Resolution 94-14 RESOLUTION 94- if A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS COMMENDING THE TEXAS TURNPIKE AUTHORITY AND THE TEXAS DEPARTMENT OF TRANSPORTATION, AND EXPRESSING ITS SUPPORT FOR BUILDING OF SH 190 AS A TOLLWAY WHEREAS, traffic mobility has a dramatic effect on economic development, quality of life, and clean air for all residents of the area; and, WHEREAS, funding restraints only allow the regional Transportation 2010 Plan to maintain current congestion levels; and, WHEREAS, SH 190 from SH 78 to IH 635 is an essential element of that plan and will provide relief to congestion to portions of IH 635; and, WHEREAS, funding identified for the Regional Transportation 2010 Plan is $9 Billion short of the $17 Billion required; and, WHEREAS, the region cannot expect this deficit to be relieved by state and federal funding because of similar deficits at those levels; and, WHEREAS, the current Transportation Improvement Plan (TIP) is over $300 million short of the total funding necessary for the full development of SH 190 from SH 78 to intersection with IH 635 and SH 161, which could lead to the project not being completed until after 2015, if at all; and, WHEREAS, completion of SH 190 as a tollway is the most feasible alternative to conventional funding, and information indicates that tollway funding would allow completion of said section of SH 190 in seven years, by 2001; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS, as follows: A. That the City Council of the City of Wylie commends the Texas Turnpike Authority (TT A) and the Texas Department of Transportation (TxDOT) for their forward thinking and for their efforts to date in working together to provide a traffic system that helps meet the ever changing needs of our region. B. That the City Council of the City of Wylie supports building of SH 190 as a tollway and urges IT A, TxDOT, and local agencies to expeditiously pursue development of this alternative.
