CALL TO ORDER
Mayor Jim Swartz called the City Council Meeting to order, January 16, 1996 at 7:00
p.m. with the following Councilmembers present: John Mondy, Joel Scott, Reta Allen,
Steve Wright, J. C. Worley and Cleo Adams.
WORKSESSION
REVIEW OF AMBULANCE CONTRACT PROPOSAL
Mike Collins, City Manager, gave a review of the present RFP and the proposed
changes to the ambulance contract. The proposed changes included improved review
process with city input, primary dedication of ambulance crew to the city, facility to house
full size fire apparatus, specify response time for second ambulance (12 min.), input into
the EMS crew dedicated to Wylie and malpractice minimum increased to 2 million (option
to 5 million). Tom Waggoner, Randy Macarter, Lesa Danya with Central Ambulance were
present. Mondy requested from Central information on how many transports are made to
Physicians Regional. Waggoner stated he would make that information available.
REVIEW OF PARK MASTER PLAN
Collins gave the history and plans for the future parks of Wylie. He stated that the
city was preparing to file for a grant from the Texas Department of Parks and Wildlife. J.
T. Dunkin, with J. T. Dunkin and Associates stated that the plan needs to be operable not
just something to file with the grant. Dunkin explained that goals and objectives were
important in planning parks. He suggested that the city look at a park dedication ordinance.
He emphasized that the plan presented was a doable plan and a straight forward approach
to developing a park system.
PLANS AND PROCEDURES FOR FUTURE ANNEXATIONS
Collins stated that the reason annexation was initiated, was to get a hold of
boundaries and clear up any pockets within the city. Greg MacLean with The Hogan
Corporation explained the concerns along Hensley Lane and offered solutions to resolve
the problem. Solutions were also discussed for property on Marshall Lane and stated that
minimum service to this area was not a problem.

As there was no further business to come before Council for consideration, the
meeting was adjourned.
