03-12-1996 (City Council) Minutes Minutes of the Wylie City Council March 12, 1996 CALL TO ORDER Mayor Jim Swartz called the City Council Meeting to order, March 12, 1996 at 7:00 p.m. with the following Councilmembers present: Reta Allen, Joel Scott, J. C. Worley, Steve Wright and Cleo Adams. John Mondy was absent. PROCLAMATION Mayor Swartz read the proclamation declaring the week of March 25-29, 1996 as "Texas Public Schools Week". Betty Stephens with the Wylie Independent School District and children representing each school in the district accepted the proclamation. ACTION ITEMS APPROVAL OF MINUTES FOR JANUARY 23, 1996 With no discussion, Wright made the motion to approve the January 23, 1996 minutes and Allen seconded the motion. The motion was voted on and passed unanimously. APPROVAL OF RESOLUTION NO. 96-11 , RECONSTRUCTION OF STEEL ROAD WITH JOINT PARTICIPATION BY THE CITY OF WYLIE AND THE DEVELOPMENT CORPORATION Scott Foster, a business owner on Steel Road, stated that business conditions for Steel Road were not suitable with the condition of the road. He also stated the need for reconstruction of Steel Road would be in the best interest of the economic development to the city. The resolution will be amended to reflect that the contribution ($13,000) on the part of the business owners would be eliminated. Mike Collins, City Manager stated that it is to be understood that this is not a permanent fix but a good way to stabilize the road conditions for 7 to 10 years at 1/6th the cost. Wright made the motion to approve the resolution with the revisions stated and Adams seconded. The motion was voted on and passed unanimously. Minutes of the Wylie City Council, March 12, 1996, Page 1 APPOINTMENT OF AN AD HOC PLANNING COMMITTEE TO MEET JOINTLY WITH THE WYLIE INDEPENDENT SCHOOL DISTRICT REGARDING THE DEVELOPMENT OF THE CENTRAL PARK ATHLETIC FIELD COMPLEX Mindy Manson, Assistant to the City Manager, explained the Joint Agreement was passed in January to appoint a committee from the City and the School. Allen made the motion to appoint Kerry Carrouthers and J. C. Worley to represent the City. Wright seconded the motion. The motion was voted on and passed unanimously. STAFF REPORTS Brady Snellgrove, Finance Director, provided copies of the budget. CITIZENS PARTICIPATION William Orban, 2815 W. FM 544, Wylie, Texas - He stated he was speaking also on behalf of his wife, Barbara. There water was shut-off since February 19th because he had not paid $650. He stated he paid $60.00 for the deposit. He also said his lawn was torn up and he wants water and sewer. For three days he could not get to his driveway. He also stated that if something isn't resolved by Monday, he would pursue a lawsuit. He also stated he would take this to the TV and newspaper. Collins stated he would set up an appointment to talk thing over with Mr. Orban and his wife.
