02-27-1996 (City Council) Minutes Minutes of the Wylie City Council February 27,1996 CALL TO ORDER Mayor Pro-Tern John Mondy called the City Council Meeting to order, February 27, 1996 at 7:00 p.m. with the following Councilmembers present: Reta Allen, Joel Scott, J. C. Worley and Cleo Adams. Mayor Jim Swartz was absent and Steve Wright arrived in time for the action items PROCLAMATION John Mondy read the proclamation declaring the week of March 10-16, 1996 as "Hire the Older Worker Week". PRESENTATION PRESENTATION TO FINANCE DEPARTMENT Mondy presented a plaque for the Certificate of Achievement for Excellence in Financial Reporting (CAFR) to Brady Snellgrove. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting. Mondy also presented the Award of Financial Reporting Achievement to Brady Snellgrove and Pam Gidney to honor individuals responsible for preparing the award winning CAFR report. PRESENTATION OF DEVELOPMENT CORPORATION OF WYLIE EXECUTIVE DIRECTOR Mike Collins, City Manager, introduced the newly appointed director of the Development Corporation, Sam Satterwhite. Satterwhite gave an overview of his goals and plans he foresees for the future of Wylie and how the Development Corporation will play an important role. ACTION ITEMS APPROVAL OF MINUTES FOR JANUARY 9 AND JANUARY 16, 1996 Allen noted correction to minutes to change date on Call to Order to January 9. 1996 for the January 9th minutes and January 16, 1996 for the January 16 minutes. Adams made the motion to approve and Worley seconded the motion. The motion was Minutes of the Wylie City Council, February 27, 1996, Page 1 - voted on and passed unanimously. APPROVAL OF CONTRACT WITH COLLIN COUNTY TO PROVIDE JOINT ELECTION SERVICES FOR THE CITY OF WYLIE, WYLIE INDEPENDENT SCHOOL DISTRICT AND THE COLLIN COUNTY COMMUNITY COLLEGE DISTRICT ON MAY 4, 1996 Susan Shuler, City Secretary, presented to Council the Contract for Services from the Collin County Election's Office. Bill Bilyeu, the Collin County Election Administrator gave an overview of the services that the County provides. Scott made the motion to approve the contract and Allen seconded the motion. The motion was voted on and passed unanimously. APPROVAL AUTHORIZING THE CITY MANAGER TO APPROVE INTERLOCAL AGREEMENT BETWEEN THE CITY OF WYLIE AND COLLIN COUNTY FOR JAIL SERVICES Bill Rushing, Chief of Police, stated this agreement was for the purpose of housing inmates at Collin County that are considered an "at risk" inmate such as suicidal or self destructive. Wright made the motion to approve authorizing the City Manager to approve the Interlocal Agreement with Collin County and Worley seconded the motion. The motion was voted on and passed unanimously. APPROVAL OF COMMUNITY PARK ATHLETIC FIELD POLICY Mindy Manson, Assistant to the City Manager, gave an overview of policy changes and revisions that were approved by the Park Board. Scott would like to amend the policy to re-look at the electricity issue in one year. Adams made the motion to approve and Worley seconded the motion. The motion was voted on and passed unanimously. APPROVAL OF "ADMINISTRATIVE AGREEMENT" BETWEEN THE DEVELOPMENT CORPORATION OF WYLIE AND THE CITY OF WYLIE REGARDING EXECUTIVE DIRECTOR Collins stated that the Development Corporation sought to identify an improved benefit package which offered as an additional incentive. He also stated the By Laws of the Development Corporation of Wylie enables the corporation to contract for services and establishes the position as an employee of the City who reports to and is under the authority of the Development Corporation. All personnel costs associated with the position will be charged to the Development Corporation. Adams made the motion to approve and Wright seconded the motion. The motion was voted on and passed unanimously. STAFF REPORTS There were no staff reports. Minutes of the Wylie City Council, February 27, 1996, Page 2 CITIZENS PARTICIPATION Timothy Griffith, 503 North Kentucky, McKinney, Texas - Mr. Griffith stated he represents Mr. Ronald Housewright, and wanted to respond to Pat Easterling's comments at the January 9, 1996 Council Meeting regarding the annexation. He presented a copy of the Final Judgement on the Case of Ronald Housewright and Suzanne Housewright, Plaintiffs, and Thomas Mannewitz and Barbara Mannewitz, Intervenors vs. The 46 Acre Stables, Inc. and Perry Easterling, Defendants. EXECUTIVE SESSION Council recessed into Closed Meeting Under Section 551.001 Personnel Matters et seq. Texas Government Code to evaluate the six month performance of the City Manager. After the evaluation, Council then reconvened into regular session.
