CALL TO ORDER
Mayor Swartz called the City Council Meeting to order, May 28, 1996 at 7:00 p.m.
with the following Councilmembers present: John Mondy, Wanda Sparks, Reta Allen, Joel
Scott, and J. C. Worley. Cleo Adams was absent.
ACTION ITEMS
Approval of Minutes from April 9, April 16 and April 23, 1996
With no discussion, Scott made the motion to approve the minutes as written.
Worley seconded the motion. Sparks did not vote since this was business before she was
elected to council. The motion was voted on and passed unanimously.
Approval of Contract to Danelle Wrightson, AIA, with Phillips Swager Associates for
Architectural Services Relating to the Library Renovation
Mignon Morse, Library Director, presented Mayor Swartz with a check for $15,000
received from the Hillcrest Foundation for the renovation and expansion of the library.
Danelle Wrightson, with Phillips Swager Associates, gave an overview of the plans for the
library. She stated that the children's area will be designed in a creative way using a
railroad theme. Scott made the motion to approve the contract with Danelle Wrightson, AIA
with Phillips Swager Associates for architectural services relating to the library renovation.
Allen seconded the motion. The motion was voted on and passed unanimously.
Approval of the Contract Renewal with APAC to Provide Asphalt Materials for the
Street Overly Projects
Mike Collins, City Manager, explained that this was a renewal contract with APAC
to provide the asphalt materials for the street overlay projects. He stated the projects were
scheduled to begin in June. Worley made the motion to approve the contract renewal with
APAC to provide asphalt materials for the street overlay projects. Allen seconded the
motion. The motion was voted on and passed unanimously.
Approval of Administrative Agreement with Development Corporation of Wylie for
Financial, Budget and Procurement Related Services
Collins explained that this was merely a clean up of the original agreement passed
by Council in February, 1996. He stated that during the audit it was brought to the finance

department's attention that this agreement needed to amended. Worley made the motion
to approve the administrative agreement with the Development Corporation of Wylie for
financial, budget and related services. Sparks seconded the motion. The motion was
voted on and passed unanimously.
Award of Contract for the Texas Community Development Program Water and
Wastewater Projects
Larry Fuson, Project Manager with The Hogan Corporation, gave an overview of the
TCDP grant projects. He stated Z & S Construction should be awarded the project. Greg
MacLean, Consulting Engineer with The Hogan Corporation, explained it is harder to locate
water lines than the sewer lines. He stated a plan is in place to notify all the property
owners and residents with a letter, door hangers and town meeting to keep them informed.
He stated the budgeted amount was $449,750 and bids received totalled $542,974. Scott
made the motion to award the contract to Z & S Construction for the Texas Community
Development Program Water and Wastewater Projects. Mondy seconded the motion. The
motion was voted on and passed unanimously.
Approval of Final Payment to J & R Concrete and Utility Contracting Company for
Completion of the Part A of the 20" Water Main
MacLean gave an overview of the 20" water main project that was completed by J
& R Concrete. He stated that construction costs projection for this project was $374,040
and the bid price was $299,327.45 and the actual cost was $303,477.17. MacLean said
that this was about 1% over the original bid amount but 19% under the bond budget by
$70,563. Mondy made the motion to accept the Change Order #1 and approve final
payment to J & R Concrete and Utility Contracting in the amount of $36,346.62. Scott
seconded the motion. The motion was voted on and passed unanimously.
Appointment of Two Board Members to the Development Corporation of Wylie
Allen made the motion to appoint Marvin Fuller and Merrill Young to the
Development Corporation of Wylie for a term of three years. Worley seconded the motion.
The motion was voted on and passed unanimously.
STAFF REPORTS
Collins stated that a meeting was held last Wednesday concerning the Griffin
Industries issue. He also stated that he will meet with the City Attorney on Thursday.
Collins said that OSHA and the Health Department have been notified and the city will be
contacted as soon as their results are available and the residents will be notified.
CITIZENS PARTICIPATION
Alec Morris, 117 Carriage House Way - He does not think that the city is doing
all that they should do to stop the smell from Griffin Industries. He feels the nuisance law
should be enforced. He wants to see some action occur.

Lissefte Rodriquez, 202 Westgate Way - She is begging the city to do something
soon concerning the odor from Griffin Industries. She wants the Council to please help the
homeowners.
John Smith, 606 Andersonville - He wants to be on record that he is at the Council
Meeting to voice his concerns and complaints about Griffin Industries. He said the citizens
have plans to organize and see what direction to take this action. He stated a lot of people
are concerned with the issue and he wants to see if the city and the citizens could work
together to get some action. He wants members of the committee to meet with the City
Attorney.
WORKSESSION
Update on BFI
Swartz stated that Randi Smith with BFI met with each Councilmember separately
to hear their concerns with BFI. The concerns were that in some areas the asphalt streets
are getting grooves from the big trucks. Also lids for the recycling bins and quarterly brush
pick-ups were also requested. Collins stated that staff would meet with BFI and bring back
to council an update.
ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting was adjourned.
