant, Wylie Independent School District will be responsible for dedication and
construction of sixty-five foot right-of-way extension of Elm Drive. The location will be
from unincorporated area along western boundary of tract extending 1,200 feet east and
connecting at a T-intersection with FM 544.
The Preliminary Plat is on the current agenda for consideration.
The Commissioners expressed concern of traffic on Elm Drive and FM 544. Mr. Ronny
Klingbeil, RLK Engineering, 111 W Main,Allen Texas, representing the Engineer for the
proposed property, stated that the portion of Elm Drive to the west, not included within
the Planned Development is not within the city limits. When the property was zoned, the
Planned Development Conditions allow streets to have bar ditches and no curb roadways.
Mr. Klingbeil stated that the proposed Site Plan for the elementary school will include
curb roadways and no bar ditches, as well as a meandering sidewalk. Mr. Lee stated that
Elm Drive abutting to FM 544 will be a collector street. Elm Drive extension will be
completed prior to the school opening.
The Commissioners desired for the city engineer to accelerate widening of FM 544. Mr.
Lee stated that he would pass the concern on to the city engineer.
Mr. Klingbeil stated that the drop off lane branching off Elm Drive will be one way,
counter clockwise.
A motion was made by Commissioner Dahl, and seconded by Commissioner Osborne, to
approve the Site Plan for Wylie Elementary School No. 10, Block A, Lot 1, for a
proposed 71,172 square foot educational facility on 11.04 gross acres. Generally located
west of FM 544 and north of extension of Elm Drive. Motion carried 6—0.
2. Consider a recommendation to the City Council regarding a Preliminary
Plat for Wylie Independent School District Elementary School No 10,
Block A, Lot 1 on 11.04 gross acres, generally located west of FM 544
and north of Elm Drive extension.

Mr. Lee stated that the applicant is proposing to develop an elementary school facility, which
will be the tenth in the district. The Site Plan is on the current agenda for consideration. The
Plat dedicates sixty-five (65) feet width and approximately 1,250 linear feet of right-of-way
for the extension of Elm Drive from the adjacent unincorporated property on the west
extending east and connecting with FM 544.
With no questions for the applicant or Staff, a motion was made by Commissioner Osborne,
and seconded by Commissioner Manganilla, to recommend approval to the City Council
regarding a Preliminary Plat for Wylie Independent School District Elementary School No
10, Block A, Lot 1 on 11.04 gross acres, generally located west of FM 544 and north of Elm
Drive extension. Motion carried 6—0.
MISCELLANEOUS
Mr. Lee reminded the Commissioners that October was National Community Planning
Month and to vote on the Art Work submitted by the Wylie Independent School District
fifth and sixth graders. The Commissioners were encouraged to vote on the Superior,
First Class and Best.
ADJOURNMENT
A motion was made by Commissioner Manganilla, and seconded by Commissioner
Wright,to adjourn the meeting at 7:00PM. All Commissioners were in consensus.
