Special Called Meeting/Worksession
March 19, 1996
CALL TO ORDER
Mayor Jim Swartz called the Special Called City Council Meeting to order, March 19,
1996 at 7:00 p.m. with the following Councilmembers present: Reta Allen, Joel Scott, J.
C. Worley, and Cleo Adams. John Mondy was absent. Steve Wright arrived late, but in
time for the Worksession.
ACTION ITEMS
HEAR PETITION FOR ANNEXATION OF APPROXIMATELY 114.17 ACRE TRACT OF
LAND SUBMITTED BY WILLIAM E. CAMPBELL, HEAR ARGUMENTS FOR AND
AGAINST
With no discussion, Adams made the motion to hear the petition and Worley
seconded the motion. The motion was voted on and passed unanimously.
GRANT OR REFUSE PETITION TO ANNEX APPROXIMATELY 114.17 ACRE TRACT
OF LAND SUBMITTED BY WILLIAM E. CAMPBELL
With no discussion, Adams made the motion to grant the petition and Worley
seconded the motion. The motion was voted on and passed unanimously.
ORDINANCE NO. 96-15 ANNEXING A 114.17 ACRE TRACT OF LAND, MORE OR
LESS, SITUATED IN THE CITY OF WYLIE, TEXAS IN THE JOHN W. MITCHELL
SURVEY, ABSTRACT NO. 589 OF THE LAND RECORDS OF COLLIN COUNTY,
TEXAS, PROVIDING THAT THE OWNERS AND INHABITANTS OF THE ABOVE-
DESCRIBED TRACT OF LAND SHALL BE ENTITLED TO THE RIGHTS AND
PRIVILEGES OF OTHER CITIZENS OF WYLIE AND BE BOUND BY THE ACTS AND
ORDINANCES NOW IN EFFECT AND HEREINAFTER ADOPTED; PROVIDING FOR
REPEALING, SAVING AND SEVERABILITY CLAUSES; PROVIDING FOR AN
EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE PUBLICATION
OF THE CAPTION HEREOF.
With no discussion, Adams made the motion to approve the ordinance and Worley
seconded the motion. The motion was voted on and passed unanimously.

WORKSESSION
Mike Collins, City Manager discussed the issue of Code Enforcement and turned the
discussion over to Mike Phillips, Community Development Director. Phillips discussed the
problems of enforcing the code violations. Collins stated that effective planning would aid
in looking to the future. He stated the challenges for the City and the corridor coming into
the City have different needs. An effective planner would be an asset to help the City reach
the potential and goal the City is looking for.
Collins gave an update on the Police Department. He stated that Chief Rushing has
evaluated the department on an administrative and organizational basis. There is a need
for proper training in arresting. A meeting (worksession) will be held in May.
Collins also gave an update on BFI. He restated the level of service that was
negotiated on the contract. Council wanted staff to go back to BFI and tell them how
unhappy they are with the level of service that is being delivered.
Collins next gave an update of the water situation at the new high school. Water
service should be available soon.
ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting was adjourned.
