04-09-1996 (City Council) Minutes Minutes of the Wylie City Council April 9,1996 CALL TO ORDER Mayor Jim Swartz called the City Council Meeting to order, April 9, 1996 at 7:00 p.m. with the following Councilmembers present: Reta Allen, Joel Scott, John Mondy, J. C. Worley and Cleo Adams. Steve Wright was absent for Council Meeting but arrived for the Worksession. PRESENTATIONS PRESENTATION BY PRESBYTERIAN HEALTHCARE Mike Collins, City Manager, stated that Cathy Sukkar from Physicians Regional wanted to address Council on the update of the hospital. Sukkar assured Council that the hospital is not closed. The Med-Surgery has been eliminated, but emergency room, drug ward and the geriatric ward is still open. She introduced Bill Haire, Executive of Presbyterian Healthcare to discuss the development plan for Physicians Regional Hospital. He stated the concerns to promote, and serve the community. He also stated that the hospital would be an ambulatory hospital with an emergency room, radiology department and diagnostic center. Approval is expected by June. Anticipated opening of the new facility would be in about 5 to 6 months. Haire said it was the goal of Presbyterian to improve health services to the City. PRESENTATION REGARDING STATUS OF THE NEW COMMUNITY CENTER RENOVATION Mindy Manson, Assistant to the City Manager, stated the Park Board and Sr. Citizens Advisory Board met to discuss the possible renovations for the center. She stated that the priorities identified were a kitchen, adequate storage area and a separate room to lock up the Senior Citizen's supplies. Items on the wish list were moveable partitions and sturdy furniture. Manson stated that there would be a meeting with the architect next week. The renovations are being covered by the 4B Sales Tax. Minutes of the Wylie City Council,April 9, 1996, Page 1 ACTION ITEMS APPROVAL OF RESOLUTION 96-9 DESIGNATING THE WEEK OF APRIL 20, 1996 AS CLEAN UP AND GREEN UP WEEK Bill Nelson, Supt. of Parks and Recreation, stated the 4th Annual Clean Up Green Up Week will be April 20 - 26, 1996. Organized groups will gather for Clean Up Day on Saturday, April 20. Dumpsters will be at Community Park to allow citizens to dump large items. Door to door pick up is available to Senior Citizens and the Physically Challenged. Adams made the motion to approve the resolution and Allen seconded the motion. The motion was voted on and passed unanimously. PROPOSAL TO CONSIDER FM 544 CORRIDOR STUDY Collins introduced Wayne Morman, Code Enforcement Officer, to speak on the update on the clean up of the 544 corridor. Morman stated several businesses had been given notice of violations. Some examples of the difficulty in executing the notices were given. In January, USA Cars was issued a violation for parking cars in the right-of-way and other violations. At that time 5 tickets were issued. As a result the fence has been painted but nothing else has been done. The owner missed the court date and will be issued a warrant for arrest. The owner of the Old Potter's place located on FM 544 has been issued 4 citations. He also stated that in a previous case on FM 544 the owner had the case tied up in court for over a year. Manson discussed what needs to be done in the future planning of the corridor. She stated that the City has the opportunity to decide what it will look like in the future. Once goals are established, the City would step back and look at what is available. Council voiced concerns on spending funds on a study that might be available from other agencies. Worley made the motion to table the item until other options could be reviewed. Mondy seconded the motion. The motion was voted on and passed unanimously. FIRST READING OF THE FARMERS ELECTRIC CO-OP FRANCHISE ORDINANCE Brady Snellgrove, Finance Director, explained the process of the readings for the renewal of a franchise agreement. He stated that according to the charter, two readings must be held before Council can take action. Mayor Swartz read the heading of the ordinance. STAFF REPORTS Collins stated that a worksession is scheduled for April 16, 1996 to discuss Municipal Court Operations, the Service Center and the goals and plans for the future of Wylie. He also stated a meeting would be held with BFI on Wednesday, April 10. Minutes of the Wylie City Council,April 9, 1996, Page 2 WORKSESSION An update on the Service Center Project was given by Collins, and Mike Phillips, Community Development Director. Collins gave an overview of the project and stated the concerns. Phillips answered questions on the building and code requirements. Collins stated that the concerns from Council would be addressed at the April 16, 1996 worksession.
