Special Called Meeting
November 11 ,1996
CALL TO ORDER
Mayor Swartz called the Special Called City Council Meeting to order, November
. 11 , 1996 at 7:00 p.m. at the Community Center, 100 W. Oak St., with the following
Councilmembers present: Wanda Sparks, Cleo Adams, Reta Allen, Joel Scott, John
Mondy and J. C. Worley.
WORKSESSION
Status and Plans for Community Center
Mindy Manson, Assistant to the City Manager, gave an overview of the plans for the
renovation of the Community Center. She answered questions from Council concerning
the renovation. She stated that it was not necessary to install a sprinkler system and that
cuts had been made on the kitchen area by not installing industrial kitchen equipment. She
also stated that other measures were taken to reduce the renovation cost. Manson said
that asbestos had been found in the floor tile glue and it would be necessary to have it
removed before renovations could begin.
Tom Pritzkau, President of Anchor Companies made suggestions on ways to save
money in the renovations. He stated that he would continue to work with the architect on
ways to reduce the cost.
Overview of Woodbridge Development Conceptual Plan Proposal
Mike Collins, City Manager, stated that at this time a proposed conceptual plan had
been developed and was at a point that required Council to be aware of the proposed plan.
He said the Herzog Corporation was proposing a planned development with a golf course
on the Wylie/Sachse border. He also stated that it would be necessary to work out some
details with Sachse concerning water, sewer, and other concerns between the two cities.
Collins said the developer is not asking for anything from the city at this time. He said the
developer had "pods" in the original plan and wants to tie in walking trails. Herzog also
wants to talk to the school district for the possibility of putting a school in the area. Collins
stated that among the concerns were the wastewater after 5 years. He said we can meet
the needs for the next 3 to 5 years but after that time other arrangements will need to
worked out. He also said in order to provide Police & Fire protection we would have to
access off of Hwy. 78.

Collins stated that Sachse has appointed a Planning &Zoning member and Council
member to discuss with the developer and that they would like to meet with representatives
from Wylie.
Mondy wanted issues such as public safety, wastewater/water plans, school plans
and better access of roads in Wylie addressed with the developer.
ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting was adjourned.
