RESOLUTION NO. 95-24
A RESOLUTION OF THE CITY OF WYLIE, TEXAS, ESTABLISHING A
SENIOR CITIZEN ADVISORY COMMITTEE; PROVIDING FOR THE
SCOPE AND AUTHORITY OF THE COMMITTEE; AND PROVIDING
FOR THE QUALIFICATION AND APPOINTMENT OF MEMBERS
WHEREAS, the City Council of the City of Wylie finds that special needs exist in
the Wylie community that directly affect senior citizens; and
WHEREAS, senior citizens would benefit from representation to the many local
and civic organizations in the Wylie community; and
WHEREAS, specific issues pertaining to the senior citizen population of Wylie
need city-wide attention; and
WHEREAS, the Wylie City Council finds that a committee formed to actively seek
solutions to problems that affect senior citizens is a positive step toward enhancing the
quality of life for the senior citizen population
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Wylie,
Texas that:
SECTION 1. Membership - A Senior Citizen Advisory Committee shall be
established comprised of not fewer than seven nor more than fifteen members each of
whom shall be at least 50 years of age and meet one or more of the following
qualifications:
(a) have been actively involved in an organization that addresses the needs
of senior citizens
(b) be a resident of the City of Wylie
(c) have shown an active interest in the Wylie Community Center or Meals on
Wheels program
The City Secretary shall serve as the staff liaison to and/or non-voting ad hoc
member of the Senior Citizen Advisory Committee.
SECTION 2. Meetings - The Senior Citizen Advisory Committee shall meet a
minimum of one time per month and a majority of the membership present shall
constitute a quorum. The membership shall elect a chair and a vice-chair at their first
meeting and shall decide how often the committee shall meet. Notices of meetings
shall be posted at the Community Center at least 72 hours in advance of each meeting
as required by the Texas Open Meetings Act.
SECTION 3. Terms - Members shall serve until they resign, are removed by the
City Council, or until the committee completes its assignments and disbands. Should
the Wylie City Council at a later date make the Senior Citizen Advisory Committee a
permanent board, staggered two year terms may be assigned at that time.
SECTION 4. Authority - The Senior Citizen Advisory Committee shall be a
recommending body with no budget or administrative authority.
SECTION 5. Charge - The Senior Citizen Advisory Committee is charged with
the following:
(a) seeking methods of addressing fund-raising issues and volunteer
assistance related to the Meals on Wheels Program in Wylie including
home deliveries and congregate meals
(b) calling to the attention of the Wylie City Council issues related to the
development of the Wylie Community Center that are not already
addressed by the Americans with Disabilities Act and that require Council
attention in order to make the center safe, accessible, and comfortable for
senior citizens
(c) acting as a liaison for the senior citizen population to local business and
civic organizations in order to call attention to senior citizen needs
(d) coordinating with existing senior citizen programs and organizations to
identify unaddressed or neglected issues, promote available senior
citizens services, recommend new services, and prevent duplication of
services and competing fund raising programs
(e) seeking assistance from the Wylie community in enhancing the quality of
life for the senior citizen population
SECTION 6. Duration - The Wylie City Council shall within six months review
the activities of the Senior Citizen Advisory Committee and evaluate its effectiveness in
the Wylie community. Council may at that time consider establishing the Senior Citizen
Advisory Committee as a permanent board.
SECTION 7. This resolution shall take effect immediately upon its passage by
the City Council of the City of Wylie.
