Members of the public must fill out a form prior to the meeting in order to speak. The Board requests that comments be limited to three minutes for an individual, six minutes for a group. In addition, the Library Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. Justin Strauch called the meeting to order at 7:00 p.m. The following Library Board members were present: Justin Strauch, Monica Munoz, Mallory Morris, Toshia Kimball, Sarah Sponsel, Zachary Todd, Brian Ortiz & Ofilia Barrera Board Liaison. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present at the meeting. CONSENT AGENDA 1. Consider, and act upon, approval of September 22, 2025 Library Advisory Board Meeting minutes. Board Action: A motion was made by Zachary Todd, seconded by Monica Munoz, to approve the minutes as presented. A vote was taken and the motion passed 7-0. WORK SESSION – DISCUSSION ITEMS WS1. Staff Spotlight: Nina Davis, Adult Services Librarian. Nina Davis provided the Board with a brief look into her career as a librarian over 30 years, with the last 15 being an Adult Services Librarian at the Smith Public Library. She spoke on her responsibilities in regards to collection development and many programs such as: Mystery Nights, Book Clubs, concerts, and genealogy. WS2. Review FY 25 Stats. Ofilia Barrera shared circulation statistics for physical and digital items with direct comparison of recent fiscal years. Data showing the minimal impact of Fine Free on past due items was reviewed as well. WS3. Review Monthly Report. Minutes October 27, 2025 Library Advisory Board Page 1 3 02/23/2026 Item A. Ofilia Barrera guided the Board through statistics regarding program attendance and resource usage for the period of September 11, 2025 to October 15, 2025. All programs are in full swing, following the back-to-school period, and attendance numbers are up. Digital resource usage is expected to continue to climb as patrons settle into winter weather routines. Ofilia shared additional information on select meeting and training highlights. WS4. Upcoming Friends of the Library Events. Brief descriptions of Spooky Night and D.E.A.R. were provided by Ofilia Barrera. The date listed for the second D.E.A.R. program was clarified as December 30, 2025 and the Murder Mystery Night noted as being canceled. WS5. Review Upcoming Library Programs. Ofilia Barrera presented a list of upcoming programs for the month of November and gave an overview of Device Drop-In. The Board was also reminded the next meeting will take place on January 26, 2026. Smith Public Library Meeting Room Policy Approved by the Library Advisory Board February 23, 2026 Purpose The Smith Public Library provides meeting rooms for community use. These spaces support informational, educational, cultural, and civic activities such as meetings, lectures, workshops, and discussion groups. Meeting rooms may not be used for: ● Commercial activities or sales ● Fundraising or fee collection ● Private social events (birthdays, showers, parties, dances) ● Political campaign or partisan events ● Activities that are in conflict with established programs and services offered by the library Use of meeting rooms does not imply library or City endorsement. Rooms are not available when the library is not open. Eligibility & Reservations ● The applicant must be 18 years or older and have a current Smith Public Library card. ● Meeting rooms are available on a first-come, first-served basis. ● Reservations must be requested at least 3 business days in advance through the online system. ● Rooms may be reserved up to 90 days in advance. ● A maximum of 3 reservations at one time is allowed. ● Meeting rooms may not be reserved for ongoing, recurring use. ● Food is not permitted in the Small Meeting Room. Food requests must be submitted for the Conference and Multipurpose Rooms on the digital application and are subject to approval by the Library Director. 5 02/23/2026 Item 1. A reservation is not confirmed until the application is approved and payment (if required) is received. Check-In & Room Use ● The applicant must check in and check out at the Service Desk. ● The applicant must be present for the entire meeting. ● Meeting time includes setup and cleanup. ● Meetings must end at least 15 minutes before library closing. ● Library staff will unlock and lock the room. ● Early entry is not allowed. Groups are responsible for: ● Setting up and returning furniture ● Cleaning the room after use ● Any damage to library property The library is not responsible for items brought into the meeting room. Cancellations & No-Shows ● Failure to cancel may result in loss of meeting room privileges. ● Three no-shows will result in a one-year suspension of reservation privileges. Conduct & Safety All users must follow the Patron Behavior Policy and: ● Avoid disrupting library operations ● Follow posted room capacity limits ● Keep aisles, exits, and doors clear ● Refrain from loud or disruptive behavior Prohibited items and activities include: ● Candles or open flames ● Alcohol 6 02/23/2026 Item 1. ● Smoking or vaping (per City ordinance) ● Posting or attaching materials to walls Adult supervision is required for groups with minors. Publicity & Marketing ● The library may not be listed as a sponsor. ● Printed or digital publicity must prominently include this disclaimer: “This event is not sponsored by the Smith Public Library. The library does not endorse the viewpoints of meeting room users.” ● Library contact information may not be used. ● Promotional materials may not be posted or distributed in the library or on the Municipal grounds. Fees Payment is due within 72 hours of approval. Fees are non-refundable. Fees are assessed by the hour and are not prorated. Multipurpose Room (Capacity: 200 Standing Room Only) ● Nonprofit 501(c)(3): $30/hour (proof required) ● All others: $45/hour 7 02/23/2026 Item 1. Library Rights The Library Director may cancel or deny reservations if: ● The event disrupts library operations ● Policy rules are violated ● Space is needed for library use Permission to use the meeting rooms does not create a binding agreement. Organizations will defend, indemnify, and hold harmless the library and the City of Wylie of any damage suffered because of or resulting from use of the meeting rooms. Big News: For the 6th year in a row, we have earned the 2025 Achievement of Excellence in Libraries Award! This is bestowed by the Texas Municipal Library Directors Association (TMLDA). Of 516 public library systems in Texas, only 101 received this honor. To receive the award a library must submit any application that shows they exhibit excellence in 10 service areas such as literacy support, digital inclusion and workforce development . Staffing Update: We have a new Teen Services Librarian - Libby Villegas! Libby graduated with her Masters in Library Science from the University of North Texas in May 2025. March 16 at 3:30pm Spring Break Activity - Pop-up Library Garden Activity Join the Collin County Master Gardeners in the library garden for a fun activity! This event will take place outside behind the library weather permitting. March 16 at 3:30pm D.E.A.R. (Drop Everything And Read) Family Edition Chat with friends for 15 minutes, then read quietly for 30 minutes. When time is up, chat with new friends and make plans to attend the next D.E.A.R. event.
