08-27-1996 (City Council) Minutes Minutes of the Wylie City Council August 27,1996 CALL TO ORDER Mayor Swartz called the City Council Meeting to order, August 27, 1996 at 7:00 p.m. with the following Councilmembers present: Wanda Sparks, Cleo Adams, Reta Allen, Joel Scott and J. C. Worley. John Mondy was absent. PRESENTATIONS Mission Statement Mike Collins, City Manager gave an overview of the process the employees used in developing and adopting a mission statement for the employees. Ron Sims and Pam Gidney presented to Council a plaque purchased by the employees to be displayed at the Municipal Complex. Sims read the inscription: To be responsible stewards of the public trust, to strive for excellence in public service and to enhance the quality of life for all. Silent Hero Bill Rushing, Chief of Police presented the Silent Hero Award to Susie Ellison. He stated this award was given to 911 Communications Officers for outstanding job performance. He also stated that she was one of 53 dispatchers that would be honored in Austin on September 8, 1996. ACTION ITEMS Minutes for July 9, July 16 and July 30, 1996 Scott made the motion to approve the minutes as written and Allen seconded the motion. The motion was voted on-and passed unanimously. Extending Bank Services Contract with American National Bank Brady Snellgrove, Finance Director recommended extending the bank services contract with American National Bank. Adams made the motion to extend the bank services and Scott seconded the motion. The motion was voted on and passed unanimously. Minutes of the Wylie City Council,August 27, 1996, Page 1 Resolution No. 96-19 for the Creation of and Appointment to the Ad Hoc Committee on Public Safety Mayor Swartz explained the necessity of a committee in order to determine the future of the sprinkler ordinance. Worley made the motion to approve the resolution and to bring names back to council for approval. Adams seconded the motion. The motion was voted on and passed unanimously. Contract for the Operation of the Batting Cages at Community Park Mindy Manson, Assistant to the City Manager stated that the Batting Cage Lease was brought to Council at the last regular meeting and was sent back to the Park Board to enable Mr. Wigington to negotiate the lease terms. She stated that the Park Board met and agreed to allow Mr. Wigington to pay 15% of the operating gross during the months of operation. She also stated the Park Board decided to drop any cap in the increase of rates. Scott made the motion to approve the contract and Sparks seconded the motion. The motion was voted on and passed unanimously. STAFF REPORTS Collins stated that the striping on Brown in front of Birmingham Elementary has been turned over to the State Highway Department and they have indicated they will be striping this area very soon. He also stated that TCI Cable Company would make a presentation of service at the next City Council Meeting. Snellgrove stated that Council would receive a budget insert to reflect the budget of the Wylie Economic Development Corporation. Manson stated that the city did not receive the grant from the Texas Parks and Wildlife Department. She also stated that the city would have the opportunity to resubmit the grant in September. CITIZENS PARTICIPATION Janet Johnston, 702 Andersonville Lane - She presented Council with a petition for a four way stop sign at Andersonville and Westgate Way. She stated that many cars speed down Westgate Way and the neighborhood is concerned for the welfare of children playing in the area. EXECUTIVE SESSION Executive Session was held under Section 551.075 Conference with Employees to receive information and question employees regarding pending litigation, City of Parker v. City of Wylie, Cause No. 219.458.96, District Court of Collin County, Texas 219 Judicial District.
