CALL TO ORDER
Mayor Swartz called the City Council Meeting to order, September 24, 1996 at 7:00
p.m. with the following Councilmembers present: Wanda Sparks, Cleo Adams, Reta
Allen, Joel Scott, John Mondy and J. C. Worley.
PRESENTATION
Mike Collins, City Manager presented Claude Causey a plaque for his service to the
Wylie Fire Department from 1992 to 1996.
ACTION ITEMS
Resolution Declaring the Week of September 30-October 4, 1996 as "Wylie Pirate
Spirit Week"
RESOLUTION NO.96-17 DECLARING THE WEEK OF SEPTEMBER 30-OCTOBER 4, 1996 AS
WYLIE PIRATE SPIRIT WEEK.
The Wylie High School Cheerleaders introduced themselves. Melissa Orr, head
cheerleader, gave a review of the plans for Spirit Week. The cheerleaders presented the
Mayor with a Spirit Stick. Adams made the motion to approve the resolution declaring the
week of September 30-October 4, 1996 as "Wylie Pirate Spirit Week. Scott seconded the
motion. The motion was voted on and passed unanimously.
Resolution Declaring the Week of October 6-12, 1996 as Fire Prevention Week
RESOLUTION NO. 96-18 DECLARING THE WEEK OF OCTOBER 6-12, 1996 AS FIRE
PREVENTION WEEK IN WYLIE, ENCOURAGING THE COMMUNITY TO PARTICIPATE IN FIRE
PREVENTION ACTIVITIES AND ENDORSING THE FIRE PREVENTION ACTIVITIES TAKING
PLACE
James Brown, with the Wylie Fire Department stated that this year's theme is "Test
Your Smoke Detector" and that many activities were planned during the week. He also
stated that the Fire Department would be going to the schools to talk to the children about
fire prevention. Allen made the motion to approve the resolution declaring the week of
October 6-12, 1996 as Fire Prevention Week. Sparks seconded the motion. The motion
was voted on and passed unanimously.

Award of Contract for Audit Services for Fiscal Year 1995-1996 to Pattillo, Brown &
Hill, L.L.P.
Collins stated how important the audit services are to the city. Brady Snellgrove,
Finance Director gave a background of the firm of Pattillo, Brown & Hill, L.L.P. He also
explained the interview process that was conducted in order to select the firm. A
representative from the firm gave a report of audit procedures and how they plan to
conduct the audit. Scott made the motion to award the contract for audit services to
Pattillo, Brown, & Hill, L.L.P. Allen seconded the motion. The motion was voted on and
passed unanimously.
Public Hearing and Approval of an Ordinance Adopting the Budget and
Appropriating Resources for Fiscal Year 1997, Beginning October 1, 1996 and
Ending September 30, 1997
Collins gave an overview of the proposed budget for fiscal year 1996-1997. He
stated that no tax increase was necessary for operations, and a 1 cent tax increase was
for the bond projects that were voted on by the citizens of Wylie. He stated that the budget
includes adding three police patrol officers, one part-time dispatcher, three firefighters, one
part-time library personnel and upgrade a part-time to full time library personnel, and add
one seasonal person for the Parks Dept. Mayor Swartz opened the public hearing and
there was no public comment. Scott made the motion to approve the budget for 1996-
1997. Mondy seconded the motion. The motion was voted on and passed unanimously.
ORDINANCE 96-30 ADOPTING A BUDGET AND APPROPRIATING RESOURCES FOR FISCAL
YEAR 1997, BEGINNING OCTOBER 1, 1996 AND ENDING SEPTEMBER 30, 1997, REPEALING
ALL CONFLICTING ORDINANCES; CONTAINING A SEVERABILITY CLAUSE; AND PROVIDING
FOR AN EFFECTIVE DATE
Public Hearing and Approval of an Ordinance Fixing the Tax Rate/Levy for 1996 and
for the Fiscal Year 1996-1997
As there was no public comment, Scott made the motion to approve the ordinance
fixing the tax rate/levy for 1996. Adams seconded the motion. The motion was voted on
and approved unanimously.
ORDINANCE NO. 96-31 FIXING THE TAX RATE AND LEVY IN AND FOR THE CITY OF WYLIE,
TEXAS UPON ALL TAXABLE PROPERTY IN SAID CITY OF WYLIE,TEXAS FOR THE PURPOSE
OF PAYING THE CURRENT EXPENSES OF SAID CITY OF THE FISCAL YEAR ENDING
SEPTEMBER 30, 1997,AND FOR THE FURTHER PURPOSE OF CREATING A SINKING FUND
TO RETIRE THE PRINCIPAL AND INTEREST OF THE BONDED INDEBTEDNESS OF SAID CITY;
PROVIDING FOR A LIEN ON ALL REAL AND PERSONAL PROPERTY TO SECURE PAYMENT
OF TAXES DUE THEREON; CONTAINING A SEVERABILITY CLAUSE; REPEALING ALL
ORDINANCES AND PARTS THEREOF IN CONFLICT HEREWITH; AND PROVIDING FOR AN
EFFECTIVE DATE
Second Public Hearing for the Annexation of 47.21 Acres Located in the Richard
Newman Survey, Abstract No. 1072 in Dallas County, Texas and Owned by C. J. and

Collins explained the location of the property is located and that the developer has
the land under contract. Mayor Swartz opened the public hearing and there was no public
comment. The public hearing was closed. Scott made the motion to approve the
ordinance annexing 47.21 acres. Adams seconded the motion. The motion was voted on
and passed with Mondy and Worley voting against.
ORDINANCE NO. 96-32 ANNEXING A 47.21 ACRE TRACT OF LAND, MORE OR LESS,
SITUATED IN THE RICHARD NEWMAN SURVEY, ABSTRACT NO. 1072, DALLAS COUNTY,
TEXAS; PROVIDING THAT THE OWNERS AND INHABITANTS OF THE ABOVE DESCRIBED
TRACT OF LAND SHALL BE ENTITLED TO THE RIGHTS AND PRIVILEGES OF OTHER
CITIZENS OF WYLIE AND BE BOUND BY THE ACTS AND ORDINANCES NOW IN EFFECT AND
HEREINAFTER ADOPTED; PROVIDING FOR A PENALTY FOR A VIOLATION OF THIS
ORDINANCE AND COMPREHENSIVE ZONING ORDINANCE NO. 91-24,CHAPTER 12, EXHIBIT
"A" OF WYLIE'S CODE OF ORDINANCES; PROVIDING FOR REPEALING, SAVINGS AND
SEVERABILITY CLAUSES; PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE;AND
PROVIDING FOR THE PUBLICATION OF THE CAPTION HEREOF.
STAFF REPORTS
Jack Jones, Supt. of Public Works stated that within two weeks concrete should be
poured for Westgate Way and it will take about 30 days for the concrete to cure. He also
stated that the water tower has been on line for about one month and that the Steel Road
station is controlling the tower.
Brady Snellgrove, Finance Director stated that he and Jones were currently
evaluating the sidewalk conditions around Hartman Elementary.
Mondy asked if there were ways to improve parking at Community Park. Mindy
Manson, Assistant to City Manager stated that current plans are underway to improve
parking conditions.
Sam Satterwhite, Wylie Economic Development stated that the Knickerbocker
Project did not go through. Scott commended Satterwhite and the Wylie Economic
Development Board for their hard work on the project.
EXECUTIVE SESSION
Executive Session was held under Section 551.075 Conference with Employees to
receive information and question employees regarding pending litigation, City of Parker v.
City of Wylie, Cause No. 219.458.96, District Court of Collin County, Texas 219 Judicial
District.
