CALL TO ORDER
Mayor Jim Swartz called the City Council Meeting to order, February 13, 1996 at
7:00 p.m. with the following Councilmembers present: John Mondy, Reta Allen, Joel
Scott, Steve Wright, J. C. Worley and Cleo Adams.
ACTION ITEMS
APPROVAL OF CONTRACT RENEWAL -CONCESSIONAIRE LEASE AT COMMUNITY
PARK WITH ALLEN WEISS ENTERPRISES
Mindy Manson, Assistant to the City Manager, gave an overview of the old contract
and the renewal contract. She stated that Mr. Weiss has agreed to give some coupons for
merchandise to the City to be used as give-a-ways to the citizens for various programs at
the park. Manson suggested that the coupons may be given to those who observe the
speed limit in the park or acts of kindness.
Wright made the motion to approve the renewal and Scott seconded the motion.
The motion was passed unanimously.
AWARD OF BID FOR FENCING INSTALLATION AT COMMUNITY PARK
Manson stated that bids were taken for the installation of a backstop, outfield fences
and a fenced storage area at Community Park. She explained that the lowest bidder was
Security Fence Installers with a bid not to exceed $20,611.00. Wright made the motion to
award the bid to Security Fence Installers and Mondy seconded the motion. The motion
was passed unanimously.
RESOLUTION NO. 96-7 CALLING FOR THE ELECTION FOR MAY 4, 1996
Mike Collins, City Manager stated that the date for the Municipal Election is May 4,
1996. Susan Shuler, City Secretary, gave an overview of the possibility of working out a
contract with Collin County to conduct the elections for the City, School and College District
as a Joint Election. She stated that a contract would be presented to Council at the
February 27, 1996 council meeting. Scott made the motion to approve the resolution
calling for the Municipal Election on May 4, 1996. Mondy seconded the motion. The
motion passed unanimously.
INTERLOCAL AGREEMENT WITH THE CITY OF PLANO FOR 800 MHz RADIOS
Bill Rushing, Chief of Police explained the reason for necessity of signing an
agreement with the City of Plano instead of the original agreement with Collin County. He
explained that the person previously negotiating the contract for the County did not have
the authority to do so. He further explained the cost comparison between the City of Plano
and Collin County. The total cost per year will be $5,247.84. Allen made the motion to
approve the Interlocal agreement with the City of Plano and Mondy seconded the motion.
The motion was passed unanimously.
ORDINANCE AMENDING THE INDUSTRIAL PRETREATMENT ORDINANCE 92-6
ORDINANCE 96-14 AMENDING ORDINANCE NO. 92-6 OF THE CITY OF WYLIE, TEXAS, IN
REGARD TO REGULATIONS FOR THE DISPOSAL OF SEWAGE AND THE USE OF PUBLIC
SEWERS; REGULATING THE DISCHARGE OF INDUSTRIAL WASTES INTO THE SANITARY
SEWER OF THE CITY OF WYLIE,TEXAS; REGULATING UNSEWERED AND MISCELLANEOUS
DISCHARGES; PROVIDING FOR A PERMIT SYSTEM WITH DENIAL, SUSPENSION,
REVOCATION AND AN APPEAL PROCESS, REPEALING CONFLICTS IN OTHER
ORDINANCES, PROVIDING FOR EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING
FOR THE PUBLICATION THEREOF.
Collins stated that in meeting with North Texas Water District it was suggested that
the City take steps to ensure future compliance of treated wastewater through the
enforcement of adopted regulations. He stated that the Industrial Pretreatment Ordinance
is intended to limit those industries which may discharge various levels of non-domestic
type contaminants. Scott made the motion to approve the ordinance amending the
Industrial Pretreatment Ordinance. Mondy seconded the motion. The motion passed
unanimously.
RESOLUTION NO. 96-6 AMENDING THE ALLOWABLE USES WITHIN THE ZONING
ORDINANCE ADDING THE BATCH PLANT (PERMANENT)
Mike Phillips, Director of Community Development stated that the intention is to
establish a permanent classification for batch plants. He also stated this would enable the
City Council to have the authority to require any batch plant wanting to come into the city
would have to file for a specific use permit. Allen made the motion to approve the
resolution and Scott seconded the motion. Wright opposed. The motion passed.
CITIZEN PARTICIPATION
Priscilla Pearson, 4840 Garvin Dr., The Colony, Texas - She wanted the Council
to be aware of conditions at the Animal Shelter during the recent bad weather. She stated
the shelter was filthy, there were dead animals and the odor was unbearable.
Chris Cooney, 711 Andersonville Lane, Wylie, Texas - He feels like the value of
the dollar with houses in Wylie has faded because stinking industries are permitted to come
into Wylie. He does not want to be the industry refuse dump of the suburbs.
Janet Johnston, 702 Andersonville, Wylie, Texas - She is opposed to Bodin
Concrete operating off of Kirby and thinks there are better places for them to locate.
Glenn Edwards, 613 Andersonville, Wylie, Texas - He does not want any industry
near his property.
ADJOURNMENT
As there was no further business to come ,before Council for consideration, the
meeting was adjourned. /
